Hilo Medical Center, a nationally-recognized “Top-Performing” hospital, has an exciting opportunity for a Regional Director of Materials Management (Administrative Services Officer I) to lead its purchasing, procurement, accounts payable and Materials Management operations. The Regional Director of Materials Management is responsible for developing and managing an efficient and effective Materials Management system for the region which includes ownership of the Materials Management and procurement software modules, managing corporate group purchasing activities, championing quality improvement, educating key internal staff; and serving as a consultant and troubleshooter for region facilities.

The Regional Director of Materials Management works closely and communicates frequently with leadership within the region and corporation to negotiate, recommend and select group purchasing contracts, a group buying program and a Materials Management information system.

MAJOR DUTIES & RESPONSIBILITIES:

  • Manages all purchasing and payable activities of the region to ensure transactions are conducted ethically and without prejudice
  • Facilitates the standardization and routinization of key operating procedures, including vendor selection criteria and process, receipt and verification of invoices, and analysis of vendor performance
  • Develops Materials Management information system capacity
  • Collaborates with colleagues to establish system-wide goals and objectives, including the assignment of regional accountability for achieving corporate goals
  • Provides frequent support to facilities in effectively using corporate or regional agreements, and identifying and remedying problems that may arise
  • Supports facility’s efforts to strengthen product standardization and evaluation (value analysis), establishing linkages between these processes across the system and region
  • Exercises direct supervision over purchasing, warehouse (receipt, storage and distribution) and central supply services functions
  • Establishes work performance standards for positions under immediate supervision, including rating job performance in accordance with State and collective bargaining requirements
  • Prepares annual budgets for Materials Management and Central Supply departments


JOB REQUIREMENTS

Education: Bachelor’s degree in business, public administration or healthcare is preferred. Excess work experience in procurement or any other progressively responsible administrative, professional or other analytical work experience which provided knowledge, skills and abilities comparable to those acquired in four (4) years of successful study while completing a college or university curriculum leading to a baccalaureate degree may be substituted on a year-for-year basis.

Experience: At least five (5) years of Materials Management/purchasing experience is required. Healthcare experience, including multi hospital system experiences, are highly desired. Supervisory experience or aptitude is also required.

Medical Examination Requirement

Offers of employment will be contingent on successfully passing a pre-employment examination, which includes drug screen and other regulatory medical requirements such as, but not limited to, a tuberculosis (TB) screen. The cost for drug screening and blood draw for QuantiFERON and Titers, shall be borne by the Hawaii Health Systems Corporation.

Shift Details

Must be available to work shifts, weekends and holidays as necessary based on hospital operations. Services are provided 24/7.
