Established in 1805, the New York City Department of Health and Mental Hygiene (the NYC Health Department) is the oldest and largest health department in the country. We serve as the population health strategist, and policy, and planning authority for the City of New York, while also having a vast impact on national and international public policy, including programs and services focused on food and nutrition, anti-tobacco support, chronic disease prevention, HIV/AIDS treatment, family and child health, environmental health, mental health, and racial and social justice work, among others.
Our Agency's five strategic priorities, building off a recently-completed strategic planning process emerging from the COVID-19 emergency, are:
1) To re-envision how the Health Department prepares for and responds to health emergencies, with a focus on building a "response-ready" organization, with faster decision-making, transparent public communications, and stronger surveillance and bridges to healthcare systems 2) Address and prevent chronic and diet-related disease, including addressing rising rates of childhood obesity and the impact of diabetes, and transforming our food systems to improve nutrition and enhance access to healthy foods
3) Address the second pandemic of mental illness including: reducing overdose deaths, strengthening our youth mental health systems, and supporting people with serious mental illness
4) Reduce black maternal mortality and make New York a model city for women's health
5) Mobilize against and combat the health impacts of climate change

With commitment to advance anti-racist public health practices that dismantle systems that perpetuate inequitable power, opportunity and access, the NYC Health Department continues to work in and with communities and community organizations to increase their access to health services and decrease avoidable health outcomes.
PROGRAM AND JOB DESCRIPTION:
The New York City Department of Health and Mental Hygiene (NYC DOHMH)'s Bureau of Hepatitis, HIV, and Sexually Transmitted Infections (BHHS) oversees the City's response to viral hepatitis, HIV, and sexually transmitted infections (STIs). Across a range of programs and through extensive collaboration with other parts of NYC DOHMH and external stakeholders, BHHS leads testing initiatives; prevention, care, and treatment programming; epidemiology and surveillance; research and evaluation; training and technical assistance; community engagement; social marketing; policy advocacy; and racial equity and social justice initiatives. BHHS's HIV Care and Treatment Program (CTP) is the recipient of federal grants for HRSA's Ryan White HIV/AIDS Program (RWHAP) Part A and HUD's Housing Opportunities for Persons With AIDS (HOPWA). CTP is comprised of five units: 1) Grants Management, 2) Program Planning, 3) Quality Management and Program Implementation, 4) Research and Evaluation, and 5) Housing Services Unit. Reporting to the Director of Quality Management and Program Implementation (QMPI), the Project Specialist will provide ongoing administrative, programmatic and quality management support for the New York Eligible Metropolitan Area (NY EMA) Quality Management Program and the QMPI unit. The Project Specialist will work closely with QMPI colleagues who work directly with community-based organizations, hospitals, and other health facilities that are funded to provide supportive services to people with HIV in the NY EMA to build capacity to manage the quality of services and provide technical assistance to facilitate implementation, gather feedback, ensure fidelity to program models, and confront racism as a driver of health disparities. This position may have the opportunity to work directly with a small portfolio of Ryan White-funded organizations.
DUTIES WILL INCLUDE BUT NOT BE LIMITED TO:
Work under the direction of the Director of QMPI to draw on public health policy and research to aid in the development of evidence-based strategies for providing quality HIV care and treatment services embedded in health equity principles for Ryan White Part A-funded and City-funded organizations.
Conduct reviews of public health literature related to emerging issues in HIV care and treatment services, as well as quality management and quality improvement models and strategies, and summarize findings to inform programs across the Ryan White Part A portfolio.
In collaboration with QMPI colleagues, plan and coordinate program activities including the annual provider meeting for Ryan White Part A-funded programs, trainings, and other activities.
Draft and disseminate email correspondences to Ryan White Part A-funded organizations and participate in the drafting of materials, internal policies and procedures, and memos.
Assist with the preparation of meeting agendas, presentations, reports, and other products, including materials for the NY EMA Quality Management Committee.
Create systems for tracking QMPI activities, streamlining project management processes, and updating work plans.
Participate in the development of quality indicators and quality improvement activities.
Work on special projects including coordinating community engagement activities and conducting community outreach to support activities that will aid in advancing health and racial equity among people with HIV.
Provide guidance and support to a small portfolio of Ryan White Part A-funded organizations on the implementation of program service models for specific target populations to ensure fidelity to protocol and procedures.
Partner with the Subrecipient Agreement holder (Public Health Solutions) to execute subcontracts and renewals and ensure program integrity and quality through joint monitoring.
Provide coaching in quality management and quality improvement to Ryan White Part A-funded organizations.
Review data reported by subcontractors to ensure program integrity and to inform quality management coaching and quality improvement projects.

Qualifications
1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
To be appointed to Assignment Level II and above, candidates must have:
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.
