Job Summary
Under a Professional Engineer's general supervision, performs protective relaying and control duties for power electric systems and large equipment.
Responsibilities
Provides functional direction and supervision and assigns work within the department on a project basis as directed by management. Develops relay protection and controls design, including relay settings, fault analysis, coordination studies, problem-solving/troubleshooting. Develops and/or reviews protective relay settings, relay setting basis, Intelligent Electronic Device (IED) Data maps, and Supervisory Control and Data Acquisition (SCADA) points list. Creates general layout and detailed drawings for protection engineering related projects. Delivers accurate and thorough electrical designs that meet industry standards, specifications and prudent engineering practices. Reviews design plans, markup, review, and approval of electrical one-lines, wiring diagrams, and P&C schematics. Provides onsite/remote support to substations or generating facilities in the areas of guidance, installation, troubleshooting, testing, and startup/commissioning. Ensures compliance with NERC Regulatory Standards. Provides oversight of outsourced projects and resources. Inspects construction sites for the preparation of progress reports pertaining to adherence of design, specifications and schedule. Develops standard relay protection drawings and material list. Assists in the evaluation of protection system operations and system failures, along with appropriate resolutions, to provide support to operations on unplanned maintenance. Works directly with the Electric Engineering Department to ensure that planning activities are consistent with the needs of energy demanded. Completes other duties as assigned.
Knowledge, Skills, and Abilities
Knowledge of National Electrical Code, National Electrical Safety Code, and applicable governing regulations and codes. Knowledge of computer systems and appropriate software and program applications. Knowledge of methodology and practices of relay, substation construction, equipment and operations. Knowledge of relay and control functional one-lines, Alternating Current (AC) & Direct Current (DC) elementary drawings and wiring diagrams. Knowledge of protective relaying and principles of automation and control for Schweitzer Engineering Laboratories (SEL) protective relay products and software such as SEL AcSELerator, SEL WaveWin. Experience with SCADA controls protocols such as DNP & MODBUS. Knowledge of ASPEN Oneliner or equivalent software and familiarity with SCADA systems, Remote Terminal Units (RTUs), and Real Time Automation Controllers (RTACs). Knowledge of CAD software applications. Knowledge of safety rules and regulations. Knowledge of relay protection involving logic diagrams, calculations report, relay database management, and coordination studies. Skills working with distance relays, line differential relays, transformer differential relays, bus differential relays, breaker failure relays, feeder protection relays, generator interconnection relays, motor protection relays, and arc-flash detection relays. Strong writing skills to develop reports reflecting the work activities and to evaluate these reports from a standpoint of cost and efficiency. Considerable interpersonal skills in dealing with developers, property owners, and utility departments to coordinate the work. Computer skills in Microsoft Office programs. Strong oral and written communication skills in English. Ability to program relay settings and logic in relay software and prepare settings documents for field technicians. Ability to exercise sound judgment in coordinating safety of personnel and equipment during normal operations and emergencies. Ability to interpret regulations and codes. Ability to prepare oral and written reports. Ability to compile and prepare cost estimates. Ability to apply Project Management concepts such as planning, project initiation, execution, and closeout.
Education & Experience Requirements
Bachelor's Degree in Electrical Engineering or a related field from an Accreditation Board for Engineering & Technology (ABET) accredited university and three (3) years of increasingly responsible professional and electrical related planning experience. Individuals with a Master's degree in engineering may be considered for entry into the organization at this level.
Certificates, Licenses, Registrations
Requires a valid Texas Driver License, or receipt of a valid Texas Driver's License within 90 days of relocation to Texas and a safe driving record, as measured by company policy. A valid Engineering-in-Training (E.I.T.) Certificate from the State of Texas is preferred. Non-ABET accredited program graduates must possess an E.I.T. Certificate.

Ability to climb in and out of structure sites or buildings. Ability to work under extreme weather conditions including hot and cold ambient temperatures.
