Summary
This position is located in the Small Business Administration, Office of Capital Access, Office of Financial Program Operations (OFPO) in either Herndon, VA or Washington, D.C. The purpose of this position is to serve as a technical subject-matter expert in conducting performance audits of work completed by loan center personnel assigned to various departments, including commercial loan processing, servicing, resolution, and guaranty purchase, as well as disaster loan servicing and resolution.

Duties
As a Quality Control Specialist, you will perform the following duties:
  • Conduct performance audits completed by Loan Specialist assigned to various departments, including commercial loan processing, servicing, resolution, and guaranty purchase, as well as disaster loan servicing and resolution.
  • Ensure Small Business Administration commercial loans and Loan Specialist activities are performed in compliance with agency guidelines, laws and regulations.
  • Perform analytical studies relating to the credit risk of the portfolio to identify weaknesses in policies, procedures and controls.
  • Develop strategic and operational plans for the Quality Control (QC) program's audit functions to determine the quality and effectiveness of Center functions (e.g., commercial loan processing, servicing, resolution, and guaranty purchase activities).
  • Develop recommendations for consideration discussing specific policies and procedures for an effective Quality Control (QC) process.
  • Prepare recommendations and drafts action plans addressing Loan Specialist work assignment deficiencies and overall performance determined from audit findings (e.g., including appropriate remedial actions addressing specific audit findings and recommendations to reduce and/or eliminate the potential for re-occurrence.
  • Influence agency management to accept and implement findings and recommendations on organizational improvements and program effectiveness.

Qualifications
GS-13: One year of specialized experience (equivalent to the GS-12 grade level in the Federal service) obtained in either the private or public sector such as performing in-depth analysis of obligor's financial statements and earning potential of a variety of business enterprises to make recommendation for residential and commercial/business loan applications or servicing/liquidations actions, including a thorough working knowledge of a variety of collateral, business type, loan program and general economic conditions. Incumbent must also have experience develop and providing feedback or corrective action recommendations to others regarding financial services transactions. This experience must be reflected in your resume.
