Description
It is the mission of the Kentucky Department for Libraries and Archives to provide information access for the citizens, businesses, and agencies of the Commonwealth. To help the state maintain its competitive edge, the department offers comprehensive services which assure that our clientele has access to information resources: virtual, physical and human. As one of 10 state agencies in the country to combine library, archival, and Public Records programs, the department is uniquely positioned to meet these needs.
This position will be in the Local Records Branch and will serve as the Branch Manager as the liaison to local government officials, and other agencies. This will include public libraries, county clerks, sheriffs, fiscal court members, as well as public school districts.
The successful candidate for this position will have experience and knowledge of library services and systems. A passion for information literacy and a dedication to quality customer service is highly preferred.
Responsibilities include, but are not limited to, the following:
  • Plans, develops, coordinates, and administers programs and services of the Local Records Branch including the Local Records Grants Program.
  • Maintains close liaison with organizations representing local governments officials.
  • Prepares, presents, and oversees records management training to organizations and directly to local government agencies.
  • Travels to all areas of Kentucky to provide training and meeting with local staff.
  • Communicates regularly with customers, government agencies and archives and records management professionals.
  • Writes professional analyses and reports, including monthly narrative and statistical report for the Division Director.
  • Supervises professionals and paraprofessional staff providing archival and records management assistance to local government agencies throughout the state.
  • Monitors fiscal and program reporting requirement of the Local Records Grants Program.
  • Coordinates preparation of Local Government Records Retention Schedules for presentation to the Records Retention Advisory Committee and the State Archives and Records Commission.
  • Performs other duties as assigned.

Minimum Requirements
EDUCATION: Graduate of a college or university with a bachelor's degree.

EXPERIENCE, TRAINING, OR SKILLS: Four years of professional experience in records management, micrographics, document preservation, or archival experience in one or more of the following areas: appraisal, accessioning, description, and/or the arrangement of documents.

Substitute EDUCATION for EXPERIENCE: Graduate study in archival studies, records management, history, library science, public administration, business administration, or related field will substitute for the experience on a year-for-year basis not to exceed two years.

Substitute EXPERIENCE for EDUCATION: Additional professional experience in one or more of the above areas will substitute for the education on a year-for-year basis.

Work is performed in an office/library environment.
Probationary Period
This job has an initial and promotional probationary period of 6 months, except as provided in KRS 18A.111.
