Location: Glenwood Springs, Colorado

Pay Range: Starting pay range is $85k-115k/annually, based on experience.

Position Summary

The Purpose of this position is to provide support to the RFTA Program Manager with capital projects from conception through project closeout out and warranty with a primary focus on construction management. Projects will range from small, simple projects under $5,000 dollars to complex multimillion-dollar projects.

Responsibilities include but are not limited to managing general contractor, subcontractors, and other construction professionals engaged by RFTA to support the project; budget; schedule; change orders; materials testing; reporting; processing pay applications; and project documentation (which includes keeping field logs and fully documenting the project to meet RFTA's Procurement guidelines).

Works closely with RFTA staff on programming, design, work scope, contracting, permitting, materials/services procurement, grants, budgeting, construction and close-out of RFTA capital projects. Coordinates work with IT, Facilities, operations and maintenance staff to minimize the project impact to crucial RFTA activities.

Responsible for working with the staffs of RFTA member jurisdictions, CDOT and the FTA on projects and must be able to represent RFTA and the organization's position on a wide variety of subjects. May be responsible for organizing and leading public meetings and presenting RFTA's views to elected officials and the general public.

Essential Job Duties

Preface: What follows are the primary job duties and responsibilities related to the Project Manager position. However, this list is not inclusive, nor is it intended to be inclusive, of all duties and responsibilities related to the successful performance of this portion of the job.

CONSTRUCTION MANAGER RESPONSIBILITIES

  1. Assists the RFTA Program Manager and if required other department managers in all disciplines of managing capital projects, providing guidance and direction in the RFTA Program Manager's absence to contractors, consultants, RFTA staff and others as needed.
  2. Establishes and manages project schedules with key milestones and critical path objectives. Responsible for ensuring the project remains on schedule and reporting on the status of the project to the Program Manager.
  3. Aids the RFTA Program Manager in community coordination for all improvements that occur on projects with the RFTA member jurisdictions. Extensive interactions with member jurisdiction staff and general public will be required.
  4. Assists in establishing project budgets. Responsible for insuring projects remain on budget, notifying the RFTA Program Manager of any variances that could adversely affect budget and reporting project budget status.
  5. Maintains control of all aspects of project construction sites and managing the general contractor. Duties include coordinating the projects with other RFTA departments, working to minimize negative impact and ensuring that all construction rules and regulations are followed.
  6. Required to work with other construction professionals hired by RFTA to assist in the development and construction of projects. Must be able to direct and coordinate work of these professionals to the best advantage for RFTA. Reviews project plans, specifications and provide input, and realistic cost estimates for projects based on industry standards.
  7. Reviews proposals from general contractors and subcontractors, assists in procurement process/contractor selection and works with general contractor to establish the methods/means to be utilized during project construction.
  8. Responsible for all construction activity documentation, ensuring all project documentation is organized in an easily retrievable format on RFTA's computer system.
  9. Reviews and approves pay applications and resolves disputes between RFTA and the general contractor. Ensures required permits are acquired and all the necessary inspections are performed.
  10. Responsible for the development and implementation of a quality program and insures all appropriate tests and inspection are performed. Assures project compliance with RFTA, Town City, State, FTA and Federal regulations and requirements.
  11. Assists in all preconstruction activities of a project as required by the RFTA Program Manager.

HOUSING AND FACILITIES DEPARTMENT RESPONSIBILITIES

  1. This position may, at the direction of the RFTA Program Manager, be responsible for the development and construction management of housing, trails and facilities department projects such as remodels, emergency repairs, and replacement of or upgrade to housing and/or infrastructure. The primary job duties include management of the project's design, budget, schedule, and contractors/subcontractors.

Other Job Duties

  1. Organizes, edits, and follows-up on department-related matters and maintains accurate and up-to-date records and documentation of departmental issues.
  2. Attends classes, workshops, seminars, and/or other training and development activities, as approved by the RFTA Program Manager, for the purposes of increasing knowledge, strengthening job skills, remaining current on systems and practices critical to the incumbent's successful job performance, and providing added value to RFTA.
  3. Works closely with RFTA Department Directors, COO, CFAO and CEO regarding issues and demands related to the incumbent's primary job functions. Performs miscellaneous duties, tasks, or errands as directed by the RFTA Program Manager.
  4. Works with RFTA Procurement Department in reviewing existing and new professional, maintenance/service, and construction contracts as needed.
  5. Works with RFTA Finance Department in establishing pay application procedures with contractors and professional services. Also works with Finance Department for project grant reimbursement procedures and reporting.

Knowledge, Skills, and Abilities

  • Expert ability to maintain absolute confidentiality, which includes stating information only on a "need-to-know" basis and appropriately safeguarding sensitive information.
  • Expert ability to establish and maintain positive and effective working relationships with all levels of employees within the RFTA organization, vendor representatives, subcontractors, state and federal personnel, and members of the general public while consistently providing exemplary service and professionalism during all interactions.
  • Expert in ability to work as a team member to advance RFTA's capital construction program.
  • Expert ability to manage time and workload, which includes planning, organizing, prioritizing, and following-through on a variety of tasks, assignments, projects, and reports simultaneously. Flexibility and adaptability are key to accomplishing assigned duties. Must be able to work effectively under pressure and have the ability to analyze and solve complex problems.
  • Solid ability to use scheduling software to produce project documents such as budgets, schedules and other contract documents. Solid ability to utilize Microsoft Word, Excel, additionally, solid computer knowledge and proficiency in email, internet use, and cloud-based Project Management software, ShareFile, and Adobe Sign Document Cloud Solutions.
  • Expert in their ability to read and interpret construction plans and specifications and other construction documents.
  • Ability to write, as well as review, scopes of work from design professionals that will be retained by RFTA. A full understanding of professional service contracts is necessary to oversee/manage planning/design services.
  • Expert ability to perform a variety of detailed work in a timely/efficient manner by independently carrying out instructions.
  • Solid knowledge and understanding of state and federal procurement policies and practices and
  • understanding of state and federal grant application processes and procedures.
  • Solid ability to work with representatives of various state and federal agencies to ensure that RFTA complies with applicable guidelines, laws, practices and procedures related to construction management.
  • Expert ability to resolve problems and conflicts independently.
  • Solid ability to communicate in a professional manner, including a recognizable emphasis on communicating continuously with tact and diplomacy, both orally and in writing, and doing so while functioning as a contributing member of a work team. Solid knowledge of and fluency in the English language with the ability to read and write complex construction documents and reports.

Education

  • Bachelor's degree in construction management, construction sciences, or a related bachelor's degree. Or Bachelor's degree in civil engineering and willingness to work towards a professional civil engineering certificate. Twenty years' experience in Construction Management may be accepted in lieu of degree.
  • Valid Colorado Driver's License required.

Experience

REQUIRED

  • Five (10) years construction management experience with experience managing projects in the 1-to-15-million-dollar range.
  • Five (10) years management/supervisory experience managing small projects or assisting in the management of larger projects.
  • Ten (10) years' experience working in the construction industry.

DESIRED

  • Experience as a Project Engineer with CDOT local agency project experience.
  • Solid knowledge of engineering and architectural practices
  • Experience in several building and construction trades. i.e., concrete, carpentry, electrical, plumbing, roofing, HVAC etc.
  • Experience working in the public sector with local, state of federal entities.
