Acumen, LLC/The SPHERE Institute seek experienced candidates for our Regulatory Policy Associate position. The ideal candidate will lead as well as support our research staff in reviewing and responding to public comments on federal proposed rules and writing federal regulations (proposed and final rules) in support of federal clients. The successful candidate will have opportunities to manage projects, support proposal writing, and manage priorities and staff in a high growth, fast-paced environment.
Under minimal supervision, the Policy Associate performs some combination of the following job functions:
- Supports federal rule writing, including: writing federal regulations (proposed and final rules), and reviewing and responding to public comments on federal proposed rules.
- Works with the Federal Docket Management System (FDMS).
- Conducts literature searches and other independent research and summarizes findings.
- Coordinates project activities and communications among diverse groups of internal and external clients and team members, with support from more senior employees,
- Drafts project reports, memos, and presentations.
- Assists in interacting with project officers and other government agency representatives.
- Assists with organizing resources to implement regulatory processes.
- Trains employees on regulatory skills, tools, and competencies.
- Assists with ensuring work is consistent with established methods, best practices, and policy trends.
- Assists with minimizing risk by foreseeing and addressing obstacles proactively and aggressively.
- Demonstrates responsibility for the success of the organization as a whole through project activities and interactions with others.
- Complies with company policies and with applicable laws and regulations
- Demonstrates professionalism in the workplace
- Performs other duties as assigned
Qualifications Required:
- Master in Public Health, Social Policy or equivalent relevant experience.
- Five years of relevant regulatory work experience (in addition to experience in lieu of degree).
- Experience writing federal regulations (proposed and final rules).
- Experience reviewing and responding to public comments on federal proposed rules including: producing taxonomies in support of comment triage, review, and response, and working with software tools to facilitate public comment review.
- Documenting in and out of scope public comments.
- Experience working with the Federal Docket Management System (FDMS).
- Experience managing projects and project teams.
- Excellent oral and written communication skills.
- Demonstrated organizational skills and attention to detail.
- Demonstrated problem-solving skills.
- Demonstrated experience working in fast-paced team-oriented environment.
- Familiar with leveraging efficiencies among projects or tasks.
- Demonstrated aptitude and enthusiasm for learning.
Qualifications Desired:
- Experience reviewing federal regulations with a federal agency’s Office of the General Counsel (OGC) or the Office of Management and Budget (OMB) and responding to OGC and/or OMB comments on federal regulation.
- Experience training staff in the regulatory review or writing process.
- Experience with the Centers for Medicare and Medicaid Services (CMS) or the Department of Health and Human Services (HHS)
- Able to manage workload of self and others.
- Able to apply specialized skills and experience in multiple venues
Location: This position is located in three locations (Washington D.C., Burlingame, and Los Angeles).
