Role description:

Arcadis is seeking a Resilience Planning Lead to grow our coordinated service offerings in the federally and state-funded program management space related to climate adaptation and reduction of risks and vulnerabilities to communities. This position is based in the Mid-Atlantic region and focused on Maryland, Virginia, North Carolina, South Carolina, and the District of Columbia.

In this role, you will be responsible for business development and project/program management through the successful implementation of initiatives under federally and state-funded/administered programs. You will collaborate with clients and project teams in project execution and quality assurance for Resilience Planning and project/program-related services, inclusive of supporting competitive grant funding pursuits. Services may be stand-alone engagements or part of larger planning, design, construction, and operations projects. You will also support the recruitment, mentorship, and cross-training of staff to build service delivery capabilities. 

Role accountabilities:

As a Resilience Planning Lead, you will utilize your technical expertise and knowledge of state, federal, and philanthropic programs, and funding streams to lead and oversee the execution of Resilience Planning and climate adaptation projects in the Mid-Atlantic region. Project examples include vulnerability assessments, exposure analysis, sensitivity analysis, and sea level rise studies. Your knowledge of project/program funding via HUD CDBG-DR/MIT, FEMA FMA/BRIC, EPA, NOAA, DOT, DOE et al. and other federal funding programs related to resilience, mitigation, sustainability, and climate-adaptation is essential to this role. Additional responsibilities include:

  • Project Delivery: Coordinating and developing project teams to deliver quality, timely, and profitable projects. Implementing Arcadis policies and processes for technical quality assurance/control across funding and program management-related services.
  • Business Development: identifying and positioning Arcadis for upcoming opportunities in collaboration with Resilience Leadership. Coordinating with client teams to position for new/expanded opportunities through innovative approaches, unique value propositions, and differentiators.
  • Client Management: Building relationships with existing and new clients, establishing opportunity pipelines, managing pursuits, developing proposals and interviews, preparing and negotiating scopes, promoting cross-selling opportunities with support from other Arcadis groups, managing full project life cycle, and delivering to expectations and budgets, to position for additional services.
  • Identifying and building program management practices in support of client goals and enterprise growth. 
  • Supporting/leading Arcadis' involvement in relevant conferences, inclusive of presenting or panel participation.
  • Identifying and assisting with developing tools to ensure on-time delivery of required services.  
  • Mentoring staff and supporting marketing and proposal activities, including integration of project delivery from planning to implementation phases.
  • Ability to travel (up to 25%) within the state to meet with clients/potential clients; ability to travel outside of the state to meet with national team members, attend conferences, etc.

Qualifications & Experience:

Required Qualifications:

  • Bachelor's degree in a related field 
  • 10 years of experience focused on climate adaptation, hazard mitigation, government affairs, grant management, economics, finance, master planning, emergency management/disaster recovery, community development, and/or urban planning

Preferred Qualifications:

  • Master's or advanced degree in a related field
  • Professional certification (e.g., AICP, PE, AIA, CFM, etc.)
  • Understanding/experience working with flood modeling and GIS tools
  • Experience with conducting benefit-cost analysis
  • Knowledge of funding availability and mechanisms via the Bipartisan Infrastructure Law (BIL) and Inflation Reduction Jobs Act (IRJA)
  • Experience with state programs, such as the Virginia Department of Conservation and Recreation (DCR) Community Flood Preparedness Fund (and DCR programs), North Carolina's RISE and Resilient Communities programs, and South Carolina's Disaster Relief and Resilience Fund

Additional Skills:

  • Experience as a "seller-doer" for the marketing and delivery of program management services involving federal funding sources like HUD, FEMA, EPA, DOT, DOE
  • Experience working with FEMA-funded and HUD-funded initiatives through relevant state agencies
  • Experience with competitive funding pursuit and capture, inclusive of grant application development/grant writing
  • Ability to effectively deliver client presentations, prepare written reports and communicate technical concepts, specifically around federal requirements, funding, capabilities, and risk
  • Experience developing relationships with clients, teaming partners, and staff and recruiting, mentoring, and motivating staff for project delivery
  • High proficiency with MS Office suite (Word, Excel, PowerPoint); SharePoint

The salary range for this position is $98,000 - $195,00.
