Job Description:
POSITION: Resource Unit Leader
DEPARTMENT: Emergency Management
WORK SCHEDULE: 8:00 a.m. - 4:30 p.m., M-F
STATUS: Full-time
FLSA STATUS: Non-exempt
Hourly Rate: $27.5519

Incumbent serves as Resource Unit Leader (RESL) for Hamilton County Emergency Management, responsible for assisting in emergency management operations for Hamilton County, including mitigation, preparedness, response, and recovery of all hazards.
DUTIES:
Maintains assets ranging from batteries to emergency food and water, including maintaining in a warehouse-type facility with established elements for ordering, receiving, tracking, and distributing while maintaining minimum quantities.
Manages the facility through defined processes and procedures while constantly improving the program. Ensures County has assets needed for an emergency or disaster while serving the numerous customers supported through the supply cache.
Supervises and directs volunteers and interns, including recruiting, mentoring, training, planning, and delegating work assignments, and evaluating performance.
Tracks assets from procurement to distribution or disposal meeting audit requirements and providing monthly reports. Manages software system for assets to ensure the system meets operational needs through feedback to the system administrator.
Utilizes National Incident Management System (NIMS) to conduct response operations. Prepares for, responds to, recovers, and mitigates domestic incidents. Follows NIMS detailed processes and procedures to prepare response operations plans and equipment.
Identifies, orders, mobilizes, dispatches, and tracks resources.
Establishes preparedness, preposition, and staging resources.
Creates deployment plans, processes, and procedures as recommended by NIMS including tracking and receiving resources and providing information compliant with FEMA accounting procedures and those established by the Finance/Administration Section Chief, and resets resources to ensure readiness for emergency response.
Conducts resource gap analysis bringing stakeholders together with their resource lists, evaluating resources based on the hazards, and fulfilling gaps by locating resources beyond Hamilton County.
Maintains equipment including but not limited to, light towers, commercial generators, and state-of-the-art command vehicle. Manages routine maintenance to ensure a constant state of readiness including training and mentoring staff. Establishes maintenance processes in accordance with the manufacturer's requirements.
Ensures vendors maintain compliance with procedures established by HCEM Buildings and Grounds Department and Auditor's Office
Ensures trailers and vehicles that require annual DOT inspections are completed in a timely manner.
Ensures a safe environment for HCEM staff and others working around HCEM equipment.
Serves as the point of contact for resources for County departments, school districts, public safety agencies, and other emergency management departments.
Performs other duties as assigned.
I. JOB REQUIREMENTS:
Baccalaureate degree in emergency management, criminal justice, homeland security, public administration, or related degree field with a minimum of two (2) years of public safety, emergency management, or related experience required. Experience may be volunteer experience, or any equivalent combination of education, training, and experience.
Possession of and/or ability to obtain FEMA's Professional Development Series, Incident Command System training (100, 200, 300, 400, 700, and 800), NIMS section-specific courses Resource Unit Leader and Logistics section chief training, Hazardous materials awareness, amateur radio license at the technician level or higher, Community Emergency Response Team course, National Weather Service Storm Spotter, Risk Management training, and Logistics Section Chief.
Thorough knowledge of NIMS and Incident Command System (ICS).
Practical knowledge and ability to apply local, state, and federal emergency management regulations, policies, and procedures during various situations.
Working knowledge of standard office policies and procedures with computer skills, including word processing, spreadsheet, presentation, email, internet, and Department-specific software systems, including Microsoft Office, Outlook, Word, PowerPoint, and Excel, and the ability to apply such knowledge to various interrelated processes, tasks, and operations.
Working knowledge of standard bookkeeping practices and procedures, with the ability to prepare and maintain complete and accurate inventory, equipment, and financial records.
Working knowledge of National Weather Service, Storm Prediction Center, Weather Prediction Center, and Climate Prediction Center operations and products, with ability to comprehend and interpret weather maps, including high and low-pressure systems, pressure gradients, fronts, etc. and with ability to differentiate between the colors the National Weather Service uses for all advisories, watches, and warnings.
Working knowledge of and ability to apply County geography and streets, roads, weather patterns, disaster planning, hazardous materials, natural disasters, fire, police, and emergency medical services.
Working knowledge of standard English grammar, spelling, and punctuation, and ability to type with speed and accuracy with ability to prepare correspondence and detailed reports.
Ability to supervise and direct volunteers and interns, including recruiting, mentoring, training, planning, and delegating work assignments, and evaluating performance.
Ability to properly operate and maintain department vehicles and equipment, including, but not limited to, motor vehicles in emergency status, public safety and amateur radios, trailer operations, generators, light towers, sign boards, portable cameras, power distribution systems, fuel trailers, command trailer, and command vehicles.
