General Statement of Duties
The City of Eugene is seeking a dynamic, community-focused and equity-centered leader for the City's cross-departmental Public Space Team that is focused on coordinating responses related to unsheltered individuals. The Public Space Team Incident Commander works as part of the Planning and Development Department's Curbside Services Team in the Administration Division. This position will report to the Curbside and Administrative Services Director and will oversee and coordinate a team of professionals while working closely with City leadership. The position will not initially have direct reports.
The Public Space Team Incident Commander will work across City departments and with external partners to ensure coordination of services to respond to unsheltered individuals in our community such as contracted outreach service providers for high-priority encampments, vehicle camping response, debris removal, and responses to community needs related to the City's camp response processes.
This position will be responsible for coordinating the City's efforts to provide effective, outcomes for Public Spaces, with the highest levels of community and customer service. To do so, the Public Space Team Incident Commander will need to possess excellent communication skills-including listening, writing, and public speaking-and be able to exercise sound judgment and real-world problem-solving in complex situations while staying focused on achieving the desired results. This leader will have the ability to bring a wide cross-section of stakeholders together to mitigate reported and observed impacts of unsheltered homelessness in Eugene.
The Public Space Team Incident Commander will play an integral role in leading the City's coordinated response efforts and provide key insight to City leaders on unsanctioned camping impacts and status, mitigation strategies and cleanup efforts. The Public Space Team Incident Commander will provide guidance on developing policy and protocols, oversight and evaluation of data and outcomes, and collaborate on external engagement and communication strategies. The successful candidate will be a leader who has a demonstrated commitment to diversity, equity and inclusion and the ability to make decisions using an equity lens and long-range vision.

Work Location: 99 W 10th Ave, Eugene, OR. Must reside in the state of Oregon and be able to report onsite for work as needed.

Work Schedule: Monday - Friday, 8:00 AM - 5:00 PM. This position requires flexibility per business need and can expect to work some evenings and weekends.

Non-Represented Retirement Program: Upon eligibility, the City will contribute an employee contribution of 6%, as well as the employer contribution, to a retirement program administered by the Oregon Public Employees' Retirement System (PERS). In addition, the City will pay a 3% contribution to a deferred compensation program if the employee contributes at least 1%.
Bilingual Pay Benefit: This position qualifies for up to an additional 5% of base salary for bilingual pay. Please see "Supplemental Information" at the end of the posting for more information.

Examples of Duties Performed - Duties may include but are not limited to the following
Program Management:
  • Coordinating work performed by cross-functional teams through the City's Public Space Team that is composed of City employees and contractors, ensuring compliance with policies, environmental standards and regulations.
  • Assessing and responding to staff and homeless encampment safety concerns as they arise and engage with law enforcement and public health representatives as appropriate.
  • Identifying hazards and suspending work to contract with specialized vendors when necessary.
  • Making crucial decisions, managing operational challenges, and provide advice regarding best options to resolve difficult issues.
  • Responding and initiating remedies to customer requests, inquiries, and complaints. Maintaining appropriate records and providing required reports and documentation.
  • Working within and informing the current policy context/guidance from City leadership.
  • Making recommendations and leading changes to policies, procedures, city code, admin orders, and ordinances.
Policy and Communications:
  • Developing and maintaining an effective relationship with City leadership and other local government officials, and the public at large; representing the Public Space Team, department and the City before local government bodies and community organizations.
  • Communication with City staff, including the Homeless Services Team, other public agencies and private vendors to execute complex and sensitive cleanup operations.
  • Serving as an expert on response strategies related to unsheltered homelessness, including encampment response processes and the requirements that govern encampment removals.
  • Monitoring best-practices and emerging strategies in other West-Coast and similarly sized cities across the country and analyze those strategies for potential implementation in Eugene.
  • Analyzing operations data to inform decision-making.
  • Creating written internal and external communications and reports in collaboration with the Communication Manager.
  • Creating and delivering presentations and conducting media interviews as needed.

MINIMUM QUALIFICATIONS:
Combinations of experience and education which meet the minimum qualifications will be considered.
Experience:
Five years of responsible professional experience, preferably in the public sector, including at least one year of program administration and supervisory experience.
Education:
Equivalent to a Bachelor's degree from an accredited college or university in a related field.
Required Licenses:
Valid Oregon driver's license, or ability to obtain by date of hire; must pass driving records check and, if hired, maintain a driving record that meets the City's standard. Oregon law requires that an out-of-state license holder must obtain a valid Oregon license (with appropriate endorsements) within 30 days of becoming domiciled in the state (ORS 803.355).

  • Applicable Federal, State, and local laws, rules, polices and regulations for work areas.
  • Incident Command concepts and systems, emergency management, municipal organizational principles and practices.

  • OSHA rules/regulations and best practices for ensuring employee safety.
  • Principles and practices of supervision, training, and performance evaluation.
  • Research and data analysis methods, techniques, and procedures.

Skills in:

Salary and Benefits
The normal starting salary is the first step shown on the posting. Other placement in the salary range may be considered depending on qualifications and experience. Periodic advancement through the salary range is dependent upon merit.
