*Candidates hired without a CT CDL will have 6 months to obtain this required license and will be considered a Public Works Maintainer Trainee $22.50 hour - $25.71 hour (4 steps) until a valid CDL is obtained.

JOB SUMMARY: Performs manual and semi-skilled work involving maintenance, construction, installation, and repair related to City parks, public areas, streets, sidewalks, City owned properties, and the running of the City’s recycling center and sanitation operation as well as related work as required.

SUPERVISION RECEIVED: Works under the general supervision of a Foreperson, or designated supervisor, who assigns specific work tasks to be performed. Assigned work will typically be reviewed while in progress until completed and the desired results obtained.

SUPERVISION EXERCISED: May lead a work crew of seasonal, temporary or part-time employees at a work site.

EXAMPLES OF ESSENTIAL DUTIES:

1. Performs a variety of semi-skilled and routine tasks, light and heavy labor, and related work. Organizes work in a safe, efficient and professional manner in accordance with supervisor’s instructions.

2. Performs semi-skilled work related to the on-going maintenance, repair, and construction for city streets and sidewalks including performing semi-skilled labor associated with paving operations, pothole repair, hand street sweeping, the use of small motorized equipment, and sidewalk and curbing work.

3. Grades, fertilizes, seeds, lines, and maintains playing fields, stadiums, and recreational areas. Prepares and maintains seasonal recreational facilities, such as skating rinks, swimming pools, basketball courts, tennis courts, ponds, and playgrounds. Lines and grooms ball fields of all types. Plants and trims trees on ground level. Picks up litter and removes rubbish. Paints benches and bleachers. Operates equipment to remove leaves, refuse and stumps, rake fields, spreads fertilizer (if licensed), and maintains park and recreational fields, grounds, roads, and facilities. Uses hand tools such as shovels, rakes, forks, and brooms in grounds maintenance work and to plant and care for trees, shrubs, and flowerbeds from ground level.

4. Performs semi-skilled work related to the City’s sanitation operations including work related to the City’s recycling center and landfill, the maintenance of trash and recycling containers, illegal dumping clean-ups, and other related work.

5. Performs manual work in the removal of trees and brush (from ground level), leaves, trash or refuse, and in the installation or replacement of benches, fences, posts, rail, or non-street related signs; and maintains restrooms and other facilities. Hoists tool and equipment to Tree Trimmer and lowers branches with ropes and or block and tackle. Positions and steadies ladders. Assists in removing branches and tree trunks, stumps, etc.

6. As part of the City’s Emergency Snow Operations, drives city plows and uses other vehicles and equipment to treat, plow and shovel snow on city streets, city parks, city-owned properties, sidewalks, handicapped ramps, and bus shelters.

7. Drives trucks as necessary. Operates dump truck to haul and/or remove a variety of materials in the support of various operations.

8. Performs safety checks before and after operating vehicles and equipment. Maintains tools and equipment utilized including preparing and servicing assigned equipment with fuel, lubricants, and accessories. Drives trucks as necessary. Operates tow behind compressor powered tools, circular saws, pumps, generators, air hammers, tractor, and other power driven equipment. Operates a wide variety of equipment, including but not limited to: string trimmers, mowing equipment, on and off road motor vehicles, snow blowers, dump trucks, tractors, hedge trimmers, wood chippers, and water pumps.

9. Operates motorized blowing equipment for leaf collection and pick-up such as handheld and back pack leaf blowers, push behind leaf blowers, lawn mowers with leaf attachments, and other similar power tools and equipment.

10. May operate a Bobcat Skid Street or Toolcat and John Deere Tractor equipped with a loader attachment on straight time or during sidewalk snow clearing operations. May load up to two trucks with this equipment type of equipment during overtime assignments.

11. May operate complex equipment for training purposes or on a relief or emergency basis such as pay loaders or street sweeping machines for up to four (4) hours for training purposes or one (1) hour during an emergency situation during regular business hours.

12. Utilizes a variety of hand tools; leaf blowers and machines, water pump, rake, shovel, snow blower, chainsaw and hay cutter.

