RESOURCE CONSULTANT SUPERVISOR

A Resource Consultant Manager will supervise and lead a group of Resource Consultant staff that guide, mentor, teach, and support individuals, the elderly and individuals with disabilities, who choose to self-direct Personal Options services through the West Virigina waiver programs. The Personal Options services within the West Virginia waiver programs provide an alternative to institutional care for Medicaid participants by allowing them to age in place and receive personal care, home and community-based services in their own home. The Resource Consultant manager will remotely manage a team of field staff, and will be responsible for ensuring Personal Options program and contract deliverables are met.


Duties and Responsibilities

  • Recruit, hire, train, and mentor new Resource Consultants.
  • Maintain availability throughout the workday for field staff, clients, and other Palco staff.
  • Demonstrate expertise of the Personal Options services program, applicable West Virgina waiver programs, and Palco policies.
  • Ensure Personal Options program and contract deliverables are met.
  • Maintain quality assurance through frequent documentation review, participant engagement calls, daily reports, and in-home visits when necessary.
  • Make in-home visits to train new field staff.
  • Use a person-centered approach in all interactions with participants.
  • Facilitate training via teleconference, video conference, and in-person as needed.
  • Attend meetings regularly with Palco staff and state program staff as requested.
  • Review and submit reports upon request.
  • Report and respond to all member/representative complaints and grievances regarding FMS and Resource Consulting services.
  • Act as a mandatory reporter and report and respond to all required incidents, including, but not limited to, any allegations of reports of suspected abuse, neglect, and exploitation.
  • Provide coaching to assigned staff as needed.
  • Perform annual performance evaluations for staff.
  • Follow operational procedures as defined by Palco.
  • Display care in use of company equipment and data in accordance with company policies, including HIPPA privacy practices.

Other Essential Traits

  • Must possess professional verbal and written communication skills.
  • Must possess proficient skills with Microsoft Office, Microsoft Outlook, and Internet.
  • Must possess good problem-solving skills.
  • Must be willing to travel within a geographically established region to meet field staff and perform in-home visits with program participants.
  • Must be willing to work with people of all ages and disabilities.
  • Must have a valid driver’s license and dependable mode of transportation.
  • Must have and maintain active prepaid or contract cell phone plan for communication between participants, management, and/or company leadership.
  • Must be able to pass a criminal background check, maltreatment check, and drug screening.


Education and Qualifications

  • A minimum of three years of experience working with the public is required.
  • Experience as a patient navigator, community connector, community health worker, lay health advisor, health educator, or case manager preferred.
  • Experience supervising a small group of remote staff.
  • Bachelor's Degree or equivalent required.
  • Travel is required.
  • In compliance with federal law, all persons hired will be required to verify identity and eligibility to work in the United States and to complete the required employment eligibility verification form upon hire.
