The Project Engineer is responsible for the development and execution of small capital project improvements within operating units at the site. This individual will work closely in teams consisting of Operations, EHS, Maintenance and Procurement personnel to ensure the safe and effective implementation of plant small capital projects such as process debottlenecking, capital spare equipment, reliability and infrastructure improvement projects.
Responsibilities include but not limited to:
- Develops project scopes, generates and/or obtains cost estimates, and prepares capital project funding requests. Ensures that appropriate project safety reviews are completed as required both after and after approval.
- Seeks compliance with all environmental, safety and health requirements, and promotes a safe working environment for project execution.
- Develops and maintains partnerships with assigned project operation and/or maintenance representatives to execute projects from initial scoping and funding through detailed engineering and procurement, to startup and commissioning, and then final documentation and closure.
- Requests and coordinates required process and design engineering and design resources, whether from the site or outside engineering vendors, to prepare engineering deliverables and to procure equipment, fabricated materials and services.
- Adheres to current corporate and plant requirements for equipment/materials specifications and vendor preferences.
- May also provide support as a discipline engineer for assigned projects, based on engineering degree, background or experience.
- Maintains SAP project data entries, monitors project progress through scheduling and other tools, performs project status reporting, and controls spending through appropriate tracking, forecasting and adjustments.
- Performs procurement activities as required, including preparing specifications, issuing requisitions, evaluating bids, and dealing with vendors. Works with Procurement and complies with applicable guidelines.
- Lead and coordinate the construction activities to ensure that projects are completed according to the design deliverables, quality standards, and plant requirements, and that pre-startup safety reviews are conducted.
- Follow through to ensure that Operations achieves a successful project startup and that any project-related action items are completed.
- Closes projects and ensures proper documentation of files, records, databases and drawings to meet regulatory and Client requirements.
BS in an Engineering Discipline or Construction Management and minimum 10+ years of experience in a chemical/petrochemical setting. Minimum 5+ years of Project Engineering experience preferred.
