Rate of Pay: $35.48 - $40.86 Position Type: Full Time Status: Open Until Filled Apply Now Job Description JOB SUMMARY Under general supervision of the City Engineer, this position is responsible for ensuring infrastructure and site construction complies with plans and specifications for private development and City capital improvement projects, including roadway, drainage, and water/wastewater activities. The Project Manager EIT will be regularly required to interact with other city staff, the public and other outside agencies.

This position will be required to ensure the construction of all subdivision, development, streets, and public infrastructure complies within the City of Burnet zoning, subdivision, and building codes. This position is non-supervisory and classified as exempt. Job Responsibilities/Duties 100% - ESSENTIAL JOB FUNCTIONS Oversees all field activities of capital improvement projects under the direction of the City Engineer.

Under oversight of the City Engineer drafts/designs pipe replacements, ditches, channels, roadway rehab projects, site plans, etc. Operates a personal computer utilizing complex engineering software applications, including CAD and GIS. Creates contract documents, assist with bidding, manages contractors and construction of CIP projects, performs survey as needed for planning and construction.

Manages infrastructure assets and assists public works departments in replacements and rehab projects and assists with City departmental and CIP budgets. Creates schematics and estimates of proposed infrastructure, coordinates with GIS on managing infrastructure. Updates GIS mapping for utilities network.

Assists with water and wastewater system analysis and modeling and assists with planning of future growth. Writes technical and analytical reports and produces exhibits of a specialized nature in connection with civil engineering projects. Perform site plan reviews of single family and two-family homes, and private development projects, checking designs, details, estimates, plans, and specifications of engineering projects.

Interprets and applies engineering standards and procedures, Federal and state rules and regulations, and City policies and procedures. Conducts pre-construction and progress meetings. Performs project inspections for all capital and site development projects.

Manage contractors, identifies infrastructure project needs, and assists the City Engineer with a variety of programs, identifies cost savings for the City, identifies safety protocols, and assists in determining best practices for the departments. Inspects all water mains, fire hydrants and valves, wastewater mains, manholes and clean-outs, street construction, asphalt, curbs and gutters, sidewalks, driveways, curb ramps, stormwater piping and inlets, electric infrastructure and other construction connected items. Observes pressure testing of all water systems to be maintained by the City of Burnet as well as observing sampling performed for bacteria on all water systems.

Testing for bacteria on potable water lines is performed in accordance with the TCEQ (Texas Commission on Environmental Quality). Conducts construction site inspections for compliance with the City's ordinances. Ensure other items including but not limited to proper bedding and backfill of utility trenches, construction of roadway courses, and all required construction testing.

Answers technical questions and provides information to public and other agencies. Responds to and resolves public inquiries and complaints related to public works construction projects and development. Inspect infrastructure construction proposed to be dedicated to the city, provide written and photographic documentation of inspection findings, timely communicate findings to city engineer, after preliminary inspection acceptance conduct periodic inspections during warranty period and timely report to city engineer any breach of warranty.

Attends and participates in preconstruction meetings with department staff, engineers, contractors, developers and other organizations. Coordinates and conducts preconstruction and progress meetings with contractors, City departments and other agencies. Responds to questions from contractors on bid specifications, coordinates work with contractors, City departments and other agencies.

Assists with surveying, drafting, specifications and bidding documents; may review plans prior to final department approval. Assists City staff with maintenance of records. May be required to respond to emergency "call outs" on construction projects.

Collaborates with other departments to ensure that all ordinances are enforced. Operate GIS survey grade equipment and mapping software for updating utility and other city mapping needs. Assist Development Services with cemetery plot corner surveys.

Confers and assists supervisors of all public works departments as needed. Assists in preparation of budgets as appropriate and recommends adjustment items to anticipated needs. Assists with coordination of suppliers on orders for equipment, materials and supplies.

Assists City Engineer in meeting with public to discuss services and resolve problems. Assists supervisors in promoting efficiency and morale within departments, special department projects, and improving operations. Establishes and maintains cooperative working relationships with City employees, officials, and representatives from other local, state and Federal agencies.

Responds to questions from citizens and agencies on engineering projects and plans. Other duties as assigned by the City Engineer. Demonstrate high ethical standards, trustworthiness, and personal integrity.

Regular attendance, dependability, and promptness are required for the scheduled workday or agreed upon hours 100% of the time, to ensure consistency and completeness of department's processes. Minimum Requirements, Certificates & Licenses Experience in inspection work. Bachelor's Degree from a four-year ABET accredited college or university and preferred (but not required) Two to three years related experience and/or training OR An equivalent combination of education and experience that provides the necessary knowledge, skills and abilities for the duties of this position.

Must have EIT certificate or ability to obtain one within 6-months of hiring or promotion. Must obtain CFM certificate from TFMA within 24-months of hiring or promotion. Valid Texas driver's license with insurable record.

Knowledge, Skills and Abilities REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES - Understand principles of hydraulics and hydrology. Knowledge (or ability to quickly learn) of pertinent local, state and national codes and ordinances. Knowledgeable of methods of building, plumbing and electrical construction.

Knowledgeable of principles and practices of civil engineering and standard construction practices Ability to plan and direct activities related to projects assigned. Ability to communicate effectively both verbally and in writing with contractors, workers, outside agencies and the public Ability to read and interpret construction plans and specifications Ability to effectively present information to top management, public groups and/or governing bodies. Ability to use the computer and applicable Microsoft software.

Ability to give presentations to variety of audiences. Ability to interpret and explain complex engineering problems and solutions. Ability to perform tasks effectively and efficiently.

Ability to plan and schedule work and implement directives without constant supervision. Ability to present a professional appearance and conduct when representing the City. Ability to work cooperatively and productively with supervisor, individuals, co-workers, and groups of persons at all levels of activity, contributing to a strong spirit of teamwork.

Ability to establish and maintain effective working relationships with staff, developers, contractors, other agencies and the general public using tact, courtesy and good judgment. Work is performed in indoor and outdoor environments. Employee is regularly required to sit, stand and walk for extended periods of time; is required to reach, stoop, kneel, crouch, crawl, climb or balance; occasionally is required to work at high elevations, in trenches and tight spaces. This is medium to heavy work requiring the exertion of fifty (50) pounds of force occasionally, up to twenty (20) pounds of force frequently, and up to ten (10) pounds of force constantly to move, lift and push objects.

Work requires climbing, stooping, kneeling, crouching, standing, walking, pushing and pulling. While performing the duties of this job, the employee is regularly exposed to varying weather conditions, including extreme heat or cold, rain, wind, or snow. The employee occasionally works in excavations and roadways and is occasionally exposed to wet and/or humid conditions, fumes or airborne particles, toxic or caustic chemicals, risk of electrical shock, and vibration.

The noise level in the work environment is usually moderate to loud.
