Department Overview

The coworkers of the Service Planning and Design organization (SP&D) support the business vision by delivering customers safe, reliable, and affordable electric and gas services in compliance with all applicable regulatory and internal requirements. SP&D supports both gas and electric operations through its customer project management, design and estimating, dependency, construction, and clerical functions.

Position Summary

Provide consulting services to internal lines of business on tariff related issues, including customer-specific inquiries, escalated complaints and understanding and interpretation of complex legal and regulatory matters and the associated enterprise-wide and customer related impacts.  Uses tariff and regulatory expertise and knowledge of PG&E’s operations, customers’ end-use equipment and customers’ business processes. Service is provided to any line of business upon request. Continually monitors internal and external factors that affect the planning and successful execution of the program compliance. Fosters a safe work culture and environment, ensuring that coworkers adhere to all company and regulatory safety policies and practices. 

Tariff, Customer, Policy, Compliance Team Scope

  • Cultivate partnerships with PG&E’s Law and Regulatory Relations Departments, other California utilities, and regulatory bodies such as the CPUC, CEC, FERC, and CAISO to drive policy and proceeding decisions.
  • Guide the line of business to remediate tariff compliance issues, including identification of compliance gaps and root cause, support for any necessary regulatory filings, employee training, process improvement efforts, and internal or external communications.
  • Develop tariff-based solutions to meet the unique or changing needs of a specific customer or industry.
  • Participate in settlement discussions, mediation, arbitration and other civil or regulatory proceedings as PG&E’s expert witness or lead negotiator to resolve claims arising from PG&E’s tariff interpretation.
  • Lead expert substantiation for regulatory and procedural history, customer needs and impacts, operational needs and impacts, and regulatory priorities and sensitivities, to support the development and implementation of regulatory, legislative, external and internal policies and procedures.    
  • Evaluate policies, technologies, programs, customer needs and industry direction to identify customer and company benefits and propose forward-looking tariff solutions. Development of and support for policy and regulatory positions, including participation in regulatory proceedings and assistance with data requests from regulators and senior management.

This position is hybrid, working from your remote office and your assigned work location (Oakland).

Position will require up to 20% of travel time in work schedule.

PG&E is providing the salary range that the company in good faith believes it might pay for this position at the time of the job posting. This compensation range is specific to the locality of the job.  The actual salary paid to an individual will be based on multiple factors, including, but not limited to, specific skills, education, licenses or certifications, experience, market value, geographic location, and internal equity.  Although we estimate the successful candidate hired into this role will be placed towards the middle or entry point of the range, the decision will be made on a case-by-case basis related to these factors.​

A reasonable salary range is:​

Bay Area Minimum:$144,000

Bay Area Maximum:$244,000

This job is also eligible to participate in PG&E’s discretionary incentive compensation programs.

Qualifications-

Minimum Qualifications:

  • Bachelor’s degree in related field.
  • 10 years energy industry experience or equivalent in regulatory-related role

Desired Qualifications:

  • MBA, master’s in finance, Economics, Public Policy or related field, or Law degree or CPA
  • Experience with commission approved gas and electric rates and rules, strategic or financial planning, field operations, and customer care
  • Development and support of expert witness testimony and/or case management
  • Knowledge, Skills, Abilities and (Technical) Competencies
  • Knowledge of project management, process improvement and change management concepts and best practices.
  • Strong knowledge of electric utility business operations practices such as maintenance, construction, design, resource planning, regulatory compliance, tariffs, and safety best practices.
  • Good written and verbal communication and interpersonal skills to develop and deliver presentations to various audiences, internal and external.
  • Influence and negotiation ability, including strong meeting facilitation skills, to effectively prioritize work based on business need and risk assessments.
  • Strong strategic decision making and problem-solving skills

Responsibilities

  • Manages, develops, and oversees Regulatory Tariffs, Advice Letters and compliance filings that support customer needs and assures company compliance with regulatory requirements. Determines effective presentation to commission.
  • Partners with Proceedings and Rates, Law and the operational lines of business on regulatory filings to develop and obtain approval of new and revised tariffs
  • Ensures an appropriate regulatory approach for the submission and facilitation of the operating departments’ input for customer and operational needs.
  • Provides high-level regulatory support for business initiatives related to development and management of tariffs and advice letter submissions.
  • Provides strategic direction including developing operating policies and procedures, recommending and executing against the strategic direction of the department, being a thought leader for both internal and external clients
  • Provides advocacy for issues relating to tariffs. Advice Letters, and compliance filings and negotiates with appropriate CPUC and FERC staff and stakeholders.
  • Develops and maintains strong working relationships with either 1) the Director of Energy Division, CPUC staff, the Public Advisor for CPUC matters or 2) the Office of Energy Market Regulation and assigned FERC Trial Staff, and stakeholders to facilitate issue resolution and address customer complaints
  • Establishes and maintains open communications and strong working relationships within the company and with regulators
  • Develops, proposes and manages department budget including forecasting, monitoring and addresses variances, as required
  • Supervisory Responsibility- Direct or indirect reports may include manager, supervisor, regulatory specialist or analysts.
  • Supervisory Responsibility- Leads staff to accomplish results through effective recruitment and selection, training and development, performance management, and rewards and recognition.
