Job description


Actively supports and upholds the City's stated mission and values. Under direction of the Public Works Director, employees of this class are expected to perform highly responsible management, administrative, and supervisory duties associated with the day-to-day operations of programs in the assigned section.

ADMINISTRATIVE DUTIES

  • Supervisory: this job has full responsibility for supervision (hires, directs, schedules, transfers, promotes, rewards, disciplines, and terminates other employees.)
  • Budgetary: this job has full responsibility for budgeting (prepares, implements, and manages).
  • Strategic Planning: this job has full responsibility for strategic planning (develops, implements, interprets, and manages long and short-term goals).
  • Policies/Procedures: this job has full responsibility for policies and procedures (develops, implements, and interprets).
  • Compliance: this job has full responsibility (follows, ensures compliance with, enforces, and interprets) Federal, State, and Local laws, rules, and regulations as well as City policies and procedures.
  • Council Communications: this job has full responsibility for Council communication (assists with making recommendations and presentations, writing staff summaries, ensuring Performance Measures are met, and balancing needs with Council's adopted priorities and direction).
  • Reporting: this job has full responsibility for reporting to Federal/State/Local agencies (ensures reporting requirements are met, trains others on reporting requirements and methods, and addresses discrepancies in reporting).

EXAMPLES OF THE WORK PERFORMED (ILLUSTRATIVE ONLY)

  • Provides excellent customer service to both internal and external customers.
  • Plans and directs operations of assigned section.
  • Interprets and implements programs developed by the Public Works Director.
  • Researches, prepares, and presents comprehensive written and oral reports.
  • Investigates and resolves citizen complaints that cannot be handled by other personnel.
  • Keeps Public Works Director advised of section operations and activities through verbal and written reports.
  • Participates and coordinates training and professional growth opportunities.
  • Serves as acting Public Works Director, as required.
  • Other duties as assigned.

Facility Maintenance

  • Acts as liaison between the Public Works Division and other divisions/sections regarding Sustainability/ Environmental Management/Facilities Maintenance.
  • Oversees project management of a wide variety of facilities maintenance projects from conception through budgeting, procurement, contractual, delivery and final acceptance.
  • Provides leadership and direct oversight of the Facilities Advisory Committee and other committees as appropriate and assigned.
  • Oversees project management of a wide variety of environmental projects from conception to final acceptance which includes but is not limited to asbestos, underground and aboveground storage tanks, regulatory closures, monitoring wells, and air quality.

Fleet Maintenance

  • Oversees the Fleet Maintenance Operations as related to the rolling stock and city vehicle inventory.
  • Coordinates the maintenance of a diverse pool of vehicles, apparatus, and varied special equipment that supports city operations and services to the community.
  • Develops prioritization of fleet inventory for use, implementation, purchase and disposal.
  • Provides leadership and direct oversight of the Fleet Management Committee and other committees as appropriate and assigned.
  • Establishes and supports business systems and all functions related to the support of a full-service mechanic facility.

MINIMUM REQUIREMENTS

  • Bachelor's Degree in related field such as Engineering, Transportation, Environmental Science, Public Administration, Management, Business/Economics, Construction Management.
  • Seven years of responsible managerial and administrative experience in area of assignment.
  • Five years of supervisory experience.
  • Or any combination of education, experience, and training equivalent to the above Minimum Requirements.

DESIRED EXPERIENCE AND TRAINING

  • Subject matter expert in related field to a Public Works program listed above.
  • Experience with the Local, State and Federal laws in relationship to program listed above Emergency response training provided by FEMA or any NIMS process understanding.

OTHER REQUIREMENTS

  • Must possess, or obtain upon employment, a valid Arizona driver's license.
  • Regular attendance is an essential function of this job to ensure continuity.
  • Weekend, evening, and holiday work may be required.
  • Employees may be designated a take home City vehicle.
  • Employees who are designated to take home a City vehicle per the Vehicle Take Home Administrative Policy must live within the prescribed area. The defined as a 12-mile radius from City Hall or 35 miles eastbound, westbound, and southbound from the I-17 and I-40 exchanges, or 10 miles from City Hall along Highway 180 North with a five-mile-wide corridor (2 ½ miles on each side).

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES (ILLUSTRATIVE ONLY)

  • Extensive knowledge and understanding of the assigned programs, activities, facilities, and materials for the assigned section.
  • Knowledge of new developments in the field/profession.
  • Ability to administer and supervise programs associated with respective sections.
  • Skill in budget preparation and monitoring; ability to analyze equipment, material, and manpower costs.
  • Ability to develop, implement, and interpret clear strategic plans, policies, and procedures.
  • Ability to effectively supervise and manage staff.
  • Extensive knowledge of applicable federal, state, and local rules and regulations.
  • Ability to communicate effectively both verbally and in writing.
  • Ability to research, prepare, and present comprehensive written and oral reports to Public Works Director, City Management, Mayor and Council, and others as required.
  • Thorough knowledge of the principles and practices of assigned area of responsibility.
  • Ability to effectively analyze and effectively report upon operating conditions and problems, and to recommend or implement appropriate solutions.
  • Ability to represent Public Works concerns and matters to Council Members, the City Manager, the media, and governmental regulatory agencies.
  • Ability to exercise considerable judgment and discretion and make difficult and independent decisions without supervision.
  • Ability to conduct oneself in a professional manner.
  • Ability to establish and maintain effective working relationships with City staff and officials, and the general public.
  • Ability to effectively resolve managerial, administrative, and supervisory problems.

PHYSICAL REQUIREMENTS AND WORKING ENVIRONMENT

  • While performing the duties of this job, the employee is regularly required to sit and talk or hear. The employee is frequently required to stand; walk and use fingers and hands to handle, or feel. The employee is occasionally required to reach with hands and arms.
  • The employee must occasionally lift and/or move up to 50 pounds.
  • While performing the duties of this job, the employee is occasionally exposed to wet and/or humid conditions; moving mechanical parts; fumes or airborne particles; toxic or caustic chemicals and outside weather conditions.
  • The noise level in the work environment is usually moderate.