13. May assist and work under the supervision of a carpenter, electrician, mason, mechanic, or other trades workers on major maintenance or repair jobs by performing semi-skilled tasks in the repair and maintenance of buildings, facilities, and equipment; including, rough carpentry, minor plumbing, and painting. Maintains buildings, restrooms, parking lots, garages, and other related duties.

14. Performs semi-skilled tasks; loads and unloads supplies, patches potholes, maintains grounds, prepares asphalt materials and cement. Removes snow, sand, and debris from streets.

15. May perform work associated with the installation of drainage systems related to City owned properties and parks, streets, or public spaces.

16. In support of Parks and Recreation’s and/or City sponsored events provides information and assistance to visitors. Performs traffic control services and parks cars at recreational or athletic events at off-city street locations. Performs related work as required.

17. Follows safety procedures and practices at all times, and wears protective clothing and equipment as is necessary and required. With proper training, may perform work related to creating a safe work environment for work crews including serving as a traffic flagman, following trench safety measures, and other related duties.

18. Performs related work as is required.

KNOWLEDGE, SKILLS AND ABILITIES REQUIRED:

A general working knowledge of street, parks, sanitation, property management, and grounds maintenance work responsibilities. A working knowledge about the care and maintenance of lawns, shrubs, plants, playground and irrigation equipment. A working knowledge about street construction and maintenance including work associated with paving crew. A strong working knowledge about pothole repair. A strong working knowledge about snow plowing and snow removal operations and methods for streets, sidewalks and related area, and an understanding about the proper usage of anti-icing agents. A working knowledge of safety procedures and practices. General knowledge of construction and maintenance trades. Strong working knowledge about safe operation for vehicles and equipment. Working knowledge about grading and drainage, Ability to work in a professional manner with other city employees, the public, and contractors. Ability to perform duties and operate assigned equipment in a safe and effective manner. Ability to perform preventive maintenance on assigned equipment, tools, etc. Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagrammatic form. Ability to work with other employees and to relate positively and professionally with the public. Ability to work cooperatively and deal effectively with all City personnel, the public, private contractors, and the media in a courteous and positive manner. Ability to perform semi- skilled tasks and manual tasks which require physical strength and endurance.

MINIMUM QUALIFICATIONS REQUIRED:

Graduation from high school or vocational technical schools, and two (2) years’ experience in site/civil construction, road paving and repair, in parks and grounds maintenance, landscaping, or an equivalent combination of training and experience. Six (6) months of experience performing manual labor and using hand tools and power tools.

LICENSE OR CERTIFICATE:

This job requires a CDL. CANDIDATES ARE REQUIRED TO OBTAIN a CDL within six (6) months of THE DATE OF HIRE. If the candidate cannot obtain CDL certification they will be Terminated.
Connecticut CDL, Class B License. Certification by DEEP as a Pesticide Applicator in accordance with Sec. 22a-54 CGS desirable.

PHYSICAL EXERTION/ENVIRONMENTAL CONDITIONS:

Performs duties in extreme weather conditions, including heat, cold, rain, or snow. Must wear protective clothing and safety equipment. Must be able to lift and/or carry objects of medium to heavy weight. Exposed to hazardous conditions during routine work and in general emergencies.

Physical strength and agility sufficient to do heavy manual work.

PROBATIONARY PERIOD: The probationary period for this position shall be twelve (12) months.

PASSING GRADE: The minimum passing grade is 70%.

DURATION OF EMPLOYMENT LIST: A certified employment list shall be in effect for one year from the date of its establishment by the Civil Service Commission. The Civil Service Commission, may, upon the showing and finding of exigent or extenuating circumstances, extend the duration of the list when it is in the best interest of the City. However, in no case shall any certified employment list remain in force for more than two years.

RULE OF THE LIST: The Appointing Authority is sent all names on the certified employment list for employment consideration.

PHYSICAL EXAMINATION: Prior to beginning work, the successful candidate must complete and qualify on a City medical examination (including a drug screen) and a background investigation.
