Summary
As a Property Disposal Specialist (Utilization/Donation), you will serve as the principal GSA Area Utilization Officer for on-site coordination of GSA personal property utilization activities at assigned Federal Installations.
Location: Federal Acquisition Service (FAS), Personal Property Management Division.
The office is located within a warehouse environment at 6808 Loisdale Road, Bldg. A, Suite 1 Springfield, VA 22150.

Duties
The Personal Property Center (PPC) Branch is also responsible for performing a variety of utilization and donation functions. They serve as an excellent alternative for federal agencies facing Property Disposal dilemmas. The PPC acts as a repository for deliveries of unneeded property (mostly office furniture and office equipment) from federal agencies that are looking for green disposal solutions.
You will be responsible for the following duties, including but not limited to:
  • Serves as principal GSA Area Utilization Officer for on-site coordination of GSA personal property utilization activities at assigned Federal Installations.
  • Tracks deliveries of excess personal property by user agencies; Computes/Compiles/Tracks customer billings and forward to Finance for invoice submission; Collaborates with customer agencies/Finance on financial discrepancies and/or outstanding invoices.
  • Responsible for all deliveries (incoming/outgoing) of all personal property at the Personal Property Springfield, VA warehouse. Performs oversight on the daily work flow of contractors and employees as it relates to inventory of property at the warehouse. Examines reported property to verify condition, quantity and availability. Determines that the condition coding, the description of the property and the quantity reflected on the agency reports of excess are accurate and consistent with the physical property.
  • Functions as a technical authority in the application of new concepts, practices, and developments to disposal problems. Analyzes critical problems, resolves major conflicts in program objectives, and develops new policies and methods.
  • Arranges and facilitates the inspection and examination of property by Federal representatives seeking the transfer of excess or by state and other representatives requesting the donation of surplus. Advises Federal and State officials and others as to utilization, donation, and disposal policies and procedures. Promotes the overall Property Program including the sales function through educational outreach at various state and local events as well as targeted federal agency visits.

The GS-11 salary range starts at $78,592 per year.
To qualify for the GS-11 you must possess one of the following:
To qualify, you must have at least one year of specialized experience equivalent to the GS-9 level or higher in the Federal service. Specialized experience is defined as experience performing Property Disposal work for excess and surplus personal property using principles and concepts associated with two or more of the following disposal functions: utilization; donation; sales/marketing.
OR
A Ph.D. or equivalent doctoral degree or have successfully completed 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.

How You Will Be Evaluated

  • Knowledge of the various Federal statutes, regulations, directives, orders and decisions relating to property management and disposal activities.
  • Knowledge of various aspects of the Utilization and Donation Program, including familiarity with importance of condition codes; adequate property descriptions; policies, procedures and regulations of state or federal agencies.
  • Knowledge in all commodity groups to determine the best possible primary and secondary usage of property.
  • Ability to write clear and concise reports and express verbally the ideas and concepts of the utilization and donation programs.
  • Knowledge of the Personal Property Management System (PPMS) automated excess property inventory system to track and/ or dispose of excess property.
