We're seeking a skilled and dedicated individual to take on the role of Public Works Operations Manager. Required Education and Experience:
  • Graduation from high school or GED equivalent; and
  • Five (5) years of increasingly responsible Public Works, utility maintenance, or private construction experience with three (3) years in an administrative supervisory capacity.
  • Graduation from an accredited college or university with a bachelor's degree in engineering, public or business administration, or specific area of study as deemed applicable may substitute for two (2) years of experience; or
  • Any equivalent combination of education and experience sufficient to successfully perform the essential functions of the job as those listed above.

Flexible Schedules:
  • 8 hours daily, Monday - Friday
  • Opportunity for alternate schedule after the first 90-days:
    • 9-80 (nine hour work days with a three-day weekend every other week)


May be eligible for the following additional pay:
  • 5% for a Department of Environmental Quality Operator Grade IV Certification

The anticipated hiring range for the Public Works Operations Managerposition is $51.23(first step) to $53.79or $56.48(second or third step).Directly related experience and qualifications will be evaluated alongside others who perform work of comparable character as required by Pay Equity Law. Six steps are included in this salary range, allowing opportunity for annual movement through the steps.

Essential Functions of the Position:
  • Supervises and leads management and frontline staff, including assigning and scheduling work, overall division work planning, budget administration, employee development, hiring, disciplinary actions, and other leadership and managerial duties.
  • Responsible for conducting performance reviews and evaluations of direct reports.
  • Serves as a member of the Public Works Department management and leadership team.
  • Operations and Maintenance
    • Oversees the operations and maintenance of streets, sanitary sewers, storm drains, traffic control devices, warehouse, incident response, and fleet maintenance.
    • Establishes infrastructure level of service standards, and maintenance schedules and programs.
    • Monitors infrastructure asset conditions and develops plans to maintain and upgrade as needed.
    • Provides technical direction and constructive problem solving.
    • Coordinates Operations Division work and coordination with other City divisions and departments, and external agencies.
  • Budget Administration
    • Develops and prepares long-range budgets, work plans and schedules to ensure operation and maintenance of Public Works infrastructure at the lowest life-cycle cost.
    • Reviews and monitors expenditures and adjusts budget as needed to meet authorized expenditure levels.
    • Coordinates budget expenditures between work activities to ensure the proper operation and maintenance of city assets.
  • General Administration
    • Develops and administers Public Works Operations Division standard operating procedures (SOPs) for all operation and maintenance activities.
    • Manages resources efficiently and effectively including staff, equipment, and materials.
    • Ensures Public Works Operations staff and management teams are following negotiated collective bargaining agreements.
    • Ensures division activities conform to Department standards, rules, regulations, and laws.
    • Conducts management and all-staff meetings, trainings, and performance evaluations.
    • Authorizes and recommends the procurement of capital equipment, supplies, and materials.
  • Public Relations
    • Working with City Communications Staff, establishes and implements a public relations program regarding Public Works activities.
    • Responds to citizen inquiries, service requests, citizen complaints, and other matters.
  • Scope of the assigned area of responsibility will depend on departmental structure and is at the discretion of the Public Works Director.

Work Environment & Physical Demands:
This position works both outdoors and indoors. While working outdoors this position may be exposed to working around machinery which can cause vibration, noise, and dust. Exposure to heat and humidity, and other weather conditions such as rain and cold temperatures. May work within congested traffic areas. The outside work environment can include walking on uneven terrain. May be subject to lighting changes and glare. The inside work for this position is done within an office environment that includes exposure to regular office noise and distractions, adequate lighting, and regulated HVAC systems in relation to temperature. May interact with upset staff and/or public and private representatives in interpreting and enforcing departmental policies and procedures.
To perform this job successfully, an individual must be able to accomplish each of the essential functions satisfactorily. Position is regularly required to use hands and arms to handle, feel, reach; and talk, hear, taste or smell. Employee is frequently required to sit, stand, walk, bend, stoop, kneel, crouch, crawl, climb or balance. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus. Ability to distinguish objects in low and bright light using visual acuity. Employee must be able to lift and carry moderate heavy materials, supplies, and equipment (25-50 lbs.) frequently; and to push or pull objects weighing 50-75 lbs. occasionally.
Ability to perform routine to strenuous physical work for extended periods of time.
