ABOUT THE POSITION

The Clark County Department of Aviation is seeking qualified candidates to apply for the Records Program Administrator position. This position is responsible for significant department-wide coordination of records management implementation and/or administration, including developing, maintaining, and issuing policies, standards, guidelines, and procedures for managing records in all media throughout the department. Further, this position oversees off-site storage and monitors internal compliance with retention schedules and external compliance with any agency, State, or Federal laws and standards.
This examination will establish an Open Competitive Eligibility list to fill current and/or future vacancies that may occur within the next six (6) months or may be extended as needed by Human Resources.
Note: This classification is designated exempt under the Fair Labor Standards Act (FLSA), and is therefore, not eligible for overtime.

MINIMUM REQUIREMENTS
Education & Experience:
Bachelor's degree in Business, Public Administration, Archives Administration, Records Management or closely related field. Two years of professional level administrative experience which has included experience with document imaging and records tracking and/or records management or closely related experience as an administrative program lead. Administrative experience in a field related to the work may be substituted for the degree on a year-for-year basis to a maximum of two years. An appropriate advanced degree is desirable.

Working Conditions: Attend meetings outside of normal working hours.
Licensing and Certification: Possession of a valid Nevada Class C Driver's License at time of hire. Certified Records Manager (CRM) designation desirable.
Pre-Employment Drug Testing: Employment is contingent upon the results of a pre-employment drug examination.
Residency Requirement: Permanent employees must maintain a principal place of residency within the boundaries of Clark County and provide proof of compliance with Nevada motor vehicle registration and drivers' license laws within 90 days of employment.
Background Check: Employment with the Department of Aviation is contingent upon completion of an education/experience background investigation, a fingerprint-based criminal history record check processed by the FBI, and upon the ability to be granted a security badge as mandated by the Transportation Security Administration. Note: all prospective hires must present two original government issued ID's upon acceptance of job offer. Examples of acceptable ID's include a Passport, Driver's License or DMV issued ID, birth certificate, Social Security card, Voter Registration card, school issued ID with picture, etc.
PHYSICAL DEMANDS
Mobility to work in a typical office setting, use standard office equipment; vision to read printed materials and a VDT screen; and hearing and speech to communicate in person or over the telephone. Must be capable of travel to various work sites and/or other County locations. EXAMPLES OF DUTIES
Coordinates records management functions for the department, including records systems management, active and inactive records storage and maintenance, records destruction, document imaging system policies and procedures, and disaster preparedness program development. Provides input into departmental goals, objectives and budget development for records management. Recommends changes to existing policies, procedures and technology solutions; develops new policies and procedures and ensures all guidelines are kept current. Interprets federal, state, and local regulations relating to records retention and destruction requirements and ensures compliance. Assures records integrity and data security measures are in place and enforced in all records media formats. Performs research, conducts studies and surveys, including technical analysis and report preparation. Coordinates divisional compliance with records management policies and procedures and provides direction in establishing records access security levels. Accesses, processes and manages safety sensitive and confidential documents. Maintains records management classification scheme, retention and destruction schedules; coordinates records destruction review process. Develops records management training materials; provides training to designated division staff. Monitors department records management program efficiency; makes recommendations regarding user practices to improve performance.
