Overview:

We are currently seeking a qualified candidate for the position of Property Identification and Inventory Supervisor at the Oak Ridge National Laboratory (ORNL). As the largest U.S. Department of Energy science and energy laboratory, ORNL conducts cutting-edge research to address critical challenges in energy and security. The Property Identification and Inventory Supervisor will play a crucial role in overseeing annual inventory campaigns, managing subcontractor-held and loaned property, as well as coordinating the tagging and tracking of new property.


Major Duties and Responsibilities:

As the front-line supervisor for the Property Identification and Inventory Management team, the successful candidate will:

  • Oversee and lead activities performed by the team responsible for Property Identification and Inventory management.

  • Coordinate, plan, and schedule work with a strong emphasis on customer service, ensuring prompt and cost-effective service delivery to research and support organizations.

  • Ensure compliance with all relevant regulations and standards governing Property Identification and Inventory management, including the implementation of the Subcontractor-Held Property Program and the Loans and Mission Movements of Personal Property.

  • Balance customer needs with available resources.

  • Implement technology and best practices to enhance operational efficiency in collaboration with other business partners.

  • Communicate effectively with all relevant stakeholders to ensure goals, schedules, and deliverables are met.

  • Adhere to the principles of Safe Conduct of Research, taking personal responsibility for ensuring safe operations by addressing safety concerns, maintaining a questioning attitude, considering hazards in every task, and continuously learning.

  • Collaborating with the Property Management Loan Coordinator to ensure proper steps are taken for loans and mission movements of personal property.

  • Collaborating with the Subcontractor-Held Property Coordinator to ensure proper steps are taken for all sub-held property.

  • Verifying compliance with SBMS procedures and subject areas for material or equipment being released via subcontract or loan.

  • Generating reports and queries related to property records, ensuring compliance with DOE/UTB requirements.

  • Maintaining records in accordance with established procedures and retention periods.

  • Implement and establish staff performance goals; evaluate progress and feedback; address performance issues in a professional and timely manner.

  • Develop and implement plans for the ORNL 10% Physical inventory and 100% Custodian Confirmation inventory campaigns.

Basic Qualifications:

  • High School diploma or equivalent.

  • Minimum of 9 years of experience in Property Identification and Inventory management.

  • Knowledge of and experience with relevant regulations and standards governing Property Identification and Inventory management, including familiarity with the Subcontractor-Held Property Program.


Preferred Qualifications:

  • Bachelor's degree in Business Administration, Logistics, or a related field.

  • Certification from National Property Management Association (e.g., CPPS, CPPA or CPPM).

  • Previous experience working in a government or DOE facility, with a solid understanding of DOE/UTB requirements.

  • Strong interpersonal and communication skills to effectively collaborate with various stakeholders.

  • Ability to convey technical information in a clear and understandable manner.

  • Experience in implementing technology and best practices to enhance operational efficiency.

  • Understanding and commitment to the principles of Safe Conduct of Research, with a focus on maintaining a safe work environment.

  • Proficiency in generating reports and queries related to property records using relevant software.

  • Previous experience collaborating with coordinators for Subcontractor-Held Property and Loans and Mission Movements of Personal Property.

  • Demonstrated ability to identify and implement innovative solutions for Property Identification and Inventory management.
