Summary

The Environmental Health Services Division (EHS), Community Toxics, Science & Policy (CTSP) section is seeking a skilled, knowledgeable, and collaborative individual to fill the key role of Research Services Program Manager (Environmental Scientist IV) in the Hazardous Waste Management Program (Haz Waste Program) to lead the Research Services team.
As the Research Services Program Manager, you will provide leadership to a multidisciplinary team comprised of an epidemiologist, two Environmental Scientists, and a librarian. The core function of the Research team is to ensure that the Haz Waste Program's work is informed by the best possible science and grounded in the Program's commitment to racial equity and social justice.
You will also be a member of the Haz Waste Program's leadership team, where you will provide strategic direction, management of the budget, contracts, and work plan for the Program's research priorities. You will have the opportunity to fill a critical leadership position in Environmental Health Services and the Haz Waste Program.
Examples of priorities include:
  • Establishing and implementing a research agenda to advance the Haz Waste Program's vision of making the Puget Sound region the cleanest in the country.
  • Informing policies and services to reduce exposure to hazardous chemicals, and ensuring the work is grounded in the Program's commitment to racial equity and social justice.
  • Providing essential technical expertise on lead (Pb) and other hazardous chemicals in workplaces and residential settings to Program staff, partner agencies, researchers, community organizers, the public, and elected officials.
  • Implementing research functions and ensuring alignment with the goals of the Haz Waste Program Management Plan and Public Health's partner agreement with the Program.
  • Periodically recruiting, managing, and supervising graduate interns.
About the Hazardous Waste Management Program
The Hazardous Waste Management Program is a regional coalition working to protect public health and the environment. The Program provides grant funding to cities, towns, and tribal governments within King County to help residents properly dispose of hazardous waste and to promote using safer alternatives. The Program recognizes that individual, structural, and institutional racism contribute to inequities and disproportionality in the services that it provides and has a "leading with race" framework of racial justice strategies to address root causes and eliminate these inequities. Job Duties
  • Partner across agencies and lines of business in strategic planning, development, and implementation of key priorities to improve and strengthen reach, service delivery, racial equity, and impact.
  • Participate in chemical policy development at the state and national level.
  • Collaborate with local, state and national partners to develop consistent strategies using the best available science.
  • Participate in multidisciplinary teams to develop novel solutions to address chemical exposures in some of our most at-risk communities.
  • Develop innovative, participatory approaches to help communities identify issues of concern and develop solutions.
  • Contribute to the evidence base regarding characterizing and mitigating hazardous chemical exposures in residents and workers in small businesses.
  • Represent the Haz Waste Program at the local, state, and national levels by participating in and presenting to workgroups, advisory committees, conferences, and other venues.
  • Train the next generation of professionals by mentoring student interns.

Experience, Qualifications, Knowledge, Skills
Our ideal candidate will demonstrate the following (Minimum)
  • Experience supervising and leading others, ensuring smooth operations, providing direction regarding work assignments, delegating work, and ensuring high-quality work products.
  • Experience in applied research in the fields of toxicology, public health, environmental health, epidemiology, social science , or closely related field.
  • Ability to clearly express technical material for a non-technical audience orally and in writing, including presentations to groups.
  • Experience in managing projects and/or training on project management.
  • Demonstrated cultural competence working with diverse populations and commitment to ensuring equitable services.
  • Knowledge of common information technologies and savvy computer skills, including Microsoft Office 365 (including Teams, SharePoint, and OneDrive).
The most competitive applicants will have the following experiences and qualifications (Desired)
  • Graduation from an accredited college or university with a master's degree in toxicology, public health, environmental health, epidemiology, social science, or a closely related field and/or equivalent education and experience.
  • Experience developing policies to prevent hazardous chemical exposure.
  • Experience working with diverse communities to understand and address environmental- and public health- needs in their communities.
  • Familiarity with relational databases, Microsoft Excel, and Power BI. Familiarity with analyzing complex data sets with statistical tools (e.g., R, Stata, SPSS) and using relational databases to link multiple datasets and run queries.
  • Demonstrated ability to lead a team with diverse skill sets and perspectives and engage in consensus-building. Ability to create a climate in which people want to do their best; can motivate many kinds of team or project members and enable colleagues to grow and succeed through feedback, instruction, and encouragement.
  • Experience communicating technical work and concepts to non-technical staff, elected officials and others in leadership positions.
  • Experience advising, educating, or working with residents or businesses to change their behavior, particularly helping them choose safer alternative products and processes.
  • Demonstrated skills for maintaining positive and productive working relationships, such as patience, flexibility, active listening, resolving conflicts and problem solving. Effective and collaborative participant in multi-disciplinary team meetings or coalitions.
Licensing/Certification Requirements
  • Valid Washington State driver's license, or ability to obtain before hire. Person will need to be able take sample equipment into the field and collect samples.

Work Location
This is largely a telecommute position, but you will be expected to be available to work at the program's lab in the Fremont neighborhood area of Seattle, work at the Chinook building and/or King Street Center for program wide coordination, and be able to go to businesses and organizations throughout King County for sampling activities or presentations. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
Work Schedule
This full-time position is salary based and exempt from the provisions of the Fair Labor Standards Act. The normal workweek is Monday - Friday. Occasional evening and weekend work is required.
