Job description

The Department of Mental Health (DMH) is seeking a dedicated and energetic professional to join our dynamic team as the Northeast Area Provider Network Specialist (PNS). The ideal candidate will enjoy collaborating with high performing teams while providing effective leadership and ensuring accountability across multiple domains. Additionally, the selected candidate will collaborate with the Northeast Quality Management Team, Site Directors, Area Leadership, and Providers to ensure clients receive high quality services with a commitment to equity and accessibility.

The Provider Network Specialist (PNS) supports the Department of Mental Health (DMH) Area and Site offices in its contract and performance management functions The PNS participates in work groups as assigned to develop, implement, monitor, and improve contract and performance management processes. In this role you will have the opportunity to improve outcomes by facilitating clear and continuous communication that ensures quality standards are met across the Northeast Area. Please note: 40 hours per week, Monday – Friday 8:30am -5:00pm, Saturday/Sunday off

DETAILED STATEMENT OF DUTIES AND RESPONSIBILITIES

  • Review, summarize and analyze data from multiple sources (e.g., billing and utilization data, quality measures, licensing reports, meeting minutes, service contracts, etc.) to assess compliance with contract and service requirements and performance trends.
  • Provide recommendations on areas of improvement for state operated and contracted programs and track progress of performance improvement initiatives, corrective action plans and other follow-up actions.
  • Assist with administrative contract management tasks (e.g., invoice approval, record reviews, data quality audits).
  • Develop tools to monitor contract/program compliance, performance, and improvement.
  • Update, modify, and/or develop correspondence, meeting agendas, minutes, materials, and schedules.
  • Develop and deliver training and technical assistance on contract-related processes and priorities (e.g., data submission, billing, contract expectations, etc.).
  • Attend and/or assist in convening internal and external meetings related to provider performance.
  • Regularly share information, analysis, and recommendations with Area Leadership, DMH Site Offices, and provider representatives.
  • Serve as a resource and content expert for Site and Area personnel related to contract compliance, trends, outcomes, and performance.
  • Coordinate within the Area, across Areas, and with Central Office to ensure alignment of service standards and expectations.

QUALIFICATIONS REQUIRED AT HIRE

  • Demonstrated knowledge of contract management, quality management and/or compliance processes.
  • Familiarity with the types of health and human services community programs.
  • Knowledge of methods for qualitative and quantitative review, summary, and analysis.
  • Ability to effectively organize and assist in the facilitation of meetings, including preparing meeting agendas, documenting, and tracking follow-up tasks, presenting materials, etc.
  • Ability to apply performance and contract management strategies to address inequity and structural racism.
  • Ability to work cooperatively and effectively with DMH and provider staff.
  • Ability to work both independently and as part of a team.
  • Ability to prepare and provide written and oral and reports in a clear and precise manner.
  • Ability to maintain accurate records.
  • Willingness to travel for job-related purposes.
  • Proficient in Microsoft Applications, including Excel, Word, and PowerPoint.

Preferred Qualifications

  • Highly organized and ability to prioritize multiple tasks.
  • Strong communication and facilitation skills.
  • Commitment to supporting the delivery of person-centered, trauma-informed practices that are evidence-based and effective in promoting recovery.
  • Training and experience with quality improvement processes.
  • Experience with state mental health systems and services preferred.
  • Lived experience of having received mental health services and/or a mental health diagnosis preferred.
  • Experience with project management.
  • Includes travel to Site offices and provider locations.

Qualifications

MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) four years of full-time, or equivalent part-time, professional, administrative or managerial experience in business administration, business management or public administration the major duties of which involved program management, program administration, program coordination, program planning and/or program analysis, and (B) of which at least one year must have been in a supervisory capacity, or (C) any equivalent combination of the required experience and the substitutions below.

Substitutions:
I. A Bachelor's degree with a major in business administration, business management or public administration may be substituted for a maximum of two years of the required (A) experience.*

II. A Graduate degree with a major in business administration, business management or public administration may be substituted for a maximum of three years of the required (A) experience.*

III. A Bachelor's or higher degree with a major other than in business administration, business management or public administration may be substituted for a maximum of one year of the required (A) experience.*

  • Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.

NOTE: No substitutions will be permitted for the required (B) experience.
