Job description

Summary

The Regional Manager & SVP – Transmission provides overall leadership, tactical and strategic direction, and oversight for the operational site at the Clark Energy Center (Transmission Operation & Maintenance, EHS, Mechanical/Electrical Maintenance, I&C, MRM, Right-of-Way maintenance, Human Resources, Finance, and Security).

The Regional Manager & SVP – Transmission is accountable to the New York Power Authority (NYPA) for the successful execution of their responsibilities in furtherance of NYPA’s Company Policies, including but not limited to:  

  • Company Policy CP 10-5 for NYPA’s Asset Management Program as related to its transmission asset base.
  • Company Policies CP 10-4 and CP 2-9 for NYPA’s compliance with the North American Electric Reliability Corporation (NERC) reliability standards.

This position will be a key driver of change management activities including partnering with colleagues in effectively changing the culture, instilling a sense of empowerment, accountability and ownership within their own group and others they may work with consistently maintaining high standards for performance.

 

 

Responsibilities

  • Understand, communicate, execute tasks (e.g. provide input, review, coordinate, etc.), and/or implement specific elements of the New York Power Authority’s (NYPA’s) Asset Management System as defined in Business Unit Policies and Procedures established to support NYPA’s Asset Management Policy and NERC Reliability Standards Compliance program as defined in Utility Operations Business Unit Policies and Procedures established to support Corporate Policies CP 10-4 and CP 2-9. Provide leadership, motivation and collaboration which are critical for successful asset management and NERC Reliability Standards Compliance.
  • Responsible for modifications to NYPA's existing bulk power facilities, and planning and approval of all interconnections of new generation and other transmission facilities to NYPA's bulk power transmission system.
  • Responsible for the maintenance and operation of the respective transmission asset base and facilities including planning, budgeting, accounting, maintenance, database, training, technology, benchmarking, and regulatory compliance.
  • Responsible for Transmission compliance with environmental rules, regulations, laws and strategic plan targets.
  • Responsible for Transmission compliance with all internal and external (such as DOSH) safety rules, regulations, laws and strategic targets.
  • Develop and maintain a fair and equitable relationship with the bargaining unit to ensure the availability of an effective workforce pursuant to the bargaining unit agreement.
  • Participate in negotiations, grievance processing, contract administration and labor-management committees with a keen awareness of the impact regional decision have on the other sites that administer the same contract.
  • Develop section and/or capital budgets; monitor and forecast expenditures; recommend purchases of equipment; solicit and evaluate bids.
  • Manage employees in a highly technical utilities section to include: prioritize and assign work; conduct performance evaluations; ensure staff are trained; and make hiring, termination and disciplinary recommendations.
  • This position has the potential to have a direct role in emergency preparedness, incident management or response and as such will require training in the National Incident Management System (NIMS).

 

 

 

Knowledge, Skills and Abilities

  • Extensive knowledge of system operations, maintenance, energy management system applications, financial management and budgeting concepts, state and regional planning and operating criteria, and compliance monitoring and enforcement rules.
  • Substantial knowledge of NYPA's transmission, substation and generation facilities.
  • Thorough understanding of NYISO tariff and market rules as well as NYSRC and NPCC Reliability Rules.
  • Complete knowledge of deregulation and industry restructuring initiatives at both the State and Federal levels.
  • Excellent written and verbal communication skills. Must be able to give comprehensive presentations at technical conferences and NYPA Trustee meetings, represent NYPA interests in public forums at the highest Committee levels, and provide expert testimony on system operation, planning, reliability and related generation matters before Federal and State regulators.
  • Must possess a high level of “common sense”, the ability to prioritize work across all of Transmission, an ability to delegate comprehensive technical problems to the appropriate manager/staff for resolution, and a willingness to make policy and strategic decisions in a rapidly changing industry environment.
  • Exceptional planning skills and ability to lead managers and staff in the development of a comprehensive strategic plan including performance measures for the Transmission Business Unit.
  • Capable of administrating multiple complex projects, setting project priorities, and establishing deadlines.
  • Ability to represent NYPA policy positions and influence decision-making while participating as NYPA's representative on the highest-level industry and market participant committees.
  • Strong managerial skills and a demonstrated ability to manage and motivate a large technical staff that deals continually with complex engineering and operational matters.
  • Must demonstrate the highest integrity and set an example for Transmission staff in dealing with day-to-day internal and external business matters. 
  • Ability to embrace complex, technical challenges and have the strategic and team skills to work closely with senior colleagues to drive the business forward collectively.
  • Capable of questioning intelligently, debating constructively, challenging rigorously and deciding dispassionately.
  • Ability to listen sensitively to the views of others. Should possess the professional capability, intellect, caliber and track record to gain the trust and respect of other executives.

Education, Experience and Certifications

  • Bachelor's degree in Engineering, Construction Management or a related technical discipline.  
  • Master's degree in Business Administration, preferred.
  • Minimum 15 years utility experience with working knowledge of utility system operations and planning, utility engineering and construction practices related to transmission, substation and generation assets,
  • Minimum 10 years of management experience in a union environment.
  • P.E. license, preferred.

Physical Requirements

  • Sedentary, desk position; phone work, views computer screens and inputs data, prolonged sitting with some walking. 
  • Willingness to travel approximately 15-25%.

Asset Management / Regulatory / Certification-Required Competencies

  • Facilitate the identification, prioritization, and initiation projects originating from the RAMPs (Regional Asset Management Plan) and CAMP (Company Asset Management Plan) that are strategic improvements to the Asset Management (AM) Plan or that mitigate risks associated with current assets.
  • Lead and facilitate the annual review and revision of the strategic RAMP ensuring alignment with the AM Strategy and giving due consideration to asset performance, health and risks as well as user demand and competition.
  • Work within project teams and using the gated workflow process, design and construct assets to support the RAMP.
  • Ensure the monitoring and improvement of asset performance, and mitigate risk by adjusting O&M schemes, modifying site-specific procedures, and improving or replacing existing assets.
  • Ensure that employees engaged in asset management work possess the requisite knowledge, skills and abilities to perform their jobs well; manage employee performance by setting goals, monitoring performance, and providing on-going feedback and direction.
  • With appropriate leadership direction and approval, identify and implement changes to organizational structures, teams, and individual roles so that the targets in the Performance Management Framework are more effectively achieved.
  • Oversee the on-going risk analysis using key risk indicators and other risk identification methods considering both likelihood and impact of risks; develop formal risk response plans for risks above accepted risk appetite levels as prescribed in the AM Risk Framework.
  • Oversee the periodic audits to assess adherence to, and effectiveness of, AM policies and processes; correct for failures and non-conformities.
  • Regularly review AM System KPIs as prescribed in the AMGovernance Framework; take remedial action in response to negative performance trends.
  • After incidents of asset failure, lead a thorough review (engaging external SMEs as required) to uncover underlying causes; use findings to assess and revise AM processes and procedures Enter data into the Maximo EAM system as prescribed by the Asset Information Strategy; Improve asset attribute data by remedying discrepancies identified by the Data Quality Tool.

The target salary range for this position is: $226,030 - $310,790. The salary offered will be determined based on the successful candidates’ relevant experience, knowledge, skills, and abilities.
