We are hiring a Regional Security Manager to work out of our field office in East Africa. This role provides defensible, expert security assessments and recommendations to the Samaritans Purse Country Director and Regional Security Director that balance the need to address Samaritans Purse mission priorities with the long-term security of programs and staff members inEast Africa and Asia. You will assist the Regional Security Director and Country Security Managers to provide simultaneous and direct support to Projects, World Medical Mission, Operation Christmas Child, Mission Aviation Service, Disaster Response operations, and other departments or internal teams as required. This requires the ability to navigate complex interpersonal and cross-cultural relationships with diverse personnel including host government leaders, United Nations, U.S. Embassy, military, police, other NGOs, and local village leaders. Requires significant field travel in the country of assignment as well as some international travel (30-45 days annually). Requires exposure to volatile and dangerous areas and situations.


A day in the life of a Regional Security Manager

In the role of Regional Security Manager, you will have the opportunity to:

  • Maintain a personal, active relationship with Jesus Christ and is a consistent witness for Jesus Christ.
  • Work closely with the Projects Country Directors and Senior Management Team to support overall objectives of Samaritans Purse in the region by advising on security strategy and implementation and keeping them informed of the security status, information, needs, and concerns in the country.
  • Continually update and maintain security policies and procedures for the country office, base locations, and international field staff housing. This includes but is not limited to base security procedures, emergency relocation/evacuation, travel restrictions, security training, new staff/volunteer briefing, and other physical security measures.
  • Advise and assist Country Directors and Country Security Managers in the design and implementation of field and programmatic security policies to include site assessments, trip planning procedures, program implementation, emergency response plans, redundant communications systems and procedures, travel restrictions, and incident reporting.
  • Directly supervise a Security Program Manager and other security staff. Advise and assist the Country Director on the contracting, implementation, management, training, and supervision of the security guard force.
  • Monitor potential and present emergencies and keep all staff informed of events. Maintain and adjust thresholds and triggers for changes in local security.
  • Assist the Regional Security Director in supporting World Medical Mission by conducting security site assessments for WMM partner hospitals and in supporting World Medical Mission Post-Residents, family members, and medical volunteers in the field.
  • Assist the Regional Security Director in supporting Operation Christmas Child operations in the region to include staff travel, shoebox distribution, and The Greatest Journey Training.
  • Assist the Regional Security Director in providing Country Security Manager-level support to other Projects Country Offices in the region as needed.
  • Respond immediately as the security advisor of the Disaster Assistance Response Team or Incident Management Team anywhere within the region.
  • Analyze open source and confidential information to support security department objectives. Provide analysis of security incident patterns and trends in the country and ensure proper incident reporting procedures are followed in cases where security incidents involve Samaritans Purse staff.
  • Develop and maintain a network of security contacts who can provide real time security information to support Samaritans Purse operations and staff. Maintain an in-depth understanding of the country security challenges and emerging threats.
  • Conduct comprehensive after-action investigations after a security incident has occurred with specific regard to Samaritans Purse policies and procedures as well as legal and cultural requirements. Assist the compliance and internal audit teams in investigations as necessary.
  • All other duties as assigned

Qualifications & Experience

  • Previous Security experience required. Previous management experience required. Bachelors degree (B. A.) or three years related experience and/or training; or equivalent combination of education and experience. INSSA Security Risk Management Professional-Country level required. Willingness and ability to obtain INSSA Security Risk Management Professional-Regional level within the first 12 months of employment required.
  • Ability to navigate complex and dangerous situations and balance divergent or competing objectives
  • Ability to understand complex security situations and advise on their strategic impact on the ministry
  • Ability to analyze and synthesize information to develop a complete picture of security situations
  • Ability to make timely and accurate decisions in complex or uncertain environments
  • Ability to communicate effectively across socio-economic, political and cultural lines
  • Spiritual maturity; Ability to lead direct reports in their growing relationship with Jesus Christ
  • Ability to navigate complex interpersonal and cross-cultural relationships with diverse personnel including host government leaders, United Nations, U.S. Embassy, military, police, other NGOs, and local village leaders.
  • Willingness and ability to obtain INSSA Security Risk Management Professional-Regional level within the first 12 months of employment required.
  • Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals.
  • Ability to write routine reports and correspondence. Ability to speak effectively before groups of customers or employees of organization.
  • 12 credit hours of college-level Biblical Studies (required); if not already completed, opportunity to meet and complete requirement is available upon hire.

Travel Expectations: 50-60 days annually; required travel documents and vaccinations for entry into foreign countries will be necessary
