Rehabilitation Technician

These positions are located in the Domiciliary residential rehabilitation facility within the VA Central Iowa Health Care System in Des Moines, Iowa. The Rehabilitation Technician - Domiciliary provides extended care to Veterans with complex alcohol and drug disorders, mental health issues and Post Traumatic Stress Disorder. The Domiciliary also treats Veterans with psychosocial issues including homelessness and unemployment.
Qualifications: THERE IS AN ENGLISH LANGUAGE PROFICIENCY REQUIREMENT:
In accordance with 38 U.S.C. 7402(d), No person shall serve in direct patient care positions unless they are proficient in basic written and spoken English. You must be proficient in basic written and spoken English in order to meet the requirements of this position. The English Language proficiency statement appears as a Selective Placement Factor on the Assessment Questionnaire.

This position includes a Selective Placement Factor (skill, knowledge, ability or other worker characteristic basic to - and essential for - satisfactory performance of the job). Selective Placements Factors are a prerequisite to appointment and represent minimum requirements for a position. Applicants who do not meet it are ineligible for further consideration. The Selective Placement Factor for this position is: Possess a current, valid state-issued driver's Class D Chauffeur License with Endorsement 3 for passenger vehicles".
NOTE: Driver's License Requirement (Screen-out): In carrying out responsibilities, operation of VA vehicles is required. The Rehabilitation Technician - Domiciliary transports Veterans in VA vehicles to programming, recreational activities, support groups, and additional appointments or activities as assigned.We cannot accept photographs, therefore; please do not submit a copy of your license with your application package. In addition to the English Language, and the Selective Placement Factor/SPF, to qualify for this position at the GS-5 level, you must also meet one of the following requirements:
Experience: You must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-4) in the Federal Service that has given you the particular knowledge, skills and abilities required to successfully perform the duties of a Rehabilitation Technician - Domiciliary, and that is typically in or related to the work of the position to be filled. Specialized experience is experience that involved the observation of and assistance in the application of techniques relating to behavior, capacities, traits, interests, and activities of either humans or, under laboratory conditions, animals. Experience may have been gained in connection with a program of research or direct services in psychology that gave a practical understanding of some of the principles, methods, and techniques of psychology needed to assist professional psychologists. NOTE: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hours worked per week.
OR
Education: Successfully completed a full four (4) year course of study leading to a bachelor's degree, with major study or at least 24 semester hours in any combination of subjects such as psychology, statistics, or other directly related subjects to the Rehabilitation Technician - Domiciliary position. OR
Combination: Equivalent combinations of successfully completed post-high school education (beyond the second year) and specialized experience, as listed above, may be used to meet total experience requirements. The education portion must include courses such as psychology, statistics, or other directly related subjects to the Rehabilitation Technician - Domiciliary position. IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. Physical Requirements: Work is carried out mostly in an office. However, the person in this position regularly conducts inspections and supervises building cleanup, etc. Overall duties require occasional lifting, carrying 50+lbs, sitting, standing, walking, climbing stairs, climbing ladders, kneeling, bending, stooping, twisting, pulling/pushing, simple grasping, and reading above shoulder. conditions may also include heat, cold, excess humidity, work with chemicals, dust, noise, driving a vehicle, fire manipulation, etc. Flexibility, tact, initiative and critical thinking are needed to perform duties with residents with a wide range of diagnostic categories
