JOB SUMMARY:

Coordinates and assists with all aspects of the Property Tax Department. Serves as a supervisor within the Property Tax division to include problem resolution, coordination of workloads, and implementing cross training.

ESSENTIAL FUNCTIONS AND RESPONSIBILITIES:

Assists Deputy Tax Commissioner | Property Tax processing the annual County Digest, which includes balancing digest between data from the Board of Assessors and Tax Commissioner’s Office, completing spreadsheets for millage rate certifications and Digest Summaries. Generate and verify consolidation sheets. Communicates with County Finance Department, Board of Education, Board of Assessors, and county municipalities.

Ultimately is responsible for the Mobile Home Digest.

Proficiently operate the Property Tax payment software.

Handle conversion to any new Property Tax software.

Knowledge of property types and classes, strata, millage rates, and exemptions.

Participates in the development and implementation of Property Tax statements.

Oversees the Delinquent Tax Agents in their responsibilities aiding in the delinquent tax processes.

Responsible for Property Tax Training for the Tax Commissioner’s Office, including Motor Vehicle Department, Call Center and Accounting.

Assists Property and Tax-Tag Supervisors in briefing employees on upcoming Property Tax regulation changes or internal policy changes. Identifies problems within area and recommends resolutions within each function to supervisor.

Answers all incoming emails

Compose professional letters to taxpayers, accounting firms, law offices, mortgage companies, etc. as needed.

Responsible for reject letters sent to taxpayers and maintaining Property Tax Reject Log.

Assists in resolving errors or problems, handling difficult customers over the phone and in person.

Assist in the Delinquent Tax Sale process.

Review Tax Sale Excess Funds Claims.

Handles most taxpayer mobile home issues including communicating with Building Permits on the moving of mobile homes, processing title transfers in DRIVES, and mobile home title bonds.

Assists Deputy Tax Commissioner | Property Tax with updates and queries in the Hall County Tax Commissioner database.

Compiles parcel information from Engineering and Finance with yearly energy costs to properly charge listed parcels for streetlight or storm water fees. This involves updates in the database.

Prepares specialized bills for heavy-duty equipment and timber sales.

Uploads tax bill data to online third party database for mortgage company processing.

Assists in the processing and adjustment of tax bills as requested by the Board of Assessors based on their correction orders.

Assists with Years Support Petitions and Bankruptcy Notifications plus filing claims.

May oversee daily operations of a satellite office.

Regular and predictable attendance is required.

MINIMUM QUALIFICATIONS REQUIRED:

Education and Experience:

Associates Degree in business, economics, accounting or related field preferred.

Three years related experience, with at least one years experience in a Tax/Tag division.

Any equivalent combination of education and experience which provides the minimum level of qualifications stated above.

Ability to utilize Microsoft Office, especially, Word and Excel.

Ability to learn Microsoft SQL Server

Ability to learn basic title processes in DRIVES

Licenses and Certifications:

None.

Knowledge, Skills, and Abilities:

Knowledge of training techniques and methods.

Thorough knowledge of County and State laws and regulations governing Property Taxes or automobile tag regulations.

Knowledge of supervisory techniques preferred.

Ability to comprehend and apply tax rules, regulations and collection procedures.

Ability to make mathematical computations and tabulations with speed and accuracy.

Ability to plan, assign, and direct the work of others.

Ability to communicate clearly and effectively, both orally and in writing.

Ability to establish and maintain effective working relationships with employees and the public.

ADA MINIMUM QUALIFICATIONS:

Physical Ability: Essential functions of this position continuously require the ability to remain in a stationary position (sitting or standing);operate a computer and other office machinery, such as a calculator, copier, and printer. Incumbents must continuously be able to think analytically; handle stress and emotion, concentrate on tasks, remember names and other details; examine and observe details; make decisions, and adjust to change. Incumbents must also continuously direct others; meet deadlines; stay organized; use math/calculations and use a keyboard/type.

Essential Functions frequently require the ability to move about inside the office; and move/transport items up to 25lbs.

Essential functions occasionally require the ability to bend body downward and forward by bending spine and legs, and twisting at the waist, hips or knees; reach overhead; push or pull; and repetitively use hands/arms/legs. Incumbents in this position are occasionally required to be on-call and work irregular hours.

Sensory Requirements: Essential functions regularly require the ability to use effective verbal and written communication; and use of hand/eye coordination and fine manipulation to use equipment.

Environmental Factors: Essential functions of this position continuously require the ability to either work with others or work alone.
