About the program:
This position will be housed in the Human Resources department. Human Resources recruits, supports and retains talented employees and develops the leadership capacity of our organization and those we serve.
About this position:
We are seeking a highly motivated and experienced Recruitment and Employee Engagement Specialist (REES) to join our Human Resources team. The REES will have significant recruiting experience, from talent sourcing and attracting candidates to interviewing and hiring great employees. A successful REES will collaborate with hiring managers regularly to proactively identify and plan for future hiring needs. The REES will be able to attract candidates through a variety of channels, to ensure our district attracts, facilitates a positive candidate experience, and hires staff in alignment with CESD values and goals.
The Recruitment and Employee Engagement Specialist (REES) builds strong relationships with current and potential district staff to create an inclusive and welcoming work environment at CESD. Building connections with a variety of partners, the REES strengthens connections and continues to diversify the workforce. The position collaborates in developing a pipeline of employee talent from generating interest for working in education to supporting employee development and resiliency. The REES is responsible for the implementation of strategic initiatives and processes for recruiting, hiring, onboarding and retaining diverse talent that reflects the students and community CESD serves and partners with managers to create a workplace culture where diversity, in all its facets, is cultivated and valued.
Essential functions:
  • Recruitment
    1. Manages a robust system for talent sourcing and attracting candidates, utilizing digital job boards social media, professional networks, and internal databases; identifies, attends, and plans recruitment related events for all job classifications, actively searching for potential candidates through various channels,; and actively develops networks with community, staff and other strategic recruitment partners to expand the pool of potential candidates.
    2. Develops networks with local community colleges, universities, and organizations that have a reach with culturally and linguistically diverse candidates to increase and maintain a high level of diversity in the candidate pool for each vacancy.
    3. Collaborates with Communications staff for consistent and impactful outreach messaging using multiple media platforms including social media.
    4. Collaborates with hiring managers to understand the specific job requirements, qualifications, skills, and experience needed for open positions.
    5. Creates postings on the internal applicant tracking system and other external platforms.
    6. Collaborates with hiring managers regularly and proactively to establish recruitment plans, to include determining which platforms and publications to use in reaching the targeted candidate pool, and identify future hiring needs.
    7. Collaborates with hiring managers to maintain current job descriptions, and supports the Director of Human Resources in meeting the requirements of the collective bargaining agreements pertaining to job descriptions.
    8. Develops and utilizes ongoing metrics to track progress and inform practices in Recruitment and retention, generating reports to analyze recruitment effectiveness and identifying areas for improvement.
    9. Maintains accurate records of candidate interactions, recruitment metrics, and other relevant data.Maintains knowledge on industry trends, best practices, and emerging recruitment technologies.
    10. Recommends and implements process improvements to enhance the efficiency and effectiveness of the recruitment process.
    11. Researches and participates in professional development and networking opportunities related to recruiting.
  • Hiring Process
    1. Assists in developing and coordinating a respectful, supportive and accessible hiring experience for all candidates to enhance the CESD brand.
    2. Maintains a hiring process that is culturally responsive and that identifies and minimizes implicit bias.
    3. Partners with hiring managers to identify needs, screen applicants and develop interview pools.
    4. Facilitates the hiring process to provide support to candidates and works with hiring managers and interview teams to assure best practices and fidelity in the hiring process.
    5. Collaborates with hiring managers to develop interview questions and assessment criteria as needed.
    6. Schedules and coordinates interviews between candidates and hiring teams as needed.
    7. Provides candidates with essential information about the interview process, CESD, and role.
    8. Communicates clearly and promptly with candidates to keep them informed about their application status and next steps.
    9. Determines the final step placement according to collective bargaining agreements and guidance documents, utilizing knowledge of personnel policy and procedures and federal and state laws regarding employment practices.
    10. Makes employment offers to all classified and licensed candidates, providing information on pay, health benefits, professional development, and other offerings outlined in the total compensation package.
    11. Manages the initial communication between candidates and the hiring manager.
  • Onboarding and Novice Staff Support
    1. Takes the lead in planning, organizing, and facilitating the CESD group new employee orientation three times per year, to include collecting data and making adjustments to the program for continuous improvement.
    2. Collaborates with other HR staff, supervisors and new employees to ensure a supportive onboarding experience.
    3. Collaborates with HR staff to develop an individualized onboarding plan for each new staff person.
    4. Collaborates with HR staff to facilitate follow up with new employees throughout their first year.
  • Staff Development and Retention
    1. Collaborates with current staff to create and contribute to a welcoming and supportive environment for all CESD employees (ie, psychological safety, wellness, equitable practices, etc).
    2. Reaches out to CESD staff spread across the county and periodically attends team meetings to help build and sustain a positive work culture.
    3. Develops a detailed knowledge of the Clackamas ESD workforce to contribute to succession planning through an awareness of staff knowledge, skills, abilities and experience.
    4. Conducts stay and exit interviews to determine trends and specific issues to be addressed, maintaining a data collection system to inform a process for continuous improvement in staff development and retention.
    5. Explores and recommends other retention strategies to meet the needs of diverse new hires.

Minimum qualifications:
  • Bachelor's degree in Human Resources, Business Administration, or a related field or Associate's Degree and equivalent years of recruiting or human resources management experience.
  • At least two (2) years of experience in either recruitment activities or human resources work.
  • At least four (4) years combined relevant work experience, in any focus area(s) of position (e.g. Recruitment, Human Resources, Education, Marketing, Communications, Health and Wellness).
  • Knowledge of sourcing techniques on social media and niche professional websites and job boards.
  • Familiarity with HR databases, applicant tracking systems, and candidate management systems.
  • Experience working with culturally diverse families and communities, or have otherwise demonstrated a commitment to strengthening engagement of a diverse community and skill in communicating with diverse populations.
  • Familiarity with equity and/or diversity initiatives within an organization.
  • Written and oral communication skills sufficient to perform essential functions.
  • Demonstrated ability to make decisions independently and use initiative to accomplish complex assignments with general instruction and guidance.
  • Demonstrated ability to exercise judgment and integrity on the job with confidentiality, tact, and diplomacy.
  • Demonstrated ability to work independently, organize time and other resources to perform multiple tasks.
  • Demonstrated ability to complete work accurately and in a timely manner with attention to detail.
  • Demonstrated ability to build strong relationships with candidates, hiring managers, and team members and to provide effective team leadership.
  • Proficiency in word processing and database and/or spreadsheet applications.
  • Physical and mental attributes sufficient to perform essential functions.
  • Valid driver's license.
  • Proficiency in using Google Suite
  • Successfully complete district background checks

Preferred qualifications:
  • Bilingual in Spanish and English
  • Experience working in a classroom or education related work environment.
  • Licensed educator

Salary: Range 4 of the meet and confer salary schedule: $71,217- $78,260 depending on experience.

Retirement plan contributions:
Clackamas ESD employees working 600 or more hours in a calendar year are eligible for the Oregon Public Employee Retirement, or PERS. There are two components to PERS, including the pension, which is primarily funded by CESD and The Individual Account Program, or IAP, which is funded by a six-percent deduction from your paycheck. If you are new to PERS, your PERS deduction will begin automatically after a six-month waiting period.