Ability to properly operate standard office equipment including, computer, calculator, printer, and telephone.
Ability to effectively communicate orally and in writing with co-workers, other County departments, volunteers, public safety personnel, school corporations, related local, state, and federal agencies, other emergency management agencies, and the public, including being sensitive to professional ethics, gender and gender identity, sexual orientation, cultural diversities, and disabilities.
Ability to work alone and with others in a team environment with minimum supervision and maintain appropriate, respectful relationships with co-workers.
Ability to work on several tasks simultaneously and complete assignments effectively amidst frequent distractions and interruptions.
Ability to understand, memorize, retain, carry out oral and written instructions, and respond appropriately to constructive criticism.
Ability to provide public access to or maintain Department information/records confidentiality according to state requirements.
Shall comply with all employer and Department personnel policies and work rules, including, but not limited to, attendance, safety, drug-free workplace, and personal conduct.
Ability to competently serve the public with diplomacy and respect, including occasional encounters with angry or hostile persons.
Ability to respond swiftly, rationally, and decisively in stressful situations associated with emergency requests for assistance.
Ability to regularly work extended evening and/or weekend hours and occasionally travel out of town for training and/or response, sometimes overnight and to serve on-call 24 hours and to emergencies from off-duty status and to respond to calls for service 24/7/365.
Possession of a valid Indiana driver's license and demonstrated safe driving record.
As a result of the duties associated with this job, there is the potential for dangerous situations related to public safety operations. Personal protective equipment shall be provided and used to safeguard employees, including a personal flotation device, reflective traffic vest, ballistic vest, helmets, and full-face air purifying respirator.
As a result of the duties associated with this job, there is the potential of becoming exposed to bloodborne pathogens and other potentially infectious diseases. To safeguard employees and eliminate the liability placed on Hamilton County, employees working in this position shall begin the three-shot Hepatitis B vaccination and subsequent training within ten days of their initial job assignment per OSHA 29 CFR 1910.1030(f)(2)(i).
The Hamilton County Health Department shall administer the employee the initial and two subsequent vaccinations free of charge. If the employee has previously received the three-shot Hepatitis B vaccination, the supervisor must provide official documentation identifying the dates each shot was appropriately administered. A Temporary Medical Declination may be made for up to six months. A Declination form must be completed, outlining the medical reasons for the temporary declination, and forwarded to the Safety and Risk Manager. Employees temporarily declining the vaccine are prohibited from performing any duties in which they may be exposed to a bloodborne pathogen or other potentially infectious diseases until they can begin/continue the series of vaccinations. Failure to comply will result in termination of employment.
II. DIFFICULTY OF WORK:
Incumbent performs duties are a broad range of duties involving complex considerations and problems. The incumbent performs according to department policies and procedures, state guidelines and regulations, and recognized professional and ethical practice standards. Incumbent exercises independent judgment in most duties, including the technical analysis of data.
III. RESPONSIBILITY:
The incumbent performs standard, recurring duties according to department policies and procedures and state guidelines. The incumbent receives general supervision, with priorities primarily determined by the service needs of the public and departmental goals and objectives. Errors in the incumbent's work are usually prevented through procedural safeguards and are detected through notification from other departments, agencies, or the public. Undetected errors may result in loss of time for correction and errors in emergency duties could endanger the public.
IV. PERSONAL WORK RELATIONSHIPS:
The incumbent frequently contacts co-workers, other County departments, volunteers, public safety personnel, school corporations, related local, state, and federal agencies, other emergency management agencies, and the public for the purpose of exchanging and explaining information, providing instruction, and coordinating emergency operations.
The incumbent reports to the Logistics Section Chief of Emergency Management.
V. PHYSICAL EFFORT AND WORK ENVIRONMENT:
The incumbent performs duties in an office environment, in a warehouse, and in an equipment storage facility, involving sitting/standing at will, sitting/standing/walking for long periods, lifting/carrying objects weighing more than 50 pounds, kneeling, climbing on, around, and under equipment for long periods, handling/grasping objects, bending/reaching, speaking clearly, keyboarding, driving, and hearing the communication. The incumbent responds to emergencies involving walking on uneven terrain, bending, twisting, and crawling in confined spaces, exposure to inclement weather, toxic chemicals and fumes, and loud environments, for which safety precautions must be followed at all times to avoid injury to self and others.
Incumbent is regularly required to work extended evening and/or weekend hours and occasionally travel out of town for training and/or response, sometimes overnight. Incumbent is required to serve on-call 24 hours and to respond to emergencies from off-duty status on a 24- hour basis.
