PAY RANGE: Mgr Regulatory Affairs: $112,600 - $150,100
Sr Mgr Regulatory Affairs: $117,800 - $157,000
Scheduled Work Hours: Monday - Friday 8:00 a.m. - 5:00 p.m. Job may require additional hours and travel as needed.
Position Summary:
Under the direction of the Senior Director of Federal Regulatory Affairs, this position informs, advocates, implements and executes Evergy's federal regulatory strategy; principally relating to bulk power system security, reliability, resilience, and compliance.
This position represents the Company before federal and state regulators, and other public stakeholder forums, including but not limited to FERC, NERC, SPP, MRO, EPRI, and NARUC, regarding industry and Company federal policies. This role is responsible for working with and building positive and productive relationships with both internal subject matter experts and external stakeholders to advocate and shape policy that creates a regulatory climate conducive to furthering the company's strategic goals. This position, working with the Regulatory Affairs team, communicates with and manages relationships with federal and state regulators to maintain a relationship of trust and transparency. Additionally, the position manages filings and docket work before the federal regulators and agencies to advocate Company policy objectives.
This position is tasked with keeping management informed of the changing regulatory landscape and participates in the formulation of regulatory strategy to drive policies or filings impacting the company, as well as formal regulatory proceedings and negotiations as appropriate.
Summary of Primary Responsibilities:
• Leads regulatory projects that vary in size, complexity, and may have compressed timelines.
• Stays informed of regulatory trends and maintains a working knowledge of the electric utility industry.
• Identify and maintain a broad knowledge of the issues of importance to the Company; assimilate and evaluate complex information from a variety of sources.
• Recommend and coordinate strategy, solutions, or actions to advocate policy positions based on the analysis of the information and extensive knowledge of technical and business principles and practices.
• Provide guidance to Company personnel concerning regulatory matters. Make recommendations for changes/additions/deletions to existing rates, rules, and regulations or other regulatory matters.
• Support Evergy regulatory initiatives through information gathering, research and analysis, leading to appropriate recommendations.
• Support efforts associated with responding to regulators' staff and stakeholder data requests.
• Develop internal and external working relationships; communicate Company positions on issues.
• Serve as a liaison with regulators' staffs.
• Ensures timely processing of information to meet regulatory requirements and minimize negative impacts to rates, costs, and the Company's reputation.
• Identifies priority issues; works to guide regulation to protect the best interests of Company's customers and stakeholders and corporate standing in the communities it serves.
The work is multifaceted and challenging; a working knowledge of the electric utility business and federal regulatory arena is important; ability and willingness to continue to expand that understanding and to learn about new, unfamiliar, and emerging issues that may affect Evergy is essential. Flexible and nimble responses to changing regulatory priorities is a key success factor for the position.
Major responsibilities include, but are not limited to:
• Contribute to testimonies, reports and recommendations before regulators, intervenors, internal and external customers and consultants. Supports rate case efforts. Depending on individual expertise, may serve as a qualified Company expert.
• Contributes to the effectiveness of Company operations by keeping abreast of electric industry and regulatory changes, facilitating compliance with regulatory requirements and standards in sharing of information, and recommending business objectives and strategies to meet the changing environment.
• Provides support for executive or corporate requirements by preparing special project studies, analyses and reports as may be required.
• Achieves successful completion of multifaceted projects within economic and time constraints by acting as lead project analyst, including situations in which there are few precedents.
• Contributes to the effectiveness of the department by establishing professional relationships with regulators, key stakeholders, peers, vendors and consultants.
• Participates effectively in negotiations with parties and stakeholders while developing consensus positions.
• Supports the development/ implementation / maintenance of regulatory systems.
• Successful completion and submittal of studies, testimonies, schedules, work papers, tariffs, contracts, and reports related to regulatory issues.
• Successful development, facilitation, filing and support of rates and tariffs associated with Company business needs.
• Provide timely and exemplary service to internal and external customers.
• Establish and maintain strong working relationships with internal personnel, external regulatory groups and intervenor representatives.
Education and Experience: • This position requires a bachelor's degree in a business-related field, engineering, economics, Information Technology, information security, economics, quantitative analysis, law-related field, English, or science. • An advanced degree in one of the listed areas of study is preferred. • Technical expertise, specifically in resource planning, transmission planning, security, cybersecurity, or electric generation or transmission, are highly desired and will be preferential in candidate consideration. • Requires at least eight-years' work experience in an electric utility in the areas of: electric generation or transmission; resource planning; Information Technology; information security; or federal / state Regulatory Affairs. • Preferred training or experience: Understanding of the North American Electric Reliability Corporation (NERC) Standards, NERC Standards development process, NERC operational structure and oversight; Federal Energy Regulatory Agency regulations; U.S. federal rulemaking process; and / or NERC Compliance Monitoring and Enforcement Program.
Skills, Knowledge, and Abilities: • Must possess excellent collaboration and communication skills and the ability to work internally with subject matter experts to disseminate information, form company position and advocate for our strategy in various industry forums. • Must possess advanced verbal and written communications skills, with the ability to listen and gather information, speak to convey information often technical in nature, and prepare written material that provides study results in the form of, reports, memos, testimony and documentation of subject matter often technical in nature. • Must have advanced problem-solving skills. This includes the ability to research technical and complex issues using multiple sources of data and appropriate technical tools available; analyzing data and timely reporting of results and recommendations to key stakeholders. • Areas of proficiency include some or all are as follows: o Wholesale markets, regional transmission organizations, and federal regulations o Regulation development and procedural elements o Regulated utility operation, construction, or maintenance o Rates administration including rules & regulations o Regulated utility accounting as well as general accounting o Development, implementation, or maintenance of regulatory systems • Possesses a high degree of work initiative and project leadership ability. • Must be proficient in the use of Microsoft Office applications and demonstrate the ability to learn other software products as necessary. • Must be able to cultivate positive internal and external working relationships.
Licenses, Certifications, and/or Testing: • Successful candidate must possess and maintain a valid driver's license. • Successful candidate must possess and maintain a Passport and be eligible for North American travel. • One or more of the following certifications may be preferential: Professional Engineer (PE), Certified Internal Auditor (CIA), Certified Risk Management Assurance (CRMA), Certification from the Society of Corporate Compliance and Ethics (CCEP), Certified Information Security Manager (CISM), Certified Information Systems Security Professional (CISSP), NERC System Operator Certification (SOC)
Working Conditions: • Hybrid working environment. May require up to 15% or more overnight travel. When required, must be able to work additional hours.
