The Regional Optometrist supports the Departments mission to improve public safety by delivering and working in close liaison in the delivery of medical care that promotes health, foster healing, and support coping and adjusting to various health conditions as related to optometry diagnosis.
This position supports the mission of Health Services dividing by providing necessary, comprehensive, quality health services and supporting Incarcerated Individual wellness. As an integral member of the Health Services Team, incumbent works in close liaison with Physicians, ARNPs, Physician Assistants and other statewide staff. Serves as the Regional Optometry Specialist under the supervision of the Deputy Chief Medical Officer. Analyzes, directs, and coordinates medical care provided to offenders at all facilities. Collaboratively develops, directs, and supervises implementation and ongoing coordination of a systems approach to the provision of health care, to include development of a population-based demand management. Actively participates in Coordinated Quality Improvement Program (CQIP).

Duties
Patient Care by Direct/Indirect Consultation

• Utilize objective and subjective means to screen for, diagnose, and treat optical condition/disease including the use of diagnostic instruments and testing.
• Ensures that practice is consistent with state licensure laws, administrative rules, policies and procedures. Reports practice deviations to immediate supervisor.
• Measure visual acuity general functioning of the eyes and generate prescription for corrective lenses accordingly. Manage prosthetic eyes including cleaning, fitting, monitoring, and patient education.
• Conduct a clinical examination of the eyes to diagnose pathological conditions of the visual system.
• Plan and implement medically necessary prescribing and evaluation utilization and of treatment drugs of for eye conditions, including appropriate prescribing and utilization of drugs for diagnostic and therapeutic purposes.

Consultation and Training

• Collaborates with other members of the interdisciplinary health care team to develop a comprehensive plan to-provide continuity of care. Assists in the development of treatment plans for patients with ophthalmology related concerns.
• Participates in the development, review, and revision of Health Services Policies and Procedures and Treatment Protocols in relation to ophthalmological care.
• Assists in the development of multi-disciplinary educational programs for staff with the goal of maintaining and updating professional knowledge when applicable.
• Assists with continuing education and in-service training of health care staff in presenting material on selected topics as required by your supervisor.
• Establish professional relationship with DOC approved/contracted eyeglasses vendor/supplier(s) to ensure prescriptions are clarified confirmed and fulfilled for expeditious ordering/receipt of lens/frame.

Documentation and Health Services Activities

• Maintains accurate, legible, and complete records of patient care Including chart documentation using SOAP format of all patient requests for medical attention, objective data collected, treatment administered, evaluation of treatment effectiveness, and patient education provided.
• Responds to verbal and written requests from the general public, offenders, offender families, and institution staff with information or advice consistent with statutes and procedures on health care when applicable.
• Provide expert advice in relation to incarcerated individual grievances, completes unusual incident reports, collects data, investigates.
• Participate In legal actions such as depositions, litigation preparation, and courtroom testimony.
• Contribute to utilization management of optometry services purchased by DOC: Review.

Quality Improvement

• Participate in quality improvement activities within health services when applicable.

Qualifications
Required Education, Experience, and Competencies:

• A doctorate in medicine from a recognized school of medicine.
• Initial and continuous unblemished/unrestricted licensure in the State of Washington as Medical Physician.
• Experience: One year post residency.
• Maintain regular and reliable attendance.
• Maintain current CPR certification and ensure that proof of current status is provided annually to facility leadership.
• Successfully complete, within mandated timeframes, employee orientation and all other mandatory annual, service, and other required training.
• Provide physical residential address and home telephone number to the Department of Corrections.
• Become familiar and comply with all DOC policies and procedures and Collective • Bargaining Agreements as applicable.
• Continued licensure without restriction by the DOH -HPQA during employment.
• Completion of annual skills competency evaluation and corrective action to address skill deficits.
• Periodic tuberculosis testing or symptom monitoring.
• Successful completion of Correctional Worker Core Academy.
