The Property Utilization team at Idaho National Laboratory (INL) is hiring a Property Utilization Technician to work at our Central Facilities Area located approximately one hour from Idaho Falls. This position will work a 4-10 schedule with every Friday off!

Responsibilities:

       Provide specialized expertise in logistics and property management.

       Represent the department through frequent contacts to both internal and external customers, including Federal and State Agencies, universities and K-12 educational institutions, local governments, and not for profit organizations. 

       Manage multiple tasks and projects while developing solutions to functional area problems of moderate scope and complexity, based on knowledge of asset life cycle tracking principles.  Must be able to take on special projects as assigned requiring analysis and interpretation resulting in recommendations or specialized reports for use by Property Services Manager.

       Process excess requests from internal customers to include checks for accuracy and eligibility, approvals, monitoring and managing of the property as it transits the system, and physical receipt and processing of the excess property at the Excess Facility. 

       Work with various software applications to make excess property available to eligible entities, and to manage the property as it transits the applicable programs. 

       Own responsibility for accountable records, adjustments, and inventory corrections, and monitor the record status of excess property. Create, maintain, and retire excess records in the property management database. 

       Maintain regulatory and contract compliance regarding property loans/borrows, transfers, exchange sales, warranty replacements, abandonments, contract property clause interpretations related to federal and nonfederal agreements and contracts (e.g., WFOs, SPPs, IAAs, CRADAs), and determination of formal asset management and disposal requirements and records.

       Research specifications, characteristics, and properties, and perform high risk property analysis on all INL personal property. Analysis will focus on export classification and compliance, proliferation sensitivity, ITAR restrictions, ESH&R concerns (environmental, safety, industrial hygiene, and radiological), and potential security concerns.  Must be able to communicate the pertinent hazards and their associated requirements to all recipients of the property.

       Determine the need for, creation, execution, and verification of disposal/demilitarization plans necessary for processing high risk property with restrictions on disposition due to specialized characteristics or hazards.

       Work with all available Federal and State programs that allow for the transfer of excess property and know the requirements of the specific programs to include eligibility of both the property and prospective recipients and the required screening periods for the associated programs.  Manage the completion of all mandatory administrative processes and coordinate the packing and shipping for the recipients as requested.

       Create, execute, manage, and document sealed bid, negotiated, and internet sales for all eligible surplus property and process in accordance with good merchandising practices and all regulatory requirements.  Use market analysis and other internal or external tools as needed to provide accurate estimated current values of the property. 

       Ensure proper handling, storage, and accountability of excess or surplus property to prevent damage, loss, or personal injury.

Minimum Requirements:

       High school diploma, or equivalent, plus 2-4+ years relevant experience.

       Ability to meet all physical requirements and to perform various material handling applications to include both manual and mechanical material transfers (hand truck, forklift, etc.) 

 

 

Preferred Requirements:

       Associate degree and 2 years relevant experience or High School graduate/equivalent and 5 years relevant experience.

       Knowledge of records management requirements, federal supply classification groups, export regulations citations, sensitive and high-risk property issues as applicable to property, and particularly dual-use, ITAR, USML, and trigger lists. 

       Material Handling experience.

       Salary Grades: TS0300 - 160 ($49,500- $79,188) / TS0400 - 170 ($55,656- $89,112)
