HIRING MOTIVATED NURSES FOR SYRACUSE VAMC, SYRACUSE N.Y

As part of the Senior Leadership team for the medical center, the Quality Manager provides leadership, oversight, direction and development in performance improvement, utilization review, risk management, patient safety, data management, strategic and operational planning, and performance management processes throughout the Medical Center. The Quality Manager functions in a leadership role assisting and supporting the Director in accomplishing the goals of the Medical Center. This role includes the functions of planning, directing, controlling, coordinating, and evaluating the Performance Improvement Program including Risk Management, Patient Safety Improvement, Accreditation Specialist, Utilization Review, VASQIP, and facility systems redesign. In this role the incumbent serves as the principal spokesperson and advocate for the Quality Management Office and Performance Improvement Program throughout the Medical Center and within the community. Provides clinical and administrative recommendations relative to quality and patient safety with the ultimate goal of continuous performance improvement as an approach to assess and improve care and services at all levels of the organization. He/She participates in executive decision making, policy determination and implementation strategies and advises the Director, Chief of Staff, other members of the executive team and staff in performance improvement and patient safety improvement concepts across the continuum. Clinical programs at Syracuse VAMC, a complex affiliated Medical Center, include medical, surgical, behavioral health, with an Emergency Department, Spinal cord injury unit, Community living center, and multiple community-based outpatient clinics (CBOCs). There is a large outpatient psychiatric population, with admissions for medical co-morbidities. Home-Based Primary Care nursing care is also provided.

The Quality Manager reports to the Medical Center Director. The Director provides the guidelines for the yearly Executive Career Field (ECF) performance plan. As a recognized authority in the analysis and evaluation of programs and issues, the Quality Manager is subject to administrative and policy direction concerning overall project priorities and objectives. At this level, the employee is typically delegated complete responsibility and authority to plan, schedule, and carry out major projects concerned with the analysis and evaluation of programs or organizational effectiveness including collaboration with multidisciplinary partners to meet program goals. The employee typically exercises discretion and judgment in determining whether to broaden or narrow the scope of projects or studies. Analyses, evaluations, and recommendations developed by the employee are normally reviewed by management officials only for potential influence on broad organization policy objectives and program goals. Findings and recommendations are normally accepted without significant change.

  • Education: Master's degree in Nursing (MSN) and 4 years of professional nursing experience, one of which is specialized nursing experience equivalent to Nurse III and meets all dimension requirements for Nurse IV; OR Master's degree in a *related field with a BSN and 4 years of professional nursing experience, one of which is specialized nursing experience equivalent to Nurse III and meets all dimension requirements for Nurse IV; OR a Doctoral degree in nursing and 3 years of professional nursing experience, one of which is specialized nursing experience equivalent to Nurse III and meets all dimension requirements for Nurse IV; OR a Doctoral degree in a *related field with a BSN and 3 years of professional nursing experience, one of which is specialized nursing experience equivalent to Nurse III and meets all dimension requirements for Nurse IV. *Note: Foreign education programs/degrees are not creditable as related degrees.

Preferred Experience: Leadership Experience, Documented Experience in Quality Management, Patient Safety Risk Management, Performance Improvement, etc. Experience with Regulatory and Accreditation.
