We are seeking an enthusiastic professional Purchasing Assistant III who is passionate about cultivating the school's mission and objectives through student instruction, guidance and review in order to ensure successful development of each student.

This position is a full-time position for the Raleigh County campus and will report directly to the Director of Purchasing. The position will work collaboratively with management, faculty and staff within the department and college to serve the best interests of the students.

Job Summary
The Purchasing Assistant II performs a variety of routine to complex clerical and administrative duties related to the procurement of goods and services for a department or unit of an institution.
The Purchasing Assistant II functions as the second of three levels of Purchasing Assistant, responsible for providing a variety of routine to complex clerical and administrative support functions in the area of requisitioning supplies, obtaining bids for services, and preparing and reconciling purchase orders and invoices. Job responsibilities contribute to the accuracy, reliability, and acceptability of processes, services, or functions. Work is closely supervised, with limited opportunity for independent action or decision-making, and consists of tasks that are primarily routine, or well-defined, with specific instructions to achieve standards. Decisions are limited to the application of standardized or accepted practices and errors could result in some costs and inconveniences within the affected area.

Performs other funnctions as required or assigned. Also complies with all Policies and Standards.
Summary of Responsibilities:

  • Perform Various duties relating to, but not limited to the operation of the college Purchasing Division and its shipping and receiving function.
  • Procure college required materials and supplies through various requisition methods or WV State Purchasing Card, including the purchase and pick up of supplies in the local area and deliver internally to respective departments.
  • Utilize the WV State Purchasing Cards to make specific payments processed to vendors via telephone and/or internet.
  • Maintain appropriate records, P-Card expenditures, conduct routine follow-up to outstanding orders in excess of thirty days and initiate tracer and/or expediting action as needed.
  • Enter P-Card transactions in Oasis monthly and file all the P-Card related documentation.
  • Review incoming shipments, inspects for damage, verify against pending orders, completes receiving reports, completes internal delivery to departments/individuals, clearing receipt documents to buyers and accounts payable personnel. Prepare and file commodity damage claims as necessary.
  • Work with vendors on issues and discrepancies.
  • Enter vendor requests (W9 forms) in Oasis and Banner.
  • Serve as backup for Accounts Payable.
  • Assist with Inventory at all NRCTC locations.
  • Assist with Fleet Management
  • Maintain employee driver testing logs, maintain mileage logs for each vehicle, communicate with the Turnpike EZ pass Department to ensure all vehicles have transponders.
  • Keep records of all state vehicle reservations made by employees online and wall calendar. Must keep all vehicles on file.
  • Report vehicle maintenance issues to the Director of Facilities. Responsible for fuel card usage and physical security of fuel cards and PINs.
  • Maintain security of vehicle keys and assure only authorized drivers utilize college-owned vehicles.
  • Provides fixed asset support including initiating documents of new assets, physical inventory of current assets and related record keeping of assets.
  • Other duties as assigned.

Skills/Abilities

  • In-depth knowledge of purchasing functions, inventory and supply management systems
  • Excellent communication, negotiation and interpersonal skills
  • Ability to work with minimal supervision
  • Strong organizational skills, a good understanding of sourcing and the ability to maintain vendor relationships

Direct experience with spreadsheet computer applications

Education
High School Diploma required
Associate's Degree preferred
Experience
In addition to the knowledge/education, the following related work experience is typically required, for this position. An equivalent combination of education and recent, related experience may be acceptable.
Two years of Clerical or purchasing experience preferred.
Valid Driver's License is required.
