This recruitment posting is for one (1) full-time, permanent Management Analyst 5 position.

As the Quality Improvement (QI) Coordinator at the Center for Health Statistics, you'll play a crucial role in advancing the Department of Health's mission to enhance public health in Washington. Reporting to the deputy office director and serving on the Center Leadership Team, you'll be the go-to expert for Quality Improvement, change management, and organizational development. Collaborating with internal teams, external stakeholders, and the public, you'll lead efforts to streamline systems and processes, ensuring the delivery of timely and high-quality services. Your work will involve extensive research, analysis, and engagement with various entities, such as federal and state agencies, local health jurisdictions, hospitals, and medical examiners.
As the driving force behind creating a culture of continuous Quality Improvement, you'll provide independent consultation, training, and facilitation to program staff, supervisors, and managers, , contributing to the achievement of office goals through the integration of Lean management practices. The duty station for this position is in Tumwater, WA. The incumbent will work with their supervisor to identify an appropriate work schedule and balance including telework and reporting to the Tumwater, WA duty station. The incumbent is expected to report to the duty station for work activities approximately 2 to 3 days a week, however onsite presence will be dependent on projects.

Required Qualifications
Option 1: Five (5) years of experience conducting or leading Quality Improvement projects, process improvement analyses, or performance management efforts using tools and techniques such as Six Sigma, Lean and Plan-Do-Study-Act for system improvement; and experience in the following:
  • Facilitating diverse groups of people to identify and resolve complex or sensitive issues.
  • Writing and orally presenting information to diverse audiences.
  • Developing and leading positive and productive Quality Improvement teams.
  • Completion of courses, trainings, or conference attendance related to Quality Improvement or change management.

Option 2: Bachelor's degree in business administration, public administration, law, public health, health administration, organization development or a similar field; and experience in the following:
  • Two (2) years of experience conducting or leading Quality Improvement projects, process improvement analyses, or performance management efforts using tools and techniques such as Six Sigma, Lean and Plan-Do-Study-Act for system improvement.
  • Facilitating diverse groups of people to identify and resolve complex or sensitive issues.
  • Writing and orally presenting information to diverse audiences.
  • Developing and leading positive and productive Quality Improvement teams.
  • Completion of courses, trainings, or conference attendance related to Quality Improvement or change management.

Option 3: Master's degree in business administration, public administration, law, public health, health administration, organization development or an allied field; and experience in the following:
  • One (1) year of experience conducting or leading Quality Improvement projects, process improvement analyses, or performance management efforts using tools and techniques such as Six Sigma, Lean and Plan-Do-Study-Act for system improvement.
  • Facilitating diverse groups of people to identify and resolve complex or sensitive issues.
  • Writing and orally presenting information to diverse audiences.
  • Developing and leading positive and productive Quality Improvement teams.
  • Completion of courses, trainings, or conference attendance related to Quality Improvement or change management.

Desired Qualifications
  • Certification in Quality Improvement such as Lean Facilitation Training, Lean Six Sigma Green Belt, Six Sigma, Quality Improvement Associate, Deming Certified, ISO 9000 and ISO 26000.
  • Project management certification.
  • Experience leading and engaging management and staff in working through change using change management principles and theories.
  • Experience collecting, analyzing and interpreting quantitative and qualitative data to determine the success of system improvement strategies, and in preparing effective and accurate narrative, statistical and graphic reports and correspondence to communicate outcomes.
  • Experience applying Quality Improvement and Lean principles and tools to IT processes and systems.

Conditions of Employment/Working Conditions

Insurance Benefits

Retirement and Deferred Compensation
State Employees are members of the Washington Public Employees' Retirement System (PERS). New employees have the option of two employer contributed retirement programs. For additional information, check out the Department of Retirement Systems' web site.
Employees also have the ability to participate in the Deferred Compensation Program (DCP). This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.
Social Security
All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.
Public Service Loan Forgiveness

Holidays
Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.

Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.
