POSITION SUMMARY
Plans, reviews and manages all capital funded and service projects related to rail operations routes and facilities. Manages and coordinates design and construction input of all maintenance, capital facilities and Power & Way projects to ensure a workable and usable project that can be erected with minimum impact on daily operations. Assists executive management in defining ongoing maintenance and capital project objectives related to Transit Operations. Participates in the development and approval of master plans and reviews drawings and specifications, including developing and approving construction staging activities and plans to minimize the impact on customers and operating service while maximizing the window of work activity. Participates in construction meetings, walk-through and final acceptance inspection approvals prior to any new facility being placed in service. Represents the Authority in external relations to community organizations, government bodies and other transit properties regarding planned work activity.
PRIMARY RESPONSIBILITIES
  • Participates in the planning, design, design development and construction oversight process for Transit Operations.
  • Plans, reviews and manages the capital funded renewal work and service expansion projects related to Rail and Bus Operations, routes and facilities.
  • Prepares and reviews conceptual design drawings and architectural models to initiate projects or to improve on proposed design as it relates to work staging, material and equipment use, space planning, operational safety and security impacts, structure or equipment installation and maintenance, customer service, traffic flow and general construction staging impacts during operation.
  • Prepares written reviews of contract documents and specifications, to insure that CTA operational needs are reflected in the final design and that NFPA, ADA, CTA operational safety, design and engineering standards are followed.
  • Attends meetings involving the design and construction of rail transit stations, facilities and systems.
  • Conducts reviews and approvals of proposed construction staging process plans.
  • Conducts reviews and approvals of shop drawing submittals.
  • Develops and coordinates construction staging plans during the design, construction and maintenance of stations, in order to maintain transit operations and to facilitate the continued use of the station by CTA's customers.
  • Applies engineering methods and knowledge to analyze and solve technical design problems, in a cost effective manner.
  • Responds to Request for Information (RFI) from contractors, consultants and vendors during and after station construction.
  • Attends weekly Rail Operations Coordination meetings, construction inspections and work staging activities, representing the interests of Rail Operation in the capital construction process.
  • Tests and evaluates the suitability of equipment proposed for train operations use on the CTA right-of-way (ROW).
  • Designates the types, quantities and locations of train operating ROW signage.
  • Designs and supervises the installation and maintenance of train berthing layouts at rail stations to ensure the safe berthing of trains.
  • Prepares rail service bulletins.
  • Prepares all rail service bulletin drawings.
  • Reviews all proposals, designs and documents from CTA Business Development, including digital and static advertising, ATM and vending machines, in-station product ambassadors, station domination advertising, vehicle wraps, and station concession stores for comparability and compliance with CTA operational and design standards.
  • Conducts daily field inspections of Business Development activities to ensure compliance with safety, security, ADA and operational traffic flow requirements.
  • Advises Rail Route Management of Business Development proposals and consults with and instructs business development to minimize adverse effects on customer service and operations.
  • Consults with rail routes on work schedule.
  • Consults with and advises upper management on design proposals, operational needs, schedule, operational and customer impacts.
  • Participates in site walk-through inspections, punch list items identification and review, final site inspections and property acceptance.
  • Prepares written reports of document reviews, site inspections and operational safety audits.
  • Observes and reports undocumented slow zones, signal problems, etc., which adversely affect rail transit service.
  • Facilitates coordination between Rail Operations, Construction, Engineering, Planning, Safety, Security, Revenue Equipment, Customer Information, Business Development and other departments within the Authority. Work with staff of outside agencies (e.g. Chicago Department of Transportation), consultants, vendors and contractors.

  • Maintain amiable and constructive relationship with Authority and outside agency personnel (consultants, vendors, design and construction contractors) to achieve maximum and timely results on capital funded projects and service enhancements. Assist and work with upper management in the process and maintain on-time and reliable rail operations service while these projects are underway.

EDUCATION/EXPERIENCE REQUIREMENTS
  • Bachelor degree in architecture, planning, construction or other engineering related discipline, with 5 years of professional architectural / engineering experience and thorough knowledge of day-to-day rail operation procedures, equipment, facilities and duties of assigned staff.
  • Rail Safety Training certification required.
  • Must possess a valid driver's license.
  • Required to submit to and pass drug and alcohol testing as mandated by the Federal Transit Administration.

PHYSICAL REQUIREMENTS
  • Must stand and/or walk for extended period of time.
  • Must be able to traverse subway, elevated, steer level right-of-way and yards in various weather conditions and be able to perform other tasks (e.g., climbing on and off trains and operating annual switches).
  • Must be able to work around moving equipment and in the proximity and 600 volt DC electrical power.

KNOWLEDGE, SKILLS, AND ABILITIES
  • Working knowledge of CTA Standard Operating Procedures (SOP), CTA Safety Construction Manual, CTA Station/Facility Engineering Design and Rehabilitation Criteria Manual, National Fire Protection Association (NFPA) standards and procedures, Americans with Disabilities Act (ADA) as well as city codes and regulations.

  • Subject to various weather and right-of-way conditions and working environments, some of which can be hazardous.
  • Usual business office conditions.

EQUIPMENT, TOOLS, AND MATERIALS UTILIZED
  • Normal office equipment including a personal computer and software.
