Position Summary:

Under limited supervision, administer the Nation's 401(k) Retirement Plan and assist with administration of PSPRS. Recommend modifications and updates to 401(k) Plan in accordance with the needs of the Nation; oversee 401(k) Plan service providers and participate in selection process for new providers.

The work is normally reviewed upon completion, with occasional spot checks while in process, to ensure accuracy, timeliness and conformance to established standards; major work tasks are addressed by instructions or procedures and unusual situations are referred to a supervisor.

Essential Duties and Responsibilities:

  • Explains employee retirement and withdrawal options and paperwork including distribution elections, tax withholding, and rollovers.
  • Processes enrollments, changes, loans, terminations and distributions for retirement benefits.
  • Monitors input into payroll system and payroll reporting to service providers to ensure accurate information is processed for participants.
  • Updates active, vested and termination reports.
  • Advises and communicates to participants any change or updates to the 401(k) or other retirement options.
  • Prepares recurring and ad hoc Retirement Plan statistical and other reports.
  • Provides retirement presentations to new employees and to department and programs upon request.
  • Administers 401(k) Plan Trustee meetings, and provides records of meetings.
  • Reviews payroll reports for accuracy of employee deductions and Retirement Plan contributions on a bi-weekly or more frequent basis.
  • Recommends, develops and implements applicable policies and procedures relative to sovereignty rights of the Nation in accordance with applicable federal and state legislation that may affect the Plans.
  • Maintains professional knowledge by conducting research, attending seminars, educational workshops, classes and conferences; reviewing professional publications; establishing networks; participating in professional societies; conferring with representatives of contracting agencies and related organizations.
  • Works with the Nation's 401(k) Plan service providers to ensure efficient operation and compliance of 401(k) Plan.
  • Works with local PSPRS Board Secretary to assist in administration of PSPRS benefits for public safety employees.
  • Performs other job related duties as assigned and contributes to a team effort.

Knowledge, Skills, and Abilities:

  • Knowledge of Tohono O'odham culture, customs, and traditions.
  • Knowledge of governmental Retirement Plan administration in accordance with applicable federal and state requirements.
  • Knowledge of Indian sovereignty issues in relation to federal and state laws.
  • Knowledge of the Nation's Personnel Policies & Procedures.
  • Knowledge of the principles of contract negotiations and purchasing procurement requirements utilizing RFPs.
  • Knowledge of statistical compilation and analysis.
  • Skill in analyzing problems, projecting consequences, identifying solutions and implementing recommendations.
  • Skill in operating various word-processing, spreadsheets, and database software programs.
  • Ability to read, analyze, review, and interpret complex documentation.
  • Ability to communicate efficiently and effectively both verbally and in writing.
  • Ability to establish and maintain positive and effective working relationships with other employees and the general public.
  • Ability to exercise good judgment and make decisions; work independently and meet strict time lines.
  • Ability to make simple arithmetical calculations involving addition, subtraction, multiplication, and division.
  • Ability to travel within the interior/exterior boundaries of the Tohono O'odham Nation.
  • Ability to maintain the confidentiality of all employee and benefits information in accordance with the Nation's policies.

Minimum Qualifications:

  • Bachelor's degree in Business, Human Resources, Public Administration or related field and two years demonstrated work experience in administering a comprehensive Retirement Plan and employee benefits program; or equivalent combination of training, education, and work experience, which demonstrates the ability to perform the duties of this position.
  • Two years of supervisory experience.

Licenses, Certifications, Special Requirements:

  • Upon recommendation for hire, a criminal background check is required to determine suitability for hire, including a 39-month Motor Vehicle Record.
  • May require possessing and maintaining a valid driver's license, (no DUIs or major traffic citations within the last three years).
  • If required, must meet the Tohono O'odham Nation tribal employer's insurance requirements to receive a driver's permit to operate program vehicles.
  • Based on the department's needs, incumbents may be required to demonstrate fluency in both the Tohono O'odham Language and English as a condition of employment.
