Job description

Under administrative direction, is responsible for managing and coordinating complex administrative projects or activities that require a high degree of specialized knowledge. Conducts research, provides data, makes recommendations, and implements solutions to achieve project goals and objectives. Exercises direct supervision over assigned staff.

The ideal candidate will be primarily responsible for: 1) leading department-wide data modernization efforts as well as data/technology infrastructure initiatives, 2) representing the department as a leader in City-wide efforts to implement data governance practices and standards, 3) actively contributing to department-wide performance and quality improvement initiatives, 4) Utilization and management of largescale Public Health information systems and departmental databases, and 5) Developing and implementing training across the department to enhance foundational capabilities in Data Infrastructure, science, and evidence-based Public Health work.

This position is an "unclassified" position and has no disciplinary appeal rights to the Municipal Civil Service Commission. This position is likewise subject to at-will employment status and can be terminated at any time for any reason.

The San Antonio Metro Health District (SAMHD) provides Public Health services to clients, which may include risk for exposure to and possible transmission of vaccine-preventable diseases. Employees in high-risk positions will be required to obtain relevant immunizations, per SAMHD Policy DM13.2. Review and consideration will be given to requests for exemption from this policy.

Work Hours
7:45 a.m. - 4:30 p.m., Monday - Friday
  • Manages and coordinates projects and activities between various divisions, City departments, public agencies, and/or private sector representatives; leads the department's contribution to City-wide data governance initiatives, which includes tracking of the department's databases, data systems, data standards and practices, as well as reporting mechanisms.
  • Seeks and evaluates information from a variety of sources; provides specialized reports as requested by management; works with Operation and Quality Assurance leads to develop standards and methodology for accurate tracking of metrics, demographic data, and health outcomes across programs of the department.
  • Oversees coordination between divisions/departments throughout duration of projects; tracks data, metrics, and evidence related to health outcomes and social determinants of health; standardize the use of timely, disaggregated, and targeted data within programs and prepares and delivers presentations.
  • Coordinates and prepares reports and correspondence in response to requests for information from City Manager's Office and Mayor & Council Offices; may also prepare City Council agenda material such as ordinances, council memos, etc.; apply advanced data visualization skills for creation of reports, presentations, dashboards, and other data products.
  • Suggests and implements management solutions to address new or ongoing problems within department or division.
  • Develops and administers data-related mentorship and training across the department as part of data modernization efforts. Manage largescale Public Health and healthcare databases, including hospital discharge (inpatient, outpatient, emergency department, charges and billing), Trauma & EMS registry, Vital records, Texas Cancer Registry.
  • Serves as departmental/divisional representative at conferences and meetings.
  • May supervise, train, and evaluate staff, with continuous conversations, listening and communicating through various methods.
  • Projects assigned may include occasionally lifting/carrying up to 15 pounds and visiting different departments or work sites.
  • Performs related duties and fulfills responsibilities as required.

  • Bachelor's Degree from an accredited college or university.
  • Three (3) years of increasingly responsible experience in planning, business, finance, or a related field.
  • Two (2) years of supervisory experience.
Preferred Qualifications
  • Master's degree from an accredited graduate school, with focus in Public Health, Epidemiology, Public Health Informatics, Health Informatics, Business Analytics, Population Health Science, Data science, Biostatistics or related field AND three (3) years of experience working in a setting with increasing roles and responsibilities related to Public Health informatics or population health sciences.
  • Experience leading data-related efforts and strategic plans within Public Health and government organizations.
  • Experience and training in data analysis and visualization.
  • Experience working on Data Infrastructure, data systems, or data interoperability initiatives within large organizations.
  • Experience working in a Public Health IT setting to secure and streamline the use of data systems within Public Health.
  • Experience working or collaborating with Public Health-related government agencies, initiatives, organizations, and databases such as the Census Bureau.
  • Experience working with a variety of data products from largescale data sources such as US Census.
  • Knowledge of core methods, principles, and practices within Public Health informatics, such as data interoperability, data-informed decision-making, and Public Health Data systems.
  • Knowledge of major quality assurance/performance improvement standards in Public Health (e.g. results-based accountability), national Public Health frameworks, and organizational Public Health entities such as PHAB.
  • Knowledge of state and federal Public Health Databases and disease registries.
  • Skills in preparation and successful execution of oral presentations in front of an audience.
  • Ability to effectively explain data, evidence, and statistical analyses in a way that is understood by a lay audience and non-expert individuals.
  • Ability to lead a team of individuals on multi-sector projects and multi-stakeholder collaboratives related to data and technology infrastructure.

  • Unless otherwise stated, applicants are permitted to substitute two years of related full-time experience for one year of higher education or one year of related higher education for two years of experience in order to meet the minimum requirements of the job. One year of full-time experience is defined as 30 or more hours worked per week for 12 months. One year of higher education is defined as 30 credit hours completed at an accredited college or university.

  • Ability to communicate clearly and effectively.
  • Ability to establish and maintain effective working relationships with employees, management and the general public.
  • Ability to perform all the physical requirements of the position, with or without accommodations.
  • Working conditions are primarily inside an office environment with occasional exposure to hazardous materials, bodily fluids, infectious diseases and unfavorable fumes, vapors and odors.
