                          JOB DESCRIPTION

 

 

BPMA                                                                                 Hourly Range $30.80-42.85        

 

 

POSITION TITLE:               Public Works Engineer I

 

REPORTS TO:                    Manager of Engineering Services

 

SUPERVISES:                     NA

 

PURPOSE OF POSITION:    This is advanced engineering and supervisory work in the operation of a Public Works facility or in the study, design, and construction of Public Works projects. Work involves supervising and participating in the design, planning, and scheduling of projects, the inspection of materials and workmanship, and the management of the projects, including overseeing the work of contractors and consultants. It also involves the performance of special studies and projects, writing reports of findings, the preparation of environmental documents, and meeting with individuals and groups to discuss Public Works issues, assisting in budget preparations, coordinating public meetings and issuing construction permits.

 

ESSENTIAL FUNCTIONS:

 

Supervises and participates in the design of streets, sanitary and storm sewers, bridges, sidewalks, traffic signals, wastewater facilities and equipment, and other structures.

 

Manages projects performed by outside agencies, preparing or reviewing plans and bid documents, ensuring code compliance and meeting with contractors and consultants, setting and adjusting schedules, and recommending approval or rejection of completed work.

 

Provides oversight and participates in the inspection of construction, maintenance, or repair work in progress, testing materials, evaluating construction methods, and determining code compliance and adherence to specifications.

 

Provides oversight and participates in engineering studies, analyzes areas of concern, planning, scheduling, overseeing, reviewing, and evaluating the work of subordinates, prioritizing and coordinating work projects, ordering parts and supplies, and providing technical support.

 

Meets with local utility representatives, interested groups and members of the public to explain policies, discuss details of projects, answer questions, and resolve complaints.

 

Prepares environmental documents for federal aid projects and compiles progress and other technical reports.

 

Assists in the development, updating and maintenance of the city land base on the computer aided mapping system. 

 

Assists in the development and maintenance of City GIS system.

 

 

ESSENTIAL FUNCTIONS: (CONTINUED)

 

Coordinates City responsibilities as the responsible charge on federal highway construction projects, ensuring that plans comply with state standards and specifications, that plans are available when needed, and that projects are completed on schedule.

 

Performs other related duties as assigned or as the situation dictates within the scope of this classification.

ESSENTIAL KNOWLEDGE, EXPERIENCE AND ABILITY:

 

Knowledge of the engineering principles, practices, and procedures as applied to design, construction, traffic engineering, street maintenance, or environmental engineering.

 

Knowledge of the methods of project inspection, technical research, compiling reports, presenting findings, and making recommendations.

 

Knowledge of the sources of PUBLIC WORKS ENGINEERing information.

 

Skill in the preparation, interpretation, and verification of engineering plans and specifications.

 

Ability to plan, schedule, supervise, and evaluate the work of subordinates involved in projects or the operation or maintenance of a Public Works facility.

 

Ability to oversee and evaluate the work of private consultants and contractors.

 

Ability to meet with representatives of local utilities, concerned groups and individuals to discuss policies and projects.

 

Ability to conduct engineering studies, analyze areas of concern, and make recommendations for optimum courses of action.

 

Ability to assist in budget preparations and to forecast material, equipment, and manpower needs.

 

Ability to understand and follow both written and oral instructions.

 

Ability to communicate effectively with consultants, contractors, supervisors, coworkers

and the general public.

 

Ability to adhere to safety policies, procedures and guidelines.

 

ESSENTIAL EDUCATION, CERTIFICATION AND/OR LICENSES:

Bachelors degree in Civil Engineering or a related engineering field from an ABET accredited college with a minimum 4 years experience.

 

Must become certified as an Engineer in Training by the end of the introductory employment period (6 months).

 

Experience with any of the following would be preferred for this position:

ArcView, ArcEditor, ArcInfo, ArcServer, ArcSDE, Auto CAD and/or Microstation

 

ESSENTIAL PHYSICAL DEMANDS AND TYPICAL WORKING CONDITIONS:

 

The physical demands and work environment characteristics described here are representative of those that must be met by an employee to successfully perform the essential functions.

 

Work is performed indoors and outdoors and requires a considerable amount of physical activity, including extended periods of sitting, walking, standing, kneeling, bending, crouching, reaching, stooping and climbing.  An incumbent must have the ability to transport themselves to and from various locations throughout the City and surrounding jurisdictions, and must have the ability to maneuver over rough terrain and construction sites on foot.  Duties also require the ability to maneuver over rough terrain and construction sites on foot.  Duties also require the ability to tolerate an indoor and outdoor work environment that includes contact with or exposure to dirt, dust, noise, poor lighting, confined spaces, dampness, wetness and inclement weather conditions.

 

An incumbent must also possess the hand-eye coordination and manual dexterity necessary to use hands and arms to reach, finger, handle, grasp and feel; climb in and out of vehicles and operate the following: vehicles, computers, tools, and any other equipment that issued to perform the essential functions of the job.

 

Noise level is usually moderate.  Vision abilities, correctable to normal ranges, include close vision, distance vision, peripheral vision, depth perception and the ability to adjust

focus.

 

Communication abilities include the ability to talk and hear within normal ranges.

 

Work requires interaction with the general public, and may be stressful when dealing with irate citizens and/or time constraints.
