The Position
The Bureau of Environmental Services (BES) is seeking a Project Scheduler (Analyst I) in our Capital Project Management Office (PMO). The PMO is responsible for capital project delivery, including project management, program and project controls, and project quality for the bureau's $250 million average annual capital improvement program (CIP). The CIP is comprised of approximately 400 wastewater and stormwater infrastructure projects in various stages of engineering design and construction at any given time.
This position is a Project Scheduler and Controls Analyst in the Controls Division, which is responsible for program-wide oversight of the CIP, budget development, processes and procedures, and change management controls. This division also plans the long-term (5-year and 10-year) CIP, working closely with the BES Finance Division and other workgroups. This position is a subject matter expert and key support role for capital project controls.
The position interprets and helps implement BES processes and procedures around the project and will support other analysts in the division in project portfolio controls work. The position monitors, analyzes, reports and makes recommendations related to project design and construction schedules of several dozen active CIP projects in the assigned portfolios. Portfolios are groupings of BES project types, such as Wastewater Resource Recovery (treatment plant-related projects), Pumping Systems, Combined & Sanitary Collections, and Stormwater Management.
Key responsibilities of this position include:
  • Supporting project managers and project teams by monitoring and analyzing capital project schedules in the bureau's project management software (eBuilder) and industry-specific scheduling software (Primavera P6 and Microsoft Project). Identify "early warning" signs of schedule issues and facilitate problem solving and change management processes for schedule adjustments with project managers.
  • Performing more detailed monitoring of project schedules on larger, complex capital projects and provide complex analysis, reporting and scenario modeling.
  • Serving as a subject matter expert on the discipline of scheduling. Train project managers, engineers and other project team members on scheduling practices, processes and procedures as needed for a wide variety of project types, sizes and complexities. This includes one-on-one training as well as a quarterly series of project scheduling classes.
  • Providing monthly project reports covering major project milestones and staff allocations for Division and Section Managers.
  • Integrating project scheduling practices and procedures with other complex capital project management controls processes (e.g., type of work codes and accounting; project cost estimating; project change management). Participating in and/or leading process improvement efforts related to this area.
Serving as a portfolio analyst and/or back up for broader project controls functions, such as monitoring and reporting on project, portfolio and program-level performance indicators; creating, interpreting, and advising project teams and management on project-specific and portfolio-level reports; and supporting capital project teams with project delivery requirements including analyzing, interpreting and recommending appropriate processes and procedures for change management, schedule and budget, and project management software.

Within BES, the Project Management Office (PMO) is responsible for capital project delivery, including project management, project controls, and project quality for the bureau's capital improvement program (CIP). The CIP is composed of hundreds of multi-year infrastructure design and construction projects, including sewer pipe rehabilitation and replacement, treatment plant and pump station facility expansions and upgrades, stormwater conveyance and treatment facilities, and watershed restoration projects. The recent expansion of the CIP requires a significant increase in project output to meet the needs of the bureau's aging asset portfolio, as well as new regulatory requirements and the challenges of a growing city.

Work Location
This position is hybrid in-person/remote, with the option of full-time in-person. The in-person work location is at the Portland Building (1120 SW 5th Avenue).
To Qualify
Applicants must specifically address and demonstrate in their supplemental question responses and resume how their education, training and/or experience, meets each of the following minimum qualifications:
  1. Knowledge of principles, practices and methods of capital (construction) project scheduling.
  2. Knowledge of principles, tools, and techniques for project management and project controls in the context of design engineering and construction for public works/infrastructure projects or similar.
  3. Ability to collect, evaluate and interpret complex data in statistical and narrative forms; ability to use quantitative and qualitative analysis and software tools such as Excel, Primavera/P6, Microsoft Project, and project management software.
  4. Ability to analyze, interpret, explain and apply relevant procedural requirements, processes and policies to project teams and management.
  5. Ability to communicate complex information clearly, logically, and persuasively - both verbally and in writing - for reports, presentations, and correspondence to both technical and non-technical audiences.
