Description
The Department of Workforce Development is comprised of the Office of Vocational Rehabilitation, the Office ofAdult Education and the Office of Employer and Apprenticeship Services. Our Department connects Kentucky toemployment, workforce information and training through Kentucky Career Centers.
This is a federally funded time-limited (FFTL) position. This means it is a position that is paid entirely asthe result of a federal grant. The duration of employment shall not exceed the life of the federal grant thatfunds the position. An employee appointed to an FFTL position is required to meet the minimum requirements forthe classification. Further, an employee appointed to an FFTL position is designated as an unclassified (non-merit) employee. An FFTL employee is eligible to receive benefits at the same level as a classified (merit)employee in a permanent position.
The Department is seeking to fill an Resource Management Analyst III to provide direction in planning,organizing, and managing information resources in support of the agency's mission. Act as liaison between thebusiness/programmatic functions of the agency and the information systems operations. Serve as departmentalinformation resources manager. Create and delivers training material and performs other duties as assigned.
Job Duties:
  • Accurately and timely completes required Federal Performance reports for the Department of WorkforceDevelopment (DWD).
  • Reports will be analyzed for errors prior to submission and any anomalies will be addressedwith the local workforce areas.
  • Train and provide TA (Technical Assistance) as needed.
  • Coordinate work with IT staff as well as contract staff to compile reports utilizing system data and otherresources, including trouble shooting issues as they arise.
  • Serves as the liaison and program lead fortechnical reviews, upgrades, change requests, and other improvements to KY Engagement Enterprise Suite (KEESuite).
  • Collaborate with the local workforce area staff on gathering data required for certain key Federal reports.Provide technical assistance to the local area staff regarding performance data and reporting as requested.
  • Keep current on federal and state directives and alert management of agency potential impact.
  • Accuratelyconducts research of available resources to provide financial and programmatic guidance.
  • Responds tomanagement inquiries in a timely manner.
  • Works with staff to coordinate resolution of issues and be able torecognize local area or contractor need for assistance.
  • Provide data and/or work with Leadership to assist on performance negotiations with the Department of Labor(DOL) and/or the 10 local workforce areas.
  • Run adhoc reports on request to utilize the knowledge of EBI(Enterprise Business Intelligence) and SQL (Structured Query Language).
  • Performs other duties as assigned.

Minimum Requirements
EDUCATION:Graduate of a college or university with a bachelor's degree.

EXPERIENCE, TRAINING, OR SKILLS:Four years of systems analysis, business administration, or public administration experience.

Substitute EDUCATION for EXPERIENCE:Related technical or vocational training will substitute for the bachelor's degree requirement on a year-for-year basis. A master's degree in computer science, business or public administration will substitute for one year of the experience requirement.

Substitute EXPERIENCE for EDUCATION:Experience in computer programming, systems analysis, information services, research and statistics, business administration, or public administration will substitute for the bachelor's degree requirement on a year-for-year basis.
