Introduction
Minimum Qualifications
- Bachelor's Degree in Public or Business Administration, Real Estate, Economics, or a related field from an accredited educational institution.
- A combination of five years of work experience in a corporate or government Real Estate or business related field or any combination of training and experience.
- Experience with and/or understanding of governmental requirements/codes/ordinances as they relate to real property.
- Any equivalent combination of education and/or job-related experience that meets the minimum qualifications may be substituted.
- Must possess and maintain a valid, unrestricted driver's license with no major citations within the past 39 months prior to the start date. The Arizona Department of Motor Vehicles requires that out-of-state driver's licenses must be surrendered within 10 days of relocating to the State of Arizona.
- Every person employed by the City of Scottsdale shall reside in the State of Arizona during his or her active employment by the City, regardless of whether the employee is approved to remote work.
Essential Functions
- Provides City-wide lease administration which includes technical assistance to city staff regarding leases, licenses, billings, rent collection, rent escalators, insurance certificates, lease renewals, etc.
- Negotiates and develops property leases, licenses and intergovernmental agreements to support Capital Improvement Projects, City services and private development.
- Negotiates and coordinates with public or private entities including utility companies in the granting of easements regarding use agreements on of City property.
- Orders and reviews appraisals and title reports. Reviews legal descriptions, site plans and construction drawings involving the use of City property.
- Develops and maintains real property inventory and real property lease system, periodic reconciliation of data and coordination with Geographic Land Information system (LGIS) Department.
- Prepares City Council Reports that provide information supporting City Council decisions regarding real property transactions.
- Completes special projects as assigned.
Work Environment/Physical Demands
- Most work is performed in a City office environment, with occasional work performed on site to visually inspect property outdoors moving over rough terrain.
- Operate a variety of standard office equipment including computer, telephone, copy and fax machines requiring continuous and repetitive arm, hand, and eye movement.
- Exposure to dust, grease, noise, inclement weather, temperature extremes and unpleasant but not hazardous odors.
- Lift and carry storage boxes and other working materials weighing 30 pounds both short and long distances.
- Travel to/from meetings and various locations.
- Operate a motor vehicle.

PLEASE NOTE: Years of experience are based on a work schedule of 2,080 hours per year for full-time positions and 1,040 hours per year for part-time positions, and while work experience may substitute for education on a year-for-year basis, depending upon the job classification, education may not be substituted for work experience.
