Description

This is a team-leader and/or organizer position, expected to take initiative and execute activities related to alternatives to incarceration in fulfillment of the mission of the CICAD Executive Secretariat, Secretariat for Multidimensional Security, with the following assigned responsibilities:

▪ Review, validate and approve information in support of the project area, develop and strengthen relations with member states, specifically government agencies and key institutions and promote dialogue, including but not limited to: coordinating or overseeing the organization of meetings, conferences, presentations, events and seminars; following-up on the development of joint activities at the local and regional levels, drafting and reviewing reports; and networking activities.

▪ Oversee the overall project cycle (implementation and evaluation) of the expansion of alternatives to incarceration initiatives and social integration models.

▪ Evaluate related trends and events affecting the political situation in the Hemisphere, particularly those related to alternatives to incarceration, recommending actions, drafting talking points and speeches.

▪ Make proposals for and participate in the formulation and execution of projects, activities and initiatives for the organization of fact-finding, needs assessment, and advisory missions to countries and regions.

▪ Take a lead role in monitoring the execution and accounts of projects, particularly regarding the expansion of alternatives to incarceration initiatives for drug related offenders (such as the drug treatment court program, therapeutic and restorative justice programs, case care management programs).

▪ Process and follow-up on administrative and financial actions in liaison with the appropriate staff members, including but not limited to hiring human resources, purchasing equipment and supplies, travel, etc.

▪ Participate in various initiatives, and activities in alternatives to incarceration, including drafting, reviewing, validating, and editing - for consistency and language - correspondence, reports, cooperation agreements, proposals and joint proposals, budgets, financial reports, work plans, and documents and publications.

▪ Oversee alternatives to incarceration related initiatives, and personnel under these initiatives.

▪ Oversee databases containing information on project-related activities, conducting analyses, and producing reports and summaries on a regular or ad hoc basis.

▪ Participate in the planning, fundraising, implementation and evaluation of missions, programs, projects, and activities at Headquarters and in the field, including participating in training seminars and other programs.

▪ Perform other related duties as assigned, including replacing and backstopping for others.

QUALIFICATIONS:

EDUCATION & EXPERIENCE:

Essential: First University Degree (Bachelor’s) in political science, law, international relations, business administration, economics or related fields and 7 years of experience in similar positions including project management at national and/or international level OR Advanced University Degree (Master’s) in one of the fields listed above and 4 years of relevant experience OR Doctorate and 1 year of relevant experience.

Desirable: Experience or knowledge of the OAS mandate and priorities as related to the area of work and/or the dynamics of the Inter-American agenda and system. Prior knowledge of alternative to incarceration models and initiatives for drug-related offenses. Hands-on experience in Latin American and Caribbean cooperation. Demonstrated understanding of the dynamics of the Hemisphere, its political and/or diplomatic framework.

COMPUTER SKILLS:

Ability to effectively work using Microsoft Office (e.g. Outlook, Word, and Excel), and other software applicable to the area of work.

LANGUAGES:

Essential – Proficient in at least two of the official languages of the OAS (English, Spanish, French and Portugues), (read, write and communicate).

Desirable – Working knowledge of other two OAS official languages.

Professional Category: Remuneration = Basic Salary + Post Adjustment
Net of taxes for non-US citizens

- US citizens tax reimbursement: US Citizens are reimbursed for most taxes paid on OAS remuneration.

- Paid Annual Leave: 21 days from 1st year. Increase to 30 days within 5 years.

- Sick Leave and Parental Leave.

- Health Insurance: OAS pays 2/3 of premium.

- Pension and Savings Plans: In addition to salary, OAS contributes 14% of pensionable remuneration to a Retirement and Pension Plan. Staff contribute 7%.

- Additional benefits (dependent on contract type): Mobilization allowance, repatriation grant, language allowance home leave travel, dependency allowance, life insurance.
