GENERAL DESCRIPTION:
The Station Captain is responsible for the operation and maintenance of the Crash Station, overseeing the supervision of the specialized crash/fire/rescue apparatus and the crews' direction assigned to their respective units. The incumbent will have some input into setting a budget and may be required to supervise a small number of lower-level firefighters.

  • As the Station Captain, provides immediate oversight and direction of day-to-day operations at a fire station for an assigned shift. Supervises two or more crews, including a Crew Chief (PSFF06 or military equivalent), three or more firefighters, at least one Driver-Operator/Firefighter II (PSFF05 or military equivalent), and one piece of motorized firefighting equipment in firefighting and crash/rescue operations. Plans and assigns work to be accomplished by subordinates based on priorities and deadlines, selective consideration of the difficulty and requirements of assignments, and employees' capabilities. Coordinates with chiefs on other shifts concerning matters of work accomplishment, training, priorities, and procedures. Provides recommendations to higher levels of supervision for appointment, promotion, retention, and reassignment of employees. Counsels employees on work and basic terms of employment and benefits. Identifies developmental and training needs of station personnel and makes arrangements to meet those needs. Hears and resolves employee complaints and refers to complaints and group grievances to the supervisor for resolution. Initiates and advocates corrective and/or adverse action for performance or conduct. Schedules leave. Directs and participates in practice drills and training classes for assigned stations. Writes/recommends airman and civilian performance standards, advises subordinates in advance of performance expectations, and evaluates performance. Recommends appropriate recognition and feedback for employee performance and contributions. Practices sound position management by periodically reviewing functional assignments to ensure position descriptions are accurate. Ensures employees maintain appropriate certifications. Supports the agency’s EEO program by allocating personnel to participate in community outreach and recruitment programs to ensure the full cooperation of employees with EEO office officials. Prepares reports for the supervisor concerning fire runs, training, maintenance, inspections, or other topics. Performs special assignments/projects as required by the supervisor. Supervises and participates in the DoD Fire and Emergency Services Firefighter Certification System for the station.
  • Directs the operation of firefighting vehicles such as pumpers, aerial ladder trucks, and crash-rescue trucks. Directs crew(s) to the fire scene following a predetermined route or selecting an alternate when necessary. Supervises firefighting vehicle(s) positioning considering factors such as wind direction, rescue, sources of water, hazards from falling structures, and location of armament on aircraft. Takes charge of all firefighting activities at the scene in the Fire Chief or Assistant Fire Chief's absence. Directs the operation of pumps, turrets, extended waterways, ground-sweep nozzles, and other similar equipment. Determines proper pressures, the number of lines, and relay requirements to the booster pumper. When operating a crash truck, maneuver the vehicle to keep the fire in optimum range while ensuring that backflash or flashover will not occur. Maintains a constant awareness of levels in self-contained breathing cylinders and warns other firefighters when cylinders are close to running dry. Directs the training of other firefighters on driving vehicles and operating equipment.
  • Supervises the performance of crash/rescue and firefighting duties at airfields handling complex aircraft (e.g., firefighters, bombers, cargo, passengers). Aircraft carry large volumes of fuel, conventional and sometimes nuclear weapons, and/or highly flammable or explosive cargo. Maintains a constant awareness of the frequent changes in cockpit design, ordinance placement, and cabin layouts to determine how they affect rescue and firefighting difficulty. Directs water application through turrets, extended waterways, and handlines to cool weapons and ammunitions during the rescue and operation or deactivation of specialized mechanisms and systems such as hatch or canopy release mechanisms, ejection seat mechanisms, or oxygen supply systems. Sometimes uses special tools developed for the particular mechanism. Performs standby duty during aircraft refueling and defueling, engine maintenance and testing, welding and burning on fueled and/or armed aircraft, ammunition handling, or other special circumstances.
  • Supervises the performance of structural firefighting duties for various facilities, including research and/or large industrial complexes. Performs pre-fire planning by physically going through structures to become familiar with the layout, fire hazards, and location of fixed fire protection systems. Supervises firefighters in performing hazardous materials (HAZMAT) and risk assessment techniques in completing the initial incident analysis. May assist in the development of special protective services for structures imposing extreme hazards. Supervises employees in controlling and extinguishing fires by operating hoses, ladders, and hydrants. Explains classification determinations and other personnel policies and procedures to employees.
  • Supervises the rescue of personnel and immediate first aid measures to alleviate further injury and prepare the victim(s) for transport to a medical facility. Uses direct pressure and/or tourniquets to stop bleeding, checks windpipe for obstructions performs CPR, and/or provides other appropriate assistance. Directs and participates in regular training and exercises as required.
  • Supervises the maintenance of firefighting equipment and fire station facilities. Directs and/or demonstrates functional tests and inspections. Directs /demonstrates preventive maintenance on equipment and housekeeping duties associated with facilities.
  • Complies with health, safety, security, and environmental rules and procedures and performs work to enhance the safety of the work environment. Ensures federal, state, and local protection/prevention ordinances and building codes concerning health, safety, security, and the environment are strictly adhered to. Uses and assures proper fit of required safety equipment and clothing. Reports all known violations to the proper authorities when discovered.
  • Performs other tasks assigned by the Fire Chief, Deputy Fire Chief, or Assistant Fire Chiefs.

KNOWLEDGE:


  • Knowledge of personnel management
  • Knowledge of how to develop and maintain a high level of competency within the National Incident Management System.
  • Knowledge of Emergency Scene management and complex operations.
  • Knowledge of the theory, principles, methods, techniques, and practices of firefighting and rescue operations.
  • Knowledge of the operation of fire department communications equipment.
  • Ability to operate and direct others in operating under stressful and dangerous conditions.
  • Ability to formulate and effectively implement firefighting/emergency response plans and to direct personnel in such operations
  • Ability to communicate effectively, both orally and in writing.

Education:
Bachelor's Degree (typically in Firefighting)
Experience:
0-1 year of progressive work experience (typically in Firefighting) with acquired knowledge at the level of a Firefighter II

Necessary Special Requirements



PHYSICAL WORKING CONDITIONS:


  • Physical Demands: Perform strenuous physical activities such as lifting heavy firefighting equipment, climbing standard, and aerial ladders, and lifting and carrying people and equipment for rescue and salvage. This position falls under the respiratory protection program, hearing conservation program, and requires the ability to discern colors, contrast, and depth.
  • Work Environment: This position is considered mission essential and will require the incumbent to work a 56-hour workweek that includes weekends and holidays. Firefighters are regularly exposed to a variety of dangerous situations such as fires that are out of control, toxic spills, or possible explosions. Hazards include Burns, dehydration, and other effects of heat, smoke inhalation, falling materials, or explosions; Exposure to toxic materials and chemical, biological, radiological, nuclear, and explosive agents; Physical injury and sensory damage from firefighting activities and noise levels; Dealing with victims in varying stages of fright, panic, and injury; Operating or riding on fire truck under adverse conditions.
