Job description

Under general supervision from the Community Prosecutor and Assistant Community Prosecutor, provides direct assistance to individuals who are in a diversion or deferred prosecution program, or who are on probation, and their families, and assists them with understanding and working with the judicial system. Provides support and assistance in obtaining related services that may be needed to ensure they receive referrals for counseling, treatment services, etc. Acts as a case manager for Office of the Prosecutor cases involving deferred prosecution, pre-trial diversion, juvenile delinquency informal adjustment agreements (juvenile diversion), and adult and juvenile wellness court. This job class is treated as FLSA Exempt and is subject to working non-standard hours.

Essential Functions: (Essential functions may vary among positions, but may include the following tasks, knowledge, skills, abilities, and other characteristics. 1. Coordinates the prosecution office response system for direct assistance to individuals struggling with substance use and addiction, and their families. Provides assistance in explaining the judicial system and applicable laws.

2. Acts as a case manager for Office of the Prosecutor cases involving deferred prosecution, pre-trial diversion, juvenile delinquency informal adjustment agreements (juvenile diversion), and adult and juvenile wellness court.

3. Serves as liaison with individuals struggling with substance use and addiction, and Salt River Police Department (SRPD), and Behavioral Health Services (BHS).

4. Coordinates necessary information handling to ensure BHS receives timely and complete referrals for services (individual, group, and family counseling; substance abuse counseling; inpatient or outpatient rehabilitation, etc.). Makes referrals to appropriate social service entities, or other services, as needed.

5. Documents case information and maintains records in Office of the Prosecutor case management system. Engages in follow-up contact with individuals and partner departments after case disposition.

6. Provides documentation to formalize services available/provided and effectiveness/appropriateness of services. Coordinates work with court officials, as needed.

7. Maintains confidentiality of record-keeping, and provides assistance to police department and partner departments in tracking responses to inviduals and families. Prepares statistical and operational reports. Maintains statistical records on individuals served and services provided. Makes recommendations for improved or additional services.

8. Assists in developing community education and/or involvement activities to encourage community involvement and interest in training and awareness campaigns. Facilitates community outreach activities. Provides in-service training and exposure to various criminal justice-related matters. Maintains, schedules and reports on Addiction Recovery projects, which includes the SRPMIC Police Department, Social Services, Health and Human Services, Behavioral Health Services, and judicial systems, and other prevention activities and programs within and outside the Community.

9. Works with prosecutors and staff to assist with early identification of inviduals who are eligible to participate in pre-trial diversion, deferred prosecution, juvenile informal adjustment agreements, and juvenile diversion and drug court.

10. Assists with development of policies and procedures for a Community LEAD (law enforcement assisted diversion) program. Recommends policies and procedures revisions as deemed necessary to improve integrated work environment.

11. Conducts research and prepares reports on community needs and resources specifically related to substance use and addiction needs. Maintains files on related material. Makes presentations on research data as needed.

12. Performs other job related duties as assigned by the Community Prosecutor.

Knowledge, Skills, Abilities, and Other Characteristics:

  • Knowledge of Salt River Pima-Maricopa Indian Community and its resources and of American Indian culture and traditions.
  • Knowledge of tribal justice system as it relates to charges and procedures, and confidentiality requirements, regarding possession of illegal drugs, substance use, and addiction.
  • Knowledge of effective methods and techniques in working with individuals experiencing addiction, substance abuse, complex trauma, and other mental health needs, and their families.
  • Knowledge and experience in law enforcement and the justice system and an understanding of dynamics of addiction.
  • Knowledge of community development techniques and community based programming.
  • Knowledge of information gathering, statistical reporting and maintenance of confidential data base.
  • Knowledge of best practices in working with young offenders, and juveniles in particular.

  • Skill in establishing and maintaining effective working relationships with State, Federal, and local law enforcement groups, community groups, individuals and their families, as well as other partner departments, staff, and the public.
  • Skill in operating a variety of office equipment, including personal computer, related software and data base data.
  • Skill in operating case management systems, specifically JustWare and CMS.
  • Skill in oral and written communication, as well as experience in public relations activities.
  • Skill in working as an advocate with crime victims, defendants, and family members.

  • Ability to make oral presentations to community groups and to organizations outside the SRPMIC.
  • Ability to effectively manage a case load.
  • Ability to deal with people during high-stress situations and maintain safety and security.
  • Ability to listen, communicate and work effectively with a diverse group of people.
  • Ability to provide thoughtful and thorough analysis.
  • Ability to handle multiple projects simultaneously and use good judgment in prioritizing work assignments.
  • Ability to resolve conflict and utilize negotiation skills.
  • Ability to organize work, set priorities, and achieve goals.
  • Ability to operate tape recorder, camera (video and still), and other tools routinely used in work of this nature.
  • Ability to work non-standard work hours and to respond on short-notice on-call, as directed by supervisor.
  • Education & Experience: A Bachelor's degree in Criminal Justice, Social Services, or closely related field, and 3-5 years of full time work experience with community-based addiction recovery assistance programs, social services, criminal justice, education, or related direct services is required. A Master's degree in Legal Studies or a related field is preferred.
  • Preference given to candidates that meet the requirements who have work experience in Native American / Federal Indian Law.
  • Equivalency: Any equivalent combination of education and experience that will allow the applicant to satisfactorily perform the duties of the job will be considered.

  • Underfill Eligibility: An enrolled Community Member whom closely qualifies for the minimum qualifications for a position may be considered for employment under SRPMIC Policy 2-19, Underfill.


  • Employment is contingent upon successful completion of an extensive background check and drug screening. May be required to work outside normal work hours including nights, weekends and holidays.
  • Employees in, and applicants applying for, jobs providing direct services to children are subject to the "Community Code of Ordinances", Chapter 11, "Minors", Article X. "Investigation of Persons Working With Children".
