Major Duties NONAPPROPRIATED FUND POSITION DESCRIPTION JOB TITLE: Facilities & Maintenance Assistant Manager BUSINESS TITLE: Quality Assurance Supervisor FLSA: Exempt JOB SERIES: 1601 PAY LEVEL: NF-04 INTRODUCTION: The position is located within Marine Corps Base, Camp S. D.

Butler, Marine Corps Community Services (MCCS) Division, Logistics (LOG), Facilities Management Branch (FMB), Quality Assurance Unit (QAU), Okinawa, Japan. DUTIES AND RESPONSIBILITIES: The Quality Assurance (QA) Supervisor directly reports to the Facilities Management Branch Deputy Director and is responsible for the timely creation of maintenance service tickets and work order requests to provide rapid and effective maintenance and repair of MCCS unique buildings, facilities, and equipment aboard all Marine Corps installations on Okinawa, Camp Fuji, and Camp Mujuk. The QAU is the initial customer service point of contact with MCCS facility managers and authorized callers for all facility-related issues regarding maintenance, repair, safety, and minor construction requirements.

Participates in administrative and operational decision-making processes that require application of mature and professional judgment. Analyzes cause and effect relationships and advises the FMB Deputy Director on problem areas and options. Coordinates the flow and channeling of correspondence such as, but not limited to, work orders, service tickets, purchase requests, safety work request and the status of inquiries on various projects, such as maintenance and repairs, minor construction, renovation, etc.

Oversees the processing of all maintenance task generation so that all work and resources are tracked, scheduled, and completed in a timely, systematic, and effective manner. Whenever necessary, seeks alternative sources and solutions for completing the work. Ensures that subordinates create, codes, reviews, records accounting information, and issues service tickets/work order requests via the web-based Total Maintenance Authority system (WebTMA) and the Grounds and Facilities Divisions (G-F) Enterprise Asset Management (Maximo) platforms.

Regularly evaluates the maintenance backlog in the execution of the maintenance cycle and provides reports as necessary to the FMB Deputy Director. Responsible for preparing and submitting the annual MCCS Building Status Reports (BSR) through the FMB Deputy Director and coordinating all utility outages with G-F that will affect any MCCS facilities or program. Checks supporting documentation on MCCS Self-Help and Service Requests that are submitted to G-F for review and approval of MCCS capital projects, minor construction, major repairs, and maintenance type work.

Prepares and submits to G-F the MCCS annual A/C revalidation report. Inspects MCCS assigned facilities and sport fields a minimum of twice per year to obtain firsthand observation of the work request coordinators field inspections of facilities and repair requirements and assistance to building managers. Plans work to be accomplished by subordinates, sets priorities, and prepares schedules for completion of work.

Reviews work of subordinates based on priorities and deadlines. Interviews and selects employees for vacancies, details, and reassignments. Hears and resolves grievances and complaints.

Appraises performance, provides recognition and feedback for employee performance and contributions, and recommends appropriate honorary and/or monetary awards. Acts as the external liaison for FMB, attends meetings, maintains, and cultivates relationships with external agencies and organizations such as Camp Services, MCCS Activity Program Managers, MCCS Community Service Supervisors, the Ground & Facilities Division (G-F), the Army Corps of Engineers, the Facilities Engineering and Acquisition (FEAD) Division, Installation Safety Office (ISO) and others. Coordinates the MCCS FMB Asbestos Control Program and provides guidance to shop supervisors on hazardous asbestos operations, including coordinating operations and maintenance work to minimize asbestos fiber release during activities affecting asbestos-containing materials.

When required, performs material core sampling in MCCS facilities suspected of containing ACM including managing of the associated records. Major Duties Responsible for coordinating the administrative management of the web-based Total Maintenance Authority system (WebTMA) with the MCCS Management Information Systems (MIS) Branch. With sufficient knowledge of duties, commitments, policies, and program goals of the FMB, performs routine and non-routine assignments.

Prepares material as needed or requested for the FMB Director and Deputy Director in order to respond to requests for information. Coordinates the work of the office with other sections between staff members. Demonstrates ability and good judgment and reacts to priorities, identifies problems, and recommends timely solution.

Plans, organizes work, and manages internal procedures and resources to ensure maximum productivity and economies. Prepares internal office financial plans and related records and reports, and exercises authority on approved budget. Monitors programs on a regular basis and initiates corrective action to ensure support of operating programs of MCCS.

Manages new property resources and may provide direction on facility renovations and improvements. Develops long range plans in conjunction with internal operating directives. Must be alert to substance abuse and take appropriate action.

Effectively supports the Marine Corps Equal Employment Opportunity and Sexual Harassment policies, and ensures compliance with fire, safety, and other environmental issues and programs. Takes action to solve problems quickly. Alerts the higher-level supervisor, or proper point of contact for assistance when problems arise. Enforces an activity safety program in accordance with the MCIPAC Ground Occupational Safety and Health (GOSH) Program and MCIPAC Workforce Safety Plan.

Promptly reports workplace accidents to the MCCS Safety Branch and Human Resources Office. Ensures safety training is continuously provided to all employees. Complies with OSHA standards and takes action to correct unsafe or unhealthy working conditions.

Ensures minimal loss of duty by complying with Return to Work program initiatives and following up on employee wellbeing. Performs the duties of the FMB Deputy Director in their absence and other related duties as assigned. This position may require traveling from Okinawa, Japan to locations that may include Camp Mujuk, Korea; CATC Camp Fuji, Japan; and other areas within the MCIPAC region.

This is a white-collar position where occasional lifting up to 20 lbs may be required. Qualifications BASIC REQUIREMENTS: 1. Four years of specialized experience in a construction administration, building-facility administration, or building-facility maintenance management administration related field.

2. Ability to read blueprints, plans, technical specifications, schematic designs, concept drawings, etc. 3.

Must be able to obtain Asbestos Management Supervisor or Inspector certification within one-year of hire. 4. A valid Government Owned Vehicle (GOV) operators permit is required for the performance of duties for this position.

Inability to obtain or maintain appropriate GOV licensing will result in termination for lack of qualifications. The incumbent is required to obtain required GOV licenses within 30 days of hire. QUALIFICATION REQUIREMENTS: 1.

Ability to express oneself orally and in writing in a highly professional manner to meet and speak with internal and external groups and individuals and to compose written reports and materials clearly, concisely, and effectively. 2. Knowledge in Microsoft 365 Programs such as; Outlook, Word, Excel, and PowerPoint software programs.

3. Experience in safety and occupational health concepts, principles, practices, procedures, techniques, standards, orders, and directives. 4.

Knowledge of business/professional protocol and knowledge of routine office procedures including establishment of filing and record keeping systems. \ 5. Familiarity with Japanese customs, construction methods, and business practices.

6. A speaking knowledge of the Japanese language is desired but not required. This activity is a Drug-free workplace.
