Regional Crisis Systems and Equity Administrator (MAPS3/DBHR)71099975 This position, in collaboration with regional Behavioral Health Administrative Services Organizations (BHASO) and a broad range of stakeholders, will develop recommendations for establishing crisis workforce and resilience training collaboratives as dictated by HB 1134. This individual will partner with BHASOs to convene annual crisis continuum of care forums where regional partners can identify needs, develop regionally based solutions and, when necessary, submit recommendations to the legislature. They will work with internal and external partners to identify key performance metrics related to the crisis system and support efforts to develop and improve data collection that supports the equitable provision of crisis care across the state.

DBHR coordinates closely with partnered health entities to improve the accessibility and quality of health services.

DBHR provides leadership to improve the health status of all individuals within Washington State, with an emphasis on supporting diversity and inclusion. About the position:The Regional Crisis Systems and Equity Administrator, as part of DBHR's Crisis System Team, will support implementation of crisis call center hubs and crisis system enhancements instituted in HB 1477 and continued in requirements of HB 1134, by working with the Crisis System Team, contractors, stakeholders, and agency partners to complete a statewide crisis needs assessment, identify specific needs of the crisis system partners, and develop and implement a process for annual Regional Crisis system forums. This position will also identify and establish relationships with stakeholders and providers across the state and review and evaluate equity across the overall crisis system to identify disparities and implement activities necessary to increase health equity and equitable crisis system access to underserved, underrepresented, and high-risk populations statewide. This position is eligible to telework and is typically not required to report on-site. The default assigned work location of all Health Care Authority (HCA) positions - both on-site and telework eligible positions - is within the State of Washington.

Frequency of onsite work will vary based on business and operational needs. HCA may choose, but is not required, to support out-of-state telework on a case-by-case basis. Some of what you will do: * Serve as HCA's subject matter expert on statewide Crisis Systems operations and Equity.* Lead groups, collaborate with diverse communities, and facilitate discussions with individuals with varying viewpoints and potentially conflicting goals.* Define and identify existing data methods, sources, and workflows impacting the Regional Crisis Systems.* Plan and lead collaborative meetings with stakeholder groups to identify and prioritize needs and develop a comprehensive systemwide needs assessment of the overall crisis system.* Draft, edit, and finalize the final needs assessment report based on identified priorities.* Develop the statewide crisis system regional forum goals, objectives, and processes, in collaboration with appropriate stakeholders. * Support the planning of and participate in annual regional forums.* Establish and maintain essential professional relationships with necessary stakeholders, providers, and other system partners, including individuals with lived experience, to assess equity in crisis services statewide.* Evaluate and analyze equity data across the overall crisis system to identify disparities, make recommendations to stakeholder groups and executive leaders, and implement activities necessary to increase health equity and equitable crisis system access to underserved, underrepresented, and high-risk populations statewide.* Assess identified community needs within the current community crisis system workflows from an equity perspective using expert professional judgement.* Establish and implement new processes and system workflows. * Modify current community crisis system workflows to meet community needs and needs of individuals with high-risk indicators.* In collaboration with system partners, identify opportunities to improve service accessibility and quality for underserved, underrepresented, and high-risk populations; implement necessary improvements and evaluate effects.* Develop and monitor contracts to ensure the availability of timely and accessible crisis behavioral health services, ensure contract requirements are being met, and provide guidance to contracted entities.* Identify and implement data elements necessary for the establishment and monitoring of performance metrics related to crisis system needs and operations, system equity, and regional forums. Required qualifications: Qualifying candidates will meet one of the following criteria combinations:* Master's degree in a behavioral health related field AND three years of experience working in a public behavioral health system, or* Bachelor's degree in a behavioral health related field AND five years of experience working in a public behavioral health system. Required competencies:* Knowledge of the Washington State community behavioral health system, including outpatient mental health treatment and crisis services.* Understanding of community Crisis Systems as they interact with law enforcement, and other emergency services.* Experience with behavioral health program development.* Field experience in practice or management of behavioral health services or related social service programs.* Ability to work collaboratively to plan, analyze, and problem solve, identify policy needs, develop goals and objectives, and use data for decision-making.* Ability to maintain relationships, coordinate and build consensus among internal and external stakeholders.* Ability to work with cross-system partners to improve coordination of care for individuals with multiple needs.* Demonstrated ability to communicate clearly in orally and in writing.* Ability to organize, prioritize, and complete work within required time frames. Preferred qualifications: * Experience in building and maintaining relationships with diverse groups and facilitating honest conversations on difficult topics.* Understanding of how personal and community history can influence how a person views behavioral health.* Experience in data analysis and clear communication of complex data analysis results for multiple audiences.* Knowledge of agency policies, state and federal laws, rules, and regulations involving Medicaid.* Familiarity with Washington Apple Health programs, contract terms and processes. How to apply: Only candidates who reflect the minimum qualifications on their NEOGOV profile will be considered.
