The creation of the HHC System Support Office recognizes the work of a large and growing group of employees whose responsibilities are continually evolving so that we and our departments now work on behalf of the system as a whole, rather than a single member organization.

Position Summary:
Responsible for the overall management of HHC Health Information Management (HIM) Operations for all seven (7) acute entities (Hartford, MidState, Backus, Hospital of Central Connecticut, Windham, Charlotte Hungerford, St. Vincent Medical Center, including Behavioral Health Network (BHN) and Home Healthcare. Oversee transcription, imaging, record processing/completion, documentation audit functions. Lead daily operations providing direction to HIM site managers to achieve and maintain high quality customer service, compliance by standardization, education, work flow efficiency and optimal productivity; Collaborate with medical staff and hospital leadership to facilitate and maintain documentation compliance. Serve as an essential member of HIM senior leadership, which contributes to HHC's organizational strategy and represents Hartford Healthcare on a local, regional and national basis.
Position Responsibilities:
Key Areas of Responsibility
1. Oversees designated HHC HIM departments or hospital functions to assure regulatory documentation practices and compliance, achieve optimal performance and staff well-being. Manages and standardizes facility-based HIM operations and processes, including but not limited to, record reconciliation, completion, transcription services, if applicable, and disclosure of information processing within their region or network. Serves as regional subject matter expert on health record requirements for paper-based and electronic health record (EHR). Facilitate and sustain optimal system-wide performance and resource utilization through on-going functional integration of services and report on same.
Develop and implement sound system-wide policies & procedures to meet the needs of all entities.
2. Support and manage HIM site leaders to ensure optimal departmental efficiency and productivity through performance metrics, dashboard monitoring and review. Identify and resolve problems engaging staff; Ensure standardization, compliance and timely reporting. Establishes and maintains performance expectations of employees; coaches and evaluates performance in a timely manner to enable employee success in their roles.
Identifies and assists in the development of employees' strengths to best prepare for the future of HIM. Promotes change management within a fast-paced environment, shares resources most cost-effectively and continually strives to improve the quality and productivity of the departments within respective region or network. Continuously manage staffing model that leverages and aligns skilled resources to operational needs.
3. Establish and maintain regulatory documentation practices throughout the system. Works collaboratively with medical staff and facility leadership to comply with standards and guidelines enforced through the Medical Staff Bylaws/Rules and Regulations, (e.g., suspension of privileges) and is responsible for facilitation and execution of physician notification processes regarding medical record documentation deficiencies, delinquencies and suspensions. Coordinate system-wide and site committees and subcommittee:
o HHC HIM Documentation Integrity Committee to provide forum to make key operational decisions re: standardization of the legal medical record
o HHC Forms Subcommittee to review, approve and monitor paper-based forms in accordance with design standards and guidelines.
o HHC Scanning/Indexing Governance Subcommittee to recommend scanning guidelines.
o HHC BHN HIM/QI Committee to measure and report on compliance.
4. Support HHC's documentation quality program, by overseeing documentation audit processes to identify, track and trend documentation compliance in accordance with regulations in collaboration with Quality Management and ensures timely reporting to appropriate parties according to pre-established time lines within their region or network. Provides record completion and medical record viewing training and education to medical staff, clinical and ancillary personnel.
5. Consistently demonstrate on-going support of system-wide Revenue Cycle initiatives.

o Manage day-to-day operations of regional/network site manager and local HIM staff.

o Direct supervision of HIM staff and Site Manager. Strong working relationships with medical staff, unit and program managers, quality management, risk management, and leadership team.
External:
• Strong working relationships with external customers, patients, families and legal representatives, regulators, surveyors, attorneys.
Qualifications:
Education
• Bachelor's degree - Health Information Management or equivalent
Experience
• 10 years of Health Information Management (HIM) managerial experience in an acute care hospital setting with electronic health record (EHR)
Licensure, Certification, Registration
• Certification in Health Information Management (RHIA or RHIT)
Language Skills
• Strong written and verbal communication skills in English language
