DESCRIPTION

Michael Baker International is seeking a Regulatory Permitting Analyst to support aquatic resource assessments for development, maintenance, ecosystem restoration, and conservation projects located in the southern California region, specifically Riverside, San Bernardino, and San Diego counties. The ideal candidate would have a strong working knowledge of field survey techniques, technical reporting standards, and regulations protecting wetlands and waters of the U.S./state. This position requires completing aquatic resource delineations, identifying plant species, summarizing field-collected data, compiling reports, processing regulatory permit applications, and interacting with federal and state agencies for permit approvals. Additionally, the position requires critical thinking and solution-oriented approaches to problems, daily planning of assignments and tasks, and additional duties as assigned.

RESPONSIBILITIES

The successful candidate would be part of a team that services a variety of projects associated with land development (e.g., residential, commercial), public works (e.g., flood control, transportation, water resource), habitat restoration, and other market sectors. The Regulatory Permitting Analyst would assist with day-to-day project needs and work collaboratively with Michael Baker's extensive network of in-house professionals including other natural resource experts, environmental planners, land development specialists, engineers, hydrologists, and GIS analysts. 

A balance of field survey days and WFH/office days will vary from week-to-week and seasonally. Field work averages 2 to 3 days a week and is typically performed within a two-hour drive from office locations.

Typical tasks may include, but not be limited to:

• Conduct field work to map wetland and stream resources
• Research and prepare technical studies (primarily aquatic resource delineation reports for Federal and State Waters)
• Prepare and process regulatory agency permit applications for the U.S. Army Corps of Engineers, Regional Water Quality Control Boards, California Department of Fish and Wildlife, U.S. Fish and Wildlife Service, and California Coastal Commission
• Manage personal workload and coordinate schedule with group manager
• Compliance coordination and monitoring during the construction phase of a project
• Environmental analysis and report writing to support other groups in the Planning Department is also anticipated. 

QUALIFICATIONS

• Bachelor's degree in Biology, Botany, Ecology, Resource Management, or related field
• 5-10 years of experience with biological services-oriented work including involvement and proficiency with Regulatory Permitting and compliance per CEQA, NEPA, CWA, MBTA, CFGC, FESA, and CESA 
• Professional Wetland Scientist (PWS) or CRAM Trained Practitioner preferred, but not mandatory
• General knowledge of biology, botany, fluvial geomorphology, and hydric soils is the southern California region. 
• Desire to learn and grow as a professional
• Ability to travel and perform in different weather conditions and moderately difficult terrain while meeting set project schedules and budgets
• Excellent written and verbal communication skills to articulate technical knowledge and analyses in reports, team meetings, and client interactions
• Strong computer skills using the Microsoft Office Suite
• Working knowledge of ArcGIS tools and search functions

COMPENSATION
The salary range for this position is up to $45/hour. This will be dependent on the experience and expertise of the incoming candidate.
