Job description

The Recycling Operations Regional General Manager (RORGM) reports directly to the Recycling Operations Director and is responsible for the operational and managerial performance of the region (and each of its various locations) to reach optimal business potential. The RORGM ensures that all efforts are compliant with the company’s Environmental Health & Safety regulations. The RORGM will work with all General Managers and the individual Recycling Operations Facility Managers to ensure that each location operates in full compliance with all regulatory, safety and environmental guidelines as required by the Company or pertinent governmental agencies. The incumbent manages staffing levels, equipment needs and the overall condition of company assets for all the region’s facilities. The RORGM will review purchases, sales, physical inventory, inventory turns and levels to ensure that the facilities are maintaining proper inventory, purchases, production transfers and finished goods inventory as required. In addition, the incumbent will work with the Recycling Operations Director and all direct reporting managers in outlining, reviewing, and supporting the Company’s commitment to the “continuous improvement” program. The Recycling Operations Regional General Manager will be an advocate for the facilities, seeking optimum solutions for problems while keeping standards high.


This position operates within broad parameters. The primary goal of this position is to achieve excellence in all facets of facility management. Providing the highest quality product safely, effectively, and efficiently decreases accidents and errors and increases profits.


Essential Functions:

  • Environmental and Health & Safety (H&S)
    • Ensures safe work practices and equipment are always used and that documentation, inspections, and current practices are in accordance with company safety policies, OSHA, and other regulatory guidelines. In addition, provides a safe environment for all employees, customers, and visitors.
    • Creates H&S Standard Operating Procedures with Safety Leaders.
    • Ensures all department employees receive timely safety and operational training and that the appropriate documents (signed acknowledgement forms) are prepared. Maintains employee files per regional practice.
    • Assigns an employee to be on the Safety Committee and personally attends Safety Committee meetings on rotation with other managers.
    • Monitors safety program to reduce accident frequency, implements new safety ideas/procedures, and sets new goals for safety and monitors them.
  • Operational & Commercial Performance
    • Monitors and enforces Best Management Practices.
    • Seeks and identifies practices in the region that would qualify for “Best Business Practices.”
    • Works with Recycling Operations Directors to provide supporting work procedures and other documentation for distribution and review by other regions.
  • Maintains direct contact with other Recycling Operations Regional General Managers via monthly conference calls to review and discuss common issues and happenings in their respective regions.
    • Visits regional facilities at least monthly for meetings and yard walk through to personally observe their peer operations. Establishes routine facility visits to observe and identify developmental needs and optimal performance.
      • Allows time to observe and walk through the facility
      • Shares with personnel all observations where improvement is needed and those areas where performance is satisfactory.
  • Assesses overall facility progress and in some cases individual performance.
    • Ensures policies and procedures are understood and practiced.
    • Responsible for training and development of staff throughout the region to fulfill company goals and requirements.
    • Monitors production operations and facility production reporting.
      • Works with the area and facility management to determine the adequacy of the personnel and fill each authorized position.
      • Identifies those areas where skills training may be required.
  • Ensures personnel are performing functions required of their positions.
    • Monitors operations and personnel.
      • Responsible for overseeing overall facility operations and maintenance department activities with appropriate personnel.
      • Analyzes operational efficiencies for each cost center (shredder, shear, torch, etc.) and review inventory and production levels about material sold.
  • Reviews production requirements as they relate to maintenance and all down time and repair costs to evaluate replacement needs.
  • Equipment & Maintenance
    • Assesses equipment requirements to achieve maximum production and utilization of each asset.
    • Develops plans to address future capital expenditures for new equipment purchases and/or create Service Life Extension Programs (SLEP) to support current and future operations.
    • Reviews and approves all R&M.
  • Budgeting & Forecasting
    • Reviews capital and operations budgets.
    • Assigns and allocates time for subordinate managers and supervisors to conduct weekly reviews of R&M and SG&A expenses.
  • Administrative Management
    • Monitors and maintains exempt and and/or hourly staff at cost effective and competitive levels.
    • Monitors supervisory practices for self and direct reports to ensure compliance with HR policies and union contracts, as applicable.
    • Reviews performance of direct reports.
    • Interviews prospective management and/or production employees.
    • Works with Human Resources personnel to prepare job descriptions.
    • Establishes effective communication between all facilities, functional support groups, and departments.
      • Publishes schedules for meetings on a monthly or quarterly basis.
      • Ensures that meetings take place and minutes, where required, are created.
  • Makes certain that action items, as determined, are followed to completion.
  • Special Projects
    • Performs other special projects as needed or assigned.

Internal Control Responsibilities:

Supports the Company’s Internal Control process which includes understanding, communicating, and complying with defined internal controls as well as suggesting and making modifications to the policies, procedures, and controls to improve the business.

Communicates upward problems in operations, noncompliance with the code of conduct, or other policy violations or illegal actions.

Supervisory Responsibility:

The Recycling Operations Regional General Manager directly supervises General Managers and Recycling Operations Facility Managers.

Job Conditions:

Exposure to physical operations at metal recycling yards; it is necessary to walk/climb in active industrial yards with uneven surfaces and to out-of-the-way areas. Occasional exposure to inclement weather conditions and travel is required. Work pressure can be substantial during peak times, requiring considerable adaptability; disturbances of workflow, and/or irregularities in work schedule are expected and occur on an intermittent basis. Regular overtime is required. Offsite work involves meeting in person with current or potential customers and visiting other Schnitzer locations. Travel estimated at 25%.

Physical Activities Required to Perform Essential Functions:

Ability to lift and carry up to 20 pounds occasionally; sit for extended periods of time, up to 6-8 hours per day; write by hand and keyboard for extended periods of time, up to 6-8 hours per day; and communicate by speech and hearing continuously. Visual acuity needed for close detail work; preparing and analyzing data figures; reviewing / creating reports, schematics, blueprints; accounting and computer use; and inspecting scrap material and manufacturing operations / equipment.

Qualifications:

A bachelor’s degree in business administration / Operations Management or equivalent combination of education and / or experience. A minimum of 10-15 years of related experience with operations management responsibilities. Preference for experience within the metals recycling industry with experience in scrap purchasing and operations management. This position requires possession of a valid driver’s license and the ability to drive an automobile.

Tact and the ability to communicate, in a professional manner, to all levels of individuals; computer skills including Microsoft Suite; supervisory and management skills. Ability to negotiate and communicate with unions; define problems and collect data, establish facts, draw conclusions and t make decisions; apply principles of logical or scientific thinking to a wide range of intellectual and practical problems; and deal with many variables and determine a specific course of action.
