JOB SUMMARY

The Property/Evidence Technician maintains the care, custody, and control of all property and evidence in the department. This is accomplished by taking possession of all property and evidence, logging, storing, ensuring chain of custody, and controlling until any and all evidence and property are no longer needed for investigation or evidentiary purposes. Assists the Senior Property/Evidence Technician with maintaining the Property/Evidence room for efficiency and integrity.

ESSENTIAL JOB FUNCTIONS

  • Maintains evidence by preparing and maintaining evidence logs, obtaining court orders, completing papers for final disposition of property, maintaining and purging of all records of operations, maintaining documents on asset forfeiture property, providing security for property or evidence, packaging and delivering drugs to drug lab for analysis, disposing of property, preparing, rotating and maintaining logs and tapes, assisting in preserving, packaging and transporting materials from crime scenes, weighing and measuring narcotics, duplication of audio and video files for court, testifying in court, and cleaning the property room and packaging area
  • Conducts required audits of records, money, weapons, narcotics, and inventories as required
  • Assists detectives by assisting in gathering materials at crime scenes, processing crime scenes, copying information for courtroom presentations, and typing statements when needed
  • Ensures that the chain of custody process is followed
  • Performs inventory/property management
  • Coordinates the auctioning of disposed property and locates qualified destruction facilities, and arranges for the final destruction of property by loading, transporting, and the unloading of evidence to various storage or approved disposal sites
  • Completes clerical tasks by processing and copying daily reports, running activity reports, assembling and typing prosecution reports, regulating auction services account, answering the phone and assisting callers, and disseminating reports to detectives
  • Maintains confidentiality of investigations, evidence and the owners of property
  • Researches the disposition of cases with the District Attorney’s Office, Federal Prosecutor, Juvenile Probation, Municipal Court or other agencies
  • Maintains a good physical condition and is able to lift and carry (up to 50 lbs.) while placing and removing property and evidence at different locations including onto and from shelves up to eight (8) feet high
  • Assists in the organization and maintenance of the offsite evidence/bicycle pound
  • Assists in maintaining the Property/Evidence Room in compliance with Texas Police Chief’s Association Certification Standards for Best Practices

OTHER DUTIES MAY INCLUDE

Assisting other workers with investigations or clerical functions as needed.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

Requires a High School Diploma and two (2) years of related work experience.

KNOWLEDGE, SKILLS, AND ABILITIES

  • Knowledge of departmental practices and systems.
  • Knowledge of or ability to learn federal and state laws and statutes pertaining to property and evidence, record keeping, and proper disposals.
  • Knowledge of or ability to learn best practices and procedures for proper handling and maintaining seized property and evidence, crime scene processing, maintaining and preparing evidence log files, and using the bar coding system.
  • Skilled in organization and ability to fulfill requests in a timely manner.
  • Skilled in using highly technical computer applications, such as GIS or CAD.
  • Skilled in the use of small office equipment, including copy machines or multi-line telephone systems.
  • Skilled in using computers for data entry.
  • Ability to maintain a professional demeanor and an orientation towards customer service.
  • Ability to supervise, organize, and communicate effectively.
  • Ability to follow safety measures in the handling of hazardous substances and biological hazards.
  • Ability to maintain constructive and cooperative working relationships with others.
  • Ability to exercise independent thinking within the limits of policies, standards, and precedents.
  • Ability to cooperate with fellow employees as a team member.

CERTIFICATION, LICENSE, AND SPECIAL REQUIREMENTS

Ability to pass a background investigation

Ability to pass a psychological evaluation

Ability to pass a polygraph

NCIC/TCIC certification

Valid driver’s license

Basic Evidence Technician Certification from the Texas Association of Property and Evidence Inventory Technicians (TAPEIT)

Job Type: Full-time
