JOB DESCRIPTION

Proposal Manager to support company-wide environmental programs in proposal administration - - tracking, coordination, development, and management - with physical representation in the Baltimore -Washington DC region. The selected candidate will manage and correspond with discipline specialists to develop and deliver both small- and large-scale proposal efforts including certifications, technical information, and cost estimates. The candidate must have a positive, highly-responsive attitude with strong organizational skills and attention to detail, and the ability to work with all levels of management and technical staff.

The Proposal Manager will promptly fulfill proposal inquiries and will lead the creation and preparation of company proposals, ensuring timeliness and accuracy. Their responsibilities will revolve around devising strategies to identify and secure opportunities, delegating tasks to various departments, and processing every proposal request.

Representative tasks may include but not be limited to the following:

  • Provide prompt response to qualified leads and deliver client-requested incidental documentation, project experience information, certifications, and other materials in a timely, professional manner.
  • Develop responses to requests for proposals (RFPs), requests for information (RFIs)and requests for quotes (RFQs) with technical team.
  • Coordinate and lead team reviews of proposal strategies, storyboards, win themes and content according to company proposal process.
  • Provide oversight of final proposal production, including desktop publishing, proofreading, editing, printing, and binding.
  • Coordinate proposal efforts with SMEs, contracts, contractors, subcontractors, finance, human resources, and others as necessary.
  • Prepare business development and project-specific presentations utilizing Microsoft PowerPoint and various other graphic tools.
  • Monitor status and schedule/timeline of proposal development-related documents for completeness, compliance with RFP requirements and inclusion of win themes and discriminators.
  • Receive, review, and extract all needed information from RFQ or RFI and disseminate their requirements to SMEs.
  • Deliver compliant, winning proposals and convincing RFIs.
  • Attend Client Proposal kickoff and informational meetings.
  • Request and attend debrief meetings for opportunities not won.

Additional responsibilities may involve the ability to develop, cultivate, and strengthen client relationships. The ideal candidate should have experience with both Federal (Defense, Homeland Security, Fish and Wildlife Service, National Park Service, etc) and State (Department of Transportation, Historic Preservation, Permitting, etc) agencies.

Qualifications:

  • Demonstrated project experience and or extensive knowledge of environmental and cultural resources industry.
  • Strong writing skills with ability to explain technical information clearly.
  • Detail oriented with the ability to understand complex information.
  • Solid communication skills in physical and virtual settings.
  • Experience with Department of Defense technical and contracting agencies preferred.
  • Experience with TxDOT (including pre-certifications) and other Departments of Transportation preferred.
  • Local and regional Baltimore Washington DC area knowledge and relationships with existing clients is strongly preferred.
  • Must have the ability to deal effectively with a wide variety of industry, government, and public contracts on project-related matters.
  • Strong analytical and problem-solving skills.
